TIME EXTENSION:
The date of substantial completion of this project was.delayed due
to shortages of materials which developed subsequent to award of the
Contract. The Contractor's records indicate that purchase orders
were placed in a timely manner after award of the Contract and that
reasonable efforts were made.to expedite deliveries. Particularly
involved were such items as steel pipe fittings, flanges, etc. Due
to the nature of the project, it was impractical -for the Contractor
to proceed with the rather extensive piping work until substantially
all of these items had been delivered. This, in our opinion, consti-
tutes delays beyond the control of the Contractor as provided in
paragraph GC-32 and GC-42 of the Contract and we therefore recommend
that a 37 day extension of time be authorized. '
