BACKGROUND/DISCUSSION The Home Investment Partnership Program for Affordable Housing is a Federal entitlement received by the City of Lubbock each year. In order to receive these funds, entitlement cities must provide match funds. Match can be in the form of non-federal dollars or eligible in -kind match. The Community Development Department has the opportunity to receive donated houses from the Texas Department of Transportation. These houses are located along the East/West Freeway right-of-way. Under the HOME Program, cities have five years to expend the funds. Match is not required until the funds are actually expended. At this time, the Community Development Department needs match to cover the 97-98 ($1,016,000) allocation and the 98-99 ($1,081,000) upcoming allocation of HOME funds. Ten percent comes off the top for administration and is not required to be matched. A 12.5% match is required on the balance, so approximately $213,000 is needed in match. It is important to note that 17 houses were moved off the Indiana right-of-way by the Community Development Department previously, along with 4 other donated houses. This was done in conjunction with the HOPE 3 program and provided match for $3,510,000 worth of Federal dollars. SUMMARY/RECOMMENDATION The Neighborhood Redevelopment Commission approved the proposal at its March 24, 1998 meeting. The staff recommends the approval of this item. CC 2/WS-Apri19 CITY OF LUBBOCK MEMORANDUM TO: Bob Cass, City Manager FROM: Doug Goodman, Managing Director, Health & Community Services SUBJECT: City Council Agenda Item for April 9, 1998 DATE: March 31, 1998 COMMUNITY DEVELOPMENT DEPARTMENT CITIZEN APPEARANCE Proclamation by the Mayor for National Community Development Week CONSENT AGENDA ITEM/SUBJECT Consider the donation of a lot designated as Parcel Number 15760-20-70 at 2302 Globe Avenue in the Chatman Hill Area to the HOME Program for the construction of a new single-family residence. BACKGROUND/DISCUSSION This is a donation of property by the Urban Renewal Agency to the HOME Program which is an affordable housing program for low to moderate income households. The proposed 1,200 SF, estimated $55,000 single-family residence will be used as match for the HOME Program. Independent general contractors, subcontractors, and material suppliers will be donating labor and materials for this project. HOME funds were approved by Council on February 26, 1998, to be used in conjunction with new construction. The portion of this project not donated will come out of that funding. Approximately $30,000.00 in HOME Match funds will be generated from this project. The land is properly zoned for this.
