RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Membership and
Application with the Texas Building and Procurement Commission of Austin, Texas.
Said documents are attached hereto and incorporated in this Resolution as if fully set
forth herein and shall be included in the minutes of the Council.
Passed by the City Council this 19th day of December , 2002.

WHEREAS, the Texas Building and Procurement Commission is authorized to provide purchasing services for local
governments pursuant to TITLE 8. SUBTITLE C. Chapter 271, Subchapter D. sections 271.082 and 271.083 of the Local Government
Code,
and WHEREAS, the City Council of The City of Lubbock a: (Check one of the following. See reverse.)

Assistance Organization
Mental Health and Mental Retardation Community Center
defined as an entity qualified to participate in the Cooperative Purchasing Program of the Texas Building and Procurement Commission
pursuant to section 271.081 of the Local Government Code; and
WHEREAS, in accordance with the requirements of section 113.85(a) of the Texas Building and Procurement Commission
administrative rules, the Agent(s) of Record, Marc McDougal, Mayor (and Victor Kilman, Purchasing Manager) is/are authorized to
execute any and all documentation of the City of Lubbock pertaining to its participation in the Texas Building and Procurement
Commission Cooperative Purchasing Program; and
WHEREAS, the City of Lubbock acknowledges its obligation to pay participation fees established by the
Texas Building and Procurement Commission.
NOW, THEREFORE BE IT RESOLVED, that request be made to the Texas Building and Procurement Commission to
approve the City of Lubbock for participation in the Texas Building and Procurement Commission Cooperative
Purchasing Program.
Adopted this .19th day of December , 2002 by the City of Lubbock.

Submit all documentation required as proof of eligibility at the time you apply for membership in the TBPC Co -Op. All
documentation must be on file at the TBPC Co -Op BEFORE a determination of eligibility can be made.

This can be in the form of:
a: Legislation in which the entity was created by name
b: A resolution passed by a city or a county stating that there is a need for the entity
to exist and actually creating the entity
ASSISTANCE ORGANIZATIONS Non-profit organizations that receive state funds and provide educational,
health, or human services or provide assistance to homeless individuals

➢ Articles of Incorporation and Certificate of Authority. A letter from the Secretary of State with the
entity's charter number evidencing that the entity filed for incorporation will be accepted in lieu of a
certificate of authority. The TBPC Co -Op will not accept by-laws in lieu of Articles of
incorporation
➢ Current contractor grant from a State agency to prove State funding. This document must show
beginning and end dates and these dates must be valid at the time the application is reviewed.

What is the Texas Building and Procurement Commission Cooperative
Purchasing Program? Created by legislation in 1979, the Texas Building and
Procurement Commission Cooperative Purchasing Program (TBPC Co -Op) offers
members a unique opportunity to purchase goods and services from state term
contracts and the Catalogue Purchasing Program.
Who can join? Sections 271.081-271.083 Local Government Code, V. T. C.
A., Section 2155.202 and 2175.001(1) of the Texas Government Code, Title 10,
Subtitle D, provide the legal authority for the following entities to participate in
TBPC Co -Op:
❖ Local governments
❖ MHMR community centers
❖ Assistance organizations
Why should you use TBPC Co -Op? Using the TBPC Co -Op can be highly
beneficial. All state contract purchases made through the TBPC Co -Op have
already been competitively bid saving you valuable"time. To use state
contracts all you need to do is send us a requisition for the items you need. We
will generate a purchase order on your behalf and send a copy of it to both you
and the vendor. The vendor will then ship the merchandise and invoice your
entity directly. A few of the items available on state contract are:
Paint Road and highway equipment
Tires Light bulbs and electrical
Appliances Office supplies
Office machines including copiers Vehicles and School buses
Food Pharmaceuticals

TEXAS BUILDING AND PROCUREMENT COMMISSION (TBPC)
ON THE INTERNET
Accessing TBPC on the Internet:
1. Enter the TBPC web address: www.tbpc.state.tx.us
2. Under Divisions & Services select Cooperative Purchasing
3. You have many options at this point. The areas used most often are:
• CMBL Search This feature enables you to access the state Centralized Master
Bidders List to create a bid list by product/service code. You may narrow the search
by entering a county, city or zip code.
• QISV Main Page This feature enables you to access the QISV vendors by name.
• TBPC Term Contracts This is a complete numeric listing of all of the current TBPC
contracts. To access the contract, click on the contract number. The General
Contract Information is listed first, followed by contract line items.
• Search Term Contract Info: Use this search feature when you aren't sure where to
look for a certain item. Enter the item for which you are searching, then click on the
search button. The search results will list the contracts including that item,
beginning with the most likely. Clicking on the hyperlink (underlined and highlighted
title) of the listed contract will take you directly into that contract.
