RESOLUTION
WHEREAS, under the authority of the Texas Health and Safety Code Section
772.301 through 772.329, Lubbock County voters approved in a Lubbock County
election, April 5, 1986, the creation of the Lubbock Emergency Communication District
("L.E.C.D."); and
WHEREAS, the Lubbock Emergency Communication District Board of
Managers approved the L.E.C.D. proposed budget for FY 1998/99, and set the service fee
at 6% of the telephone base rate, acting under the authority of Texas Health and Safety
Code Section 772.301 through 772.329; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Lubbock County City Council hereby approves the L.E.C.D. Budget
for Fiscal Year 1998/99 and the Lubbock Emergency Communication District Board of
Managers action in setting the service fee at 6% of the telephone base rate as defined by
Texas Health and Safety Code Section 772.301 through 772.329. Said budget is attached
hereto and incorporated in this Resolution as if fully set forth herein and shall be included
in the minutes of the Council.

Lubbock Emergency Communication District
Organizational Information
On April 5, 1986, voters of Lubbock County approved creation of the Lubbock Emergency
Communication District as provided in The Texas Health & Safety Code Section 772.301 through
772.329, the Emergency Telephone Number Act for Cities over 120,000, with the following mission:
"The mission of the Lubbock Emergency Communication District is to provide the
best passible, trouble free network for the citizens we serve to access emergency
services by dialing 9-1-1; to provide the best tools (equipment and information) to
each service provider agency that will enhance their ability to provide public safety
services; and to educate the public on the effective and appropriate use of the 9-1-1
network. "
The vote (86.2% in favor) confirmed the Board of Managers, with current appointments, as follows:
Two representatives from the City of Lubbock, Robert Massengale and Sharlett Chowning
One representative from the County of Lubbock, David Gutierrez,
One representative from the City of Slaton, Joe Sparkman,
One representative At Large, William P. Tynan, and
One non -voting member from Southwestern Bell Telephone, Mike Coke.
The Lubbock Emergency Communication District constitutes a body corporate and politic with all
the power to carry out the above mission, which includes collecting a fee not to exceed 6% of the
primary telephone service provider's base rate. Initially, the rate was set at 3%, increased to 4.5% at
cut -over in January of 1989, and increased to 6% in 1997 to fund an equipment upgrade. The typical
monthly service fees at 61/c are:
$ .55 for residential service
$1.28 for business service
With these service fees, the Lubbock'Emergency Communication District provides Enhanced 9-1-1
services to the unincorporated areas of Lubbock County as well as the following communities:
Abernathy New Deal Slaton
Buffalo Springs Village Plainview TTU Campus Police
Idalou Ransom Canyon Wolfforth
Lubbock Shallowater
The administrative staff of LECD is made up of four approved full-time positions. The positions are
currently filled by Ben Goodloe, Director, Mary McCullough, Database Manager, Dyanne Neill,
Operations Manager, and Mark Payne, Information Systems Manager. There is one part-time
position held by Debra Perry, Public Education Manager and two temporary positions held by Don
Becker, GIS Cartographer and Jason Lingle, Data Base Assistant.

After an extensive review process, the Lubbock Emergency Communication District
Board of Managers has approved the L.E.C.D. Budget for fiscal year 1998/99
commencing October 1, 1998. It is the unanimous opinion of the Board that the proposed
budget represents a fair and prudent financial plan to accomplish the L.E.CD: mission of
providing Enhanced 9-1-1 service to the citizens 'of Lubbock County. It is fiirther
ordered, by the Board of Managers of the LubbockEmergency Communication District,
that the service .fee, as authorized by Texas Health and Safety Code Section 772.301
through 772.329, is set at 6% of the base telephone rate on all service users in the Distret-
L.E.C.D. is required to submit its annual budget for approval to governing bodies within 't
the boundaries of the District. For that reason, I am requesting that you consider a
Resolution approving the L.E.C.D. budget as submitted.
Attached is a response form for you to notify us when this item will be on your agenda and
if you would like a representative from the District to attend.
Also attached are an order from the L.E.C.D. Board of Managers adopting the FY
1998I99 Budget, a brief description of the District, the budget, and two copies of the
proposed resolution. Mier passage of the resolution, please return one copy to our office.

hereby adopts the proposed budget for district operations for Fiscal Year 1998/99.
It is further ordered, by the Board of Managers of the Lubbock Emergency Communication
District, that the.Service fee, as authorized by Texas Health and Safety Code Section 772.301
