THAT the Mayor of the CITY OF LUBBOCK, BE and is hereby author
zed and directed to execute for and on behalf of the CITY OF LUBBOCK, an
.pplication to the Office of Traffic Safety, State of Texas for the Community
mpact Program for 1976-1977, attached herewith which shall be spread upon
he Minutes of the Council and as spread upon the Minutes of this Council sha]

To maintain an office of Traffic Safety which will seek out problems in traffic safety,
devise counter measures and implement them. The citizens' support group will maintain
related traffic safety education projects. To constantly revise the official Traffic
Safety Plan by determining new traffic safety priorities and implementing the Plan in
terms of these priorities. This program is in relation to Action 2001-02 of the
FY-77 AWP.

IV. CERTIFICATION OF NONSEGREGATED FACILITIES:
The contractor certifies ihat it does not maintain or provide for employees' facilities which are segregated on the
basis of race, color, religion, sex or national origin, whether such facilities are segregated by directive or on a de
facto basis. The offeror further agrees that he will not maintain such segregated facilities.
V. The contract recipient agrees as a necessary condition for reimbursement of costs, to prepare monthly and/or
quarterly progress reports in a timely manner, and in accordance with instructions furnished by the Governor's
Office of Traffic Safety.
VI. CLEAN AIR ACT COMPLIANCE:
For all contracts in excess of $100,000, the recipient agrees to comply with all applicable standards, orders, or
regulations issued pursuant to the Clean Air Act of 1970. Violations shall be reported to OTS and the Regional
Office of the E zvironmental Protection Agency.

The City of Lubbock will:
1. Maintain direction of the Lubbock Citizens' Traffic Commission.
2. Evaluate goals and priorities in the official Traffic Safety Plan annually and
update accordingly.
?,. Authentication of revised Lubbock Traffic Safety Plan by the City Council.
1i. Authentication of the Lubbock.Traffic Safety Plan by the Office of Traffic Safety
for project continuity.
4. Integrate the activities of the Traffic Safety Office with other governmental and
non -governmental agencies to increase its effectiveness._
6. Submit quarterly claim reports using the forms and proceedures spectf(ed in
Attachment 5. OTS form PR-4, is not required and may be deleted.
7.. The City will provide 50% of the required funds for the period beginning May 1, 1976,
through April 30, 1977, both dates included, as per Attachment 6,
The Office of Traffic Safety, State Department of Public Highways and Transportation

1. Reimburse the City of Lubbock 50% of its eligible cost not to exceedthespecified
?j amount as authorized in the contract as per project budget, Attachment 6.
' 2. Provide assistance in planning, preparation and processing of contracts and
reimbursement forms.
