Specific work will include construction of a road to the parking lot (originally programmed in Phase 1) and the remainder of the parking lot and amenities. All engineering and design will be done in Phases I and ll. Toll credits of $291,250 will be used to fund the local share. (The amount of toll credits for this amendmentis calculated as follows: $1,165,000/80% = $1,456,250. $1,456,250 - $1,165,000 = $291,250.) Citibus has discussed this project wil the FTA Regional Office and was instructed to amend the Phase II grant to inicude Phase III of the project, rather than preparing a separate grant application for Phase III. All of the following information - which was included as a narrative for the original Phase II application - remains the same, with the exception of the cost breakdown by phase. When all three phases are complete, the parking lot will include spaces for 1,500 vehicles. The estimated useful life of this park and ride lot is 15 years. Citibus operates the campus bus service under contract to Tech; this service includes both on- and off -campus shuttle systems. The Tech campus is currently undergoing vast changes in the infrastructure; new construction projects have limited access to on -campus parking lots and traffic congestion on campus is at very high levels. At the same time, Tech is making a concentrated effort to increase student enrollment; this year's freshman class is the largest ever and next year's class is projected to be even larger. In addition, changes in utilization of campus facilities will mean that more classes will be held in the afternoon. The result of this is that peak hours of service will be longer, with more potential for congestion during more times of the day. A recently -completed campus master plan includes a recommendation for a campus roadway network to "permit freedom of movement through well-defined street alignments while maintaining architectural character of the campus". Part of this transportation plan is the park and ride lot, which will be located on the new roadway network in an area that is remote from the main campus, yet easily accessed from the major city thoroughfares and the new roadway. This will provide quick and easy bus access to the interior of the campus. Citibus and Tech have worked closely on this project; construction of the park and ride lot will be coordinated with the construction of the new roadway system so that the lot and the road will be completed and in service at the same time. The milestones listed in the grant application reflect this coordinated schedule. Phase One of this project will include engineering and design of all three phases; this will ensure that the project is constructed in a logical fashion and that the funds will be spent in an appropriate manner. In addition to project design, Phase One will include construction of a road to connect the parking lot to the new Tech Boulevard (which will be built by Texas Tech) and approximately 300 parking spaces. Phase Two will include approximately 1,000 spaces, lighting, bus shelters, turnouts, and the infrastructure for the entire project. The project will be completed in Phase Three. A review of the City of Lubbock's flood maps showed the proposed location of the park and ride lot to be out of any known flood zones. This project is included in the FY2001 TIP and was approved on April 28, 1999. It is to be funded with discretionary funding authorized by Congressional appropriations; toll credits will be used as the local match. Additional information on this project that was previously submitted by mail includes the following: - Letter from Texas Tech University confirming that the proposed lot is sited in accordance with the adopted Texas Tech Master Plan - Map showing the location of the proposed park and ride lot - Map showing the known flood zones in relation to the proposed park and ride lot Citibus will submit written verification on the approval of toll credits for the local match on this project.
