Any subdivision of land for urban development purposes within the Lubbock Metropolitan Planning Organization boundary and within Lubbock's Extraterritorial Jurisdiction as indicated on the City of Lubbock MPO boundary map dated June, 1998, may be subject to immediate annexation, subject to the City's ability to provide required municipal services. A copy of said map shall be placed on file with this Resolution in the office of the City Secretary. 2. Lubbock shall exercise protective annexation measures to preclude strips and pockets of urban blight adjacent to the City. Such annexation will avoid enclosure of unincorporated pockets. 3. Extension of municipal utilities outside the City shall be prohibited, except in emergencies or when annexation can be completed within 90 days. 4. Developers and/or landowners requesting annexation must bear the major costs of public service facilities when existing land within the corporate limits can support anticipated growth for a 10-15 year period. 5. Location and amounts of land to be annexed must provide maximum efficiencies of municipal services such as police, fire protection, water, sewer, street maintenance, and solid waste collections. Disproportionate costs to projected tax revenues shall be discouraged. 6. Prior to Council hearings on annexation, the Planning and Zoning Commission shall forward a recommendation to the City Council, stating the impact of the annexation on long range growth patterns and rate of growth. Passed by the City Council this 25th_ day of June 1998. WINDY SITT N, WkNOR A EST: Kayqj Darnell, City Secretary APPROVED AS TO CONTENT: K-- . _..._._..
