HomeMy WebLinkAboutResolution - 100975F - URA Guide - Central Business District Development Plan - 10_09_1975/00?-6 F R E S 0 L U T 1 0 N RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LUBBOCK REGARDING CERTAIN APPROVALS AND ACTIONS WITH RESPECT TO THE CENTRAL BUSINESS DISTRICT DEVELOPMENT PLAN WHEREAS, the Urban Renewal Agency of the City of Lubbock has sponsored the preparation of a Central Business Disctict Development Plan, which has involved numerous neighborhood and community groups as well as a Plan Review Committee composed of a cross-section of community interests; and WHEREAS, the planning work has included a thorough evaluation of problems and strengths which exist in the Central Business District, hereinafter called the CBD, and has also included an exploration of several overall CBD development alternatives in terms of land use, parking and traffic circulation facility arrangements; and WHEREAS, said planning work, including numerous reviews by the Plan Review Committee, has culminated in a proposed development plan, entitled "Central Business District Development Plan for Lubbock, Texas", dated January 16, 1975, and consisting of one hundred twenty-seven (127) pages of narrative and ten (10) exhibits, hereinafter referred to as the Plan; and WHEREAS, the Plan was reviewed and approved by the CBD Plan Review Committee on the 16th day of January, 1975, was reviewed and approved by the Urban Renewal Agency Board of Commissioners on the 28th day of January, 1975, and was subsequently reviewed and approved by the Planning and Zoning Commission of the City of Lubbock and offered with favorable recommendation to the City Council of the City of Lubbock; and WHEREAS, there are several matters included in the Plan that require the consideration and approval of the City Council of the City of Lubbock, specifically in regard to the following: 1. Proposed land use plan, 2. Recommended modifications to the street and thoroughfare system, 3. Establishment of a special zoning district, 4. Establishment of a private organization to implement certain elements of the Plan, 5. Proposed improvement phasing plans; and WHEREAS, said matters have been presented to the City Council by representatives of the Urban Renewal Agency and the CBD Plan Review Committee and have been thoroughly reviewed by the City Council; NOW, THEREFORE, BE IT HEREBY RESOLVED: SECTION 1. THAT the entire Plan in general be and is hereby approved as a guide for the development and redevelopment of the Central Business District. SECTION 2. THAT the proposed land use plan included in and as a part of the entire Plan be and is hereby specifically and approved and adopted by the City Council as a policy upon which future development and zoning decisions may be based. SECTION 3. THAT the recommended modifications to the street and thoroughf re system included in and as a part of the Plan be and are hereby approved an adopted "in principle", subject to final review and approval in the annual update of the Lubbock Urban Transportation Plan. SECTION 4. THAT the special zoning district designations proposed in the �la be and are hereby approved "in principle". SECTION 5. THAT the need for a private organization composed of property owners and businesses is recognized by the City Council and the establishm nt of such an organization is hereby encouraged and approved. The work of su h an organization is deemed vital to the implementation of those parts of th Plan which properly fall within the realm of private enterprise. SECTION 6. THAT the proposed improvement phasing plans be and are hereby approved "in principle". SECTION 7. THAT the City Manager and staff are hereby directed to conside and evaluate these phasing plans for incorporation of applicable portions f them into the Capital Improvement and Community Development Programs of th City of Lubbock for future implementation. SECTION 8. THAT all of the above and foregoing is resolved by the City Council in recognition of the immediate need for maintaining and improving economic growth opportunity as well as the enhancement of the physical environment of the downtown sector of our City.
