HomeMy WebLinkAboutResolution - 100975C - Notice Of Public Hearing - URA - Community Development Rehabilitation - 10_09_1975/100g(26 G RESOLUTION PROVIDING FOR NOTICE OF MEETING AND PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF LUBBOCK CONCERNING THE APPROVING OF URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS NUMBERS 2, 7, 8, 10, 13, 17, 19, 20, AND 21 AND THE APPROVING OF AMENDED URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS NUMBERS 1, 6, 9, 11 AND 12; AND PROVIDING FOR NOTICE OF SUCH MEETING AND HEARING WHEREAS, the Urban Renewal Law of the State of Texas requires the City Council to hold a public hearing on a proposed Urban Renewal Plan before it may approve the Urban Renewal Plan after notice of hearing has been given by publications in the manner described and the City Council may proceed with such hearing after it has received recommendations from the Planning and Zoning Commission and the Urban Renewal Agency as to a Plan conforming with the general plan for development of the City as a whole; and WHEREAS, Urban Renewal Plans for Community Development Rehabilitation and Redevelopment Areas, Numbers 2, 7, 8, 10, 13, 17, 19, 20 and 21 were reviewed and approved by the Planning and Zoning Commission on October 8, 1975, and by the Urban Renewal Agency of the City of Lubbock on September 16, 1975, and recommendations were made to the City Council; and WHEREAS, the amended Urban Renewal Plans for Community Development Rehabilitation and Redevelopment Areas, Numbers 1, 6, 9, 11 and 12 were reviewed and approved by the Planning and Zoning Commission on October 8, 1975, and by the Urban Renewal Agency of the City of Lubbock on September 16, 1975, and recommendations were made to the City Council; and WHEREAS, said Renewal Plans and recommendations have been reviewed by the City Council of the City of Lubbock; and WHEREAS, it is the purpose and intent of the City Council of the City of Lubbock, on this date andat this time and place specified in the form of notice contained in Section 1 hereof, to hold a public hearing on the question of adopting a resolution to approve and adopt the said Urban Renewal Plans substantially in the form of the resolution set forth in the form of notice; NOW, THEREFORE; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION I. THAT the following notice is hereby ordered to be published by the City Council of the City of Lubbock, said notice to be published in the October 19, 1975, October 26, 1975, and November 2, 1975, issues of the Lubbock Avalanche -Journal (the official newspaper of the City of Lubbock) said notice to be in the following form, to -wit: "NOTICE OF MEETING AND PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF LUBBOCK CONCERNING APPROVAL OF THE URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS NUMBERS 2, 7, 8, 10, 13, 17, 19, 20 AND 21, AND APPROVAL OF THE AMENDED URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS NUMBERS 1, 6, 9, 11 AND 12" Page two "Pursuant to the provisions of the Urban Renewal Law of the State of Texas, notice is hereby given that the City Council of the City of Lubbock will meet at the City Hall in the City Council Chamber on the 19th day of November, 1975, at 11:00 o'clock A.M. , C.S.T., at which time and place said Council will conduct a public hearing on the question of, and will consider and determine whether or not it will approve Urban Renewal Plans for the Community Development Rehabilitation and Redevelopment Areas 2, 7, 8, 10, 13, 17, 19, 20 and 21, and approve amended Urban Renewal Plans for the Community Development Rehabilitation and Redevelopment Areas 1, 6, 9, 11 and 12, as set forth on the attached Exhibit 1, entitled, "Description of Urban Renewal Areas 1, 6, 9, 11, 12, 2, 7, 8, 10, 13, 17, 19, 20 and 21 and General Scope of Projects" by passing a Resolution substantially as follows: 'RESOLUTION APPROVING AND ADOPTING URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS 2, 7, 8, 10, 13, 17, 19, 20 AND 21, AND APPROVING AMENDED URBAN RENEWAL PLANS FOR COMMUNITY DEVELOPMENT REHABILITATION AND REDEVELOPMENT AREAS NUMBERS 1, 6, 9, 11 AND 12' 'WHEREAS, Urban Renewal Plans for Community Development Rehabilitati and Redevelopment Areas 2, 7, 8, 10, 13, 17, 19, 20 and 21, herein- after set forth as Exhibits B, G, H, J, M, Q, S, T and U, and made a part hereof, have been reviewed by and approved by the Planning and Zoning Commission of the City of Lubbock and by the Urban Renewal Agency of the City of Lubbock; and 'WHEREAS, Amended Urban Renewal Plans for Community Development Rehabilitation and Redevelopment Areas 1, 6, 9, 11 and 12, herein- after set forth as Exhibits A, F, I, K and L, and made a part hereof, have been reviewed by and approved by the Planning and Zoning Commission of the City of Lubbock and by the Urban Renewal Agency of the City of Lubbock; and 'WHEREAS, the proposed Urban Renewal Plans conform to the general plan of development of the City as a whole and is compatible to the existing and proposed land uses, the thoroughfare plan, and recreational and community facilities of the area; and 'WHEREAS, a feasible method exists for the relocation of families or individuals who will be displaced from the Urban Renewal Areas in decent, safe and sanitary dwelling accomodations within