A RESOLUTION
REQUESTING THE UNITED STATES
CONGRESS TO RE-ENACT GENERAL REVENUE SHARING
WHEREAS, the cities of Texas have been annually receiving vitally
needed fiscal assistance through General Revenue Sharing; and
WHEREAS, General Revenue Sharing funds are received directly from
the federal government with a minimum of federal bureaucratic red tape, which
enables the cities to use their revenue sharing funds to meet the locally -
determined priority needs of individual communities; and
WHEREAS, local elected officials are accountable for the expenditure
of revenue sharing dollars, and that accountability has resulted in increased
citizen involvement in identifying the priority needs of individual communities;
and
WHEREAS, General Revenue Sharing has enabled the cities of Texas
to provide vitally -needed services and facilities for their citizens; and
WHEREAS, local citizens are severely affected by the spiraling and
unprecedented rate of inflation, which is stripping them of their hard-earned
,.. income; and
WHEREAS, current inflationary rates are undermining the ability of the
cities to provide essential services to their citizens within reasonable and
acceptable levels of local taxation; and
WHEREAS, General Revenue Sharing is providing essential fiscal
relief from the devastating impact of inflation; and
WHEREAS, the General Revenue Sharing program, which began in
1972 will terminate in 1976 unless the 94th Congress authorized its extension;
and
WHEREAS, the termination of the General Revenue Sharing program would
place the cities in the untenable position of either having to decrease essential
community services or raise taxes;
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF LUBBOCK:
THAT, the City Council endorses the continuation of General Revenue
Sharing and calls for its reenactment by the 94th Congress in order to insure
... that vitally needed federal assistance will be provided to the cities of Texas;
