WHEREAS, the City Council has authorized the City of Lubbock to partici-
pate in the Department of Housing and Urban Development review of community
development plans; and,
WHEREAS, the City Council has determined that it would be in the best
interest of the citizens of the City of Lubbock to enter into an Annual Arrangem4
Agreement with the Housing and Urban Development which will be beneficial for
community development revenue sharing, when enacted; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City of Lubbock does hereby enter into an Annual Arrangements
Agreement with the Department of Housing and Urban Development in accordance
with the terms of agreement attached hereto and made a part hereof and as further
set forth in the letter from the Department of Housing and Urban Development to
the City of Lubbock dated August 21, 1973.

The City of Lubbock is pleased to participate in the HUD
Annual Arrangements program. We have taken the necessary
actions to formally enter into agreement with HUD.
On November 8, 1973, the Lubbock City Council passed a
resolution authorizing the City to enter into the Annual
h Arrangements Agreement with HUD. We have enclosed a copy
of this resolution. The•signed Annual Arrangements
Agreement is also enclosed and includes our comments on
each of the goals and concerns.
We hope that everything is in order, and look forward
to continue working with you and HUD in the future.

ANNUAL ARRANGEMENTS AGREEMENT
City of Lubbock, Texas-F.Y. 1974
BROAD FEDERAL INTEREST
Planning and Implementation
1. Continue to support the area wide planning process of the South
Plains Association of Governments, particularly in the water,
sanitary sewer and storm drainage fields.
* Lubbock will support the South Plains Association of Govern-
ments in all fields where such actions are mutually beneficial
to both local and area wide concerns.
2. Take steps necessary to'recertify the City's Workable Program which
expires February 1, 1974.
* Lubbock will take necessary steps to update the City's Workable
Program prior to February 1, 1974.
Environmental Protection and Preservation
In order to provide for the protection of life and property, the City
will consider applying for Flood Insurance approval to the Federal
Insurance Administration, 451 7th Street, S.W., Washington, D. C. 20410
under the National Flood Insurance Act of 1968, prior, to July 1, 1974,
for flood prone areas not previously covered.
Lubbock applied for and received approval for the Flood Insurance
program in 1973._ Lubbock is currently working on the mapping of
flood hazard areas with the Federal Insurance Administration, to
establish exact flood elevations in all flood prone areas.
Equal Availability of Housing to All Citizens
Endeavor to adopt and .implement a Fair Housing Ordinance pursuant to'
Title VIII of -the Civil Rights Act of 1968. (Human Rights Ordinance.)
Lubbock adopted a Fair Housing Resolution on December 9, 1971.
A Fair Housing Ordinance is under study at this time.

Equal Employment Opportunities
Adopt an Affirmative Action Program for the City Government pursuant
to Executive Order 11246 and 11375•
* Lubbock submitted an Affirmative Action Program with its 1973
Community Development Statement. It has been approved by the
HUD Area Office.
Citizen Participation
Utilize its citizen participation structure in the community development
process.
* As pointed out in Lubbock's Community Development Statement,
numerous citizen input mechanisms are used in our community
development process. Lubbock will continue to use and attempt
to improve citizen input.
Housing
1. Give additional thought to housing code enforcement to correct housing
deficiencies on a long range basis.
Lubbock.has recently completed a Community Renewal Plan. Areas
of deterioration have been identified by degree and by type of
action needed. Housing code enforcement will be utilized to.a
maximum in those areas warranting such action.
2. Consider the inclusion of home economics training in Low -Rent
Public Housing projects.
* Home economics training facilities are to be included in the
Community Center facility at Duke and Zenith Streets. Consideration.
will be given to additional training facilities near other Low -Rent
Public Housing projects.
-3. Support the Executive Director in his.attempts to adopt Rent Range
policies. This would allow the LHA to help itself by accepting
only higher income eligible tenants for a period of time in order
to increase rent revenues.
Lubbock will support the adoption of Rent Range Policies.
4. Consider remitting PILOT payments to the LHA. (Estimated $17,690
FY 1974.) -

Lubbock will continue to remit payment in lieu of tax (PILOT)
payments to the Local Housing Authority on an annual basis, as
long as the LHA can justify remitting the payments.
GENERAL CONCERNS
1. Expedite implementation of previously approved projects (OSL-TX
06-16-1003/$141,314; OSL-TX-06-16-1006/$832,828; OSL-TX-06-1007/
$244,402; NFP-TX-06-16-1007/$168,199; WS-TEX-263/$920,000) so the
City can collect grant monies due on a timely basis and HUD
can close the project. accounts.
* Lubbock municipal departments will make every effort to
expedite implementation and closeout of these projects.
2. Establish a housing information office in some division of the
City government, to assist low-income families seeking information
on units available either HUD assisted or private industry.
The Human Relations Department will serve as both housing
informations office and will also monitor complaints involving.
equal housing opportunities.
3. Develop., where necessary, information pertaining to the environ-
mental aspects of proposed projects.
t Necessary environmental impact information will be analyzed
for, projects which may have definite impacts on the local or
area wide environments.
Relocation
Monitor the progress being made in relocation in order that the Urban
Renewal Agency will be able to accomplish its NDP relocation activities
by the end of the Fiscal Year 1974. ,
t Relocation progress will be monitored closely; however,
relocations involved in the NDP Fourth Action Year will
extend into Fiscal Year 1975•
Urban Renewal
1. Diligently pursue the sale of the land inventory remaining from
the Coronado Project, TEX-R-33•

* The Lubbock Urban Renewal Agency will make diligent efforts to
sell remaining land Inventories from the Coronado Project.
2. Closely monitor the NDP land inventory situation In TEX-A-14(C),
given the present moratorium on subsidized housing and the doubtful
continuation of the Neighborhood Development Program so as to
prevent an unmarketable land inventory from developing. The Agency's
present efforts in this regard are commendable.
The Urban Renewal Agency has made exceptional progress in
reducing land inventories under the Neighborhood Development
Program. Their continued progress will be closely monitored.
3. Develop and maintain a close and cordial working relationship with
the various representative.citizen groups in the project area.
Proper working relationships between neighborhood citizen
groups and the Renewal Agency will be maintained in all
project areas.
