RESOLUTION
WHEREAS Empowerment Zone Cities around the nation have already
demonstrated measurable success in the revitalization of their neighborhoods through the
Empowerment Zone process; and
WHEREAS, the Federal Government has decided to designate 15 additional
urban communities as Empowerment Zone Cities in Round II Competition; and
WHEREAS, the Federal Government expects to appropriate $100 million, in
addition to tax incentives and other incentives, to enable the designated cities to carry out
their plans for revitalizing the selected area; and
WHEREAS, the Federal Government requires an inclusive, diverse citizens'
committee to develop the application.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock does hereby appoint fifty (50)
members to the Lubbock Empowerment Zone Steering Committee as listed in the
attached "Exhibit "A" which is incorporated as if fully set forth herein and shall be
included in the minutes of the Council.

Exhibit A
Whereas Empowerment Zone Cities around the nation have already demonstrated
measurable success in the revitalization of their neighborhoods through the Empowern ent
Zone process; and
Whereas the Federal Government will designate 15 additional urban communities as

Whereas the Federal Government expects to appropriate $1.5 billion, (100 million for each
city) in addition to tax incentives and other incentives, to enable the designated cities to
carry out their plans for revitalizing the selected area; and
Whereas the Federal Government requires an inclusive, diverse citizens' committee to
develop the application
NOW, THEREFORE, WE, the duly elected members of the City Council of Lubbock, Texas, do
proclaim and appoint the following members to the Lubbock Empowerment Zone Steering
Committee.

individuals — 2 1 % (10) Hispanic, 17%
(8) African American, and
62% (29) Anglo. To reach a diversity
equal to the City's population and a 50
member Steering Committee, Council
needs to adjust the make-up of the
Committee to: 1.3 (25%) Hispanics,
5 African Americans (9%), and 32
(65%) Anglos.