their means and without undue hardship to such families or individuals; anc 'WHEREAS, the Urban Renewal Plans will afford maximum opportunity consistent with the sound needs of the City as a whole, for the rehabilitation or redevelopment of the Urban Renewal Areas by private enterprise; 'NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF THE CITY'OF LUBBOCK: SECTION 1. THAT the Urban Renewal Plans for Community Development Rehabilitation and Redevelopment Areas 2, 7, 8, 10, 13, 17, 19, 20 and 21, designated as Exhibits B, G, H, J, M, Q, S, T and U to this Resolution, be and are hereby approved and adopted. Page three SECTION 2. THAT the Amended Urban Renewal Plans for Community Development Rehabilitation and Redevelopment Areas 1, 6, 9, 11 and 12, designated as Exhibits A, F, I, K and L to this Resolution, be and are hereby approved and adopted. "At the aforesaid public hearing, each person will be given full oppor- tunity to be heard, either in person or by his counsel, relative to to the subject being considered, and likewise to present to and file with the City Council for its consideration, his written comments and recommendations relative to the subject. The amended activities proposed for this project will consist of adding one parcel to the acquisition workload. Area 6 is generally bounded by Detroit Avenue on the west, the alley south of Baylor Street on the north, Akron Avenue on the east, and the alley south of Amherst Street on the south, excluding Lots 39, 40, 41, 42, 64, 63, 62, 61 of the original Arnett Benson Addition and excluding Blocks 5 and 6 and the south half of Blocks 3, 4, and 7 of the F. R. Friends' Addition. The amended activities proposed for this area consist of 29 parcels to be added to the acquisition workload and the rehabilitation of 6 additional homes. Area 9 is generally bounded on the north by 6th Street, on the south by Broadway, on the east by Quirt Avenue and on the west by the Canyon Lakes Project. The amended activities proposed for this project consist of adding 3 parcels to the acquisition workload. Area 11 is generally bounded by 36th Street on the north, 40th Street on the south, Avenue A on the east, and Avenue D on the west. The amended activities proposed for this project consist of the acquisition of 4 additional parcels. Area 12 is generally bounded by East 24th Street/Manhattan Drive on the north, Teak Avenue and the City Cemetery on the east, East 33rd Street on the south, and Quirt Avenue on the west. The amended activities proposed for this project include the rehabilitation of 10 additional homes. Area 2 is generally bounded by the property line of the Canyon Lakes Project on the north, North Avenue U on the east, and the alley between Cornell Street and the Canyon View Subdivision on the south, and the westernmost property line of the Canyon View Subdivision on the west. The activities proposed for this project consist of the acquisition of 4 parcels to be included in the Canyon Lakes Project and the rehabilitation of substandard housing. Area 7 is generally bounded by Gary Avenue on the west, Detroit Avenue on the east, Amherst Street on the north, and 2nd Street on the south. Activities proposed for this project consist of theacquisition of 28 parcels and the rehabilitation of 35 homes. Area 8 is generally bounded on the west by North Avenue U, on the north by Clovis Road, on the east by Avenue R, and on the south by 3rd Street. The activities proposed for this project consist of the acquisition of 23 parcels. Area 10 is generally bounded by Broadway on the north, by East 19th Street on the south, Quirt Avenue on the east, and the Canyon Lakes Project on the west. The activities proposed for this project consist of the acquisition of 42 parcels and the rehabilitation of 42 homes. Area 13 is generally bounded by Clovis Road on the northeast, Indiana Avenue on the west, Erskine Street on the south, and Detroit Avenue on the east. The activities proposed for this project consist of the acquisition of 2 parcels and the rehabilitation of 70 homes. Area 17 consists of all of that Subdivision known as Phyllis Wheatley and is generally bounded by 37th Street on the south, Memorial Park Cemetery on the north, Guava Avenue on the east, and the Santa Fe Railroad line on the west. Activities in this area consist of the acquisition of 181 parcels. Page two Area 19 is generally bounded by Ursuline Street on the north, Queens Street on the south, North Magnolia Avenue on the west, and North Quirt Avenue on the east. Activities poposed for this project consist of the acquisition of 25 parcels and the rehabilitation of 5 homes. Area 20 is generally bounded by Municipal Drive on the north, North Ivory Avenue, on the east, Erskine Street on the south, and North Elm Avenue on the west and consists of all of the subdivisions referred to as the Meadowbrook Subdivision and the Walling Addition. The activities proposed for this project consist of the acquisition of 14 parcels and the rehabilitation of 35 homes. Area 21 is generally bounded by Avenue P on the west, the alley south of 24th Street on the south, Avenue L on the east and the alley north of 27th Street on the north. Activities proposed for this project consist of the acquisition of 7 parcels and the rehabilitation of 53 homes.
