BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock, BR and is hereby authorized
and directed to execute for and on behalf of the City of Lubbock, Change Orde
No. 13, The Addition of Three Bronze Plaques, to Agreement between the
City of Lubbock and Page and Wirtz Construction Company, covering the
Memorial Civic Center, attached herewith which,shall be spread upon. the
Minutes of the Council and as -spread upon the Minutes of this Council shall
constitute and be a part of this Resolution as if fully copied herein in detail.
Passed by the City Council this 24th day of June , 1976.

ITEMS DISCUSSED WITH, CIVIC CENTER ARCHITECTS
June 29, 1973 and July 2, 1973

Proper access where appropriate
There do not appear to be problems of access to appropriate areas
.for such equipment as trucks, lift trucks, ladders and service
carts. Wheelchairs have general access and regress except that
they must enter the theater by the north side entrance rather
than the front. There are no provisions for wheelchairs in the
early learning center. However, handicapped children should be
light enough to carry with no problem.
There are no provisions for parking control with respect to ad -
.ministering parking charges.
The height of the pedestrian bridge will prevent large trucks
from passing under it.

Restroom facilities for employees and patrons
Toilet facilities are ample in exhibit hall and meeting room areas.
There are none in theater'and an insufficient number in the ban -
quet-hall which could inconvenience patrons and present crowd con-
trol problems during multiple facility use for different activi-
ties. Ample facilities for employees are provided. .

Drinking fountains
There are sufficient drinking fountains located at appropriate
-
places.
4.
Janitor lockers with deep sinks
Janitor lockers are available in all facilities with the exception
of the banquet hall. The architects to add a janitorial sink to a
room off the banquet hall. All proposed janitorial sinks are of
adequate size.
5.
Spotlight platforms
Spotlight booths and/or stands are provided on only one wall of
banquet and exhibit halls. Portable platforms will have to be pro-
vided when other spotlight sources are needed.
6.
Outside utilities - electric and water
Water is available from a multitude of sources. The architects are
to add outside electrical junction boxes to service mobile homes,
trailers, etc. on the parking lot.
7.
OSHA
The architect believe OSHA requirements are met.
8.
Security
The security hardware with master locking system is all right. The
.
details will be worked out at the appropriate time. ,
9.
Access for maintenance activity
All maintenance systems and equipment have suitable access. The
bid documents will include one alternate - an electronic surveil-
ance system for equipment malfunction. An hydraulic ladder or scaf-
fold will be needed for changing light bulbs and cleaning glass a-
round plaza.
10.
Emergency power
The architects are now designing some type of system to provide e-
mergency lighting and sound.
11.
Total paging system
A central paging system is provided.
12.
Separate utility billing to library and day care center
A method for computing utilities used by the library and the day
care center is needed.

Adequate electrical outlets
There are adequate electrical outlets throughout the facility.

Floor drains
Floor drains are provided in all necessary areas (kitchen, toilets,
concession areas, etc.).
15.
Masked areas for dumpmasters -
No suitable area or areas for dumpmasters are provided. This is a
problem which must be worked out.
16.
Roof noise protection

No problem is anticipated from roof noise due to rain and hail.

Roofing is two inches of concrete over one and one-half inches of
fiberglass.
17.
Commissary storage and preparation
An area for a concession commissary is available.

Maintenance shop in main facility
An adequate area for a maintenance workshop is available in the
..basement of the facility proper.
19. Catwalks
Catwalks, where provided, will be free of obstructions except for a
couple of beams in the theater.
20. Telephones _
Ample public and private telephone equipment will be wired throughout
• the facility. The operation will probably require a switchboard. De-
tails must be discussed in detail at the proper time.
21. Mullions (double -door dividers) -
Double -door mullions apparently present no equipment access problems.
22. Stair and isle lighting
-A single line circuit, separate from other electrical circuits, will
provide lighting of stairs and theater isles.
23. Miscellaneous furnishings and equipment
The architect's budget provides $670,000 for miscellaneous equipment
to be let under separate bids. Duplication between items included in
the architect's list and those unfinanced needs is avoided by constant
communication between the architects and the Civic Centers Director.
24. Graphics (information signs) 1
Graphiq for facilities and services is included in the architect's
list of miscellaneous items.
25. Early completion clauses
There are no early completion clauses provided for utilities, streets,
landscaping, and parking for the library. Normally parking lots are
among those items completed last.
26. Performance bonds
Sub -contractors will be required to provide performance bonds for their
share of the contract.
27, Landscaping maintenance
The cost of maintaining all landscaping within the public reuse area
is under study by the Park and Recreation Department, and a report will
be ready by July 12. -_
28. Sprinkler systems - landscaping and fire
The landscaped area will have an.adequate sprinkler.system. Fire pro-
tection sprinklers for the buildings are provided where necessary.

TV facIIIties
TV news media facilities are provided where necessary. The archl-
tects worked with the local TV stations in this regard.
30.
Curtains for plaza area
No curtains are provided for the bronzed glass surrounding plaza.

Roof guarantee
The roofing will not be bonded, but it will have 20-year bond specs-
fications with 10-year guarantee. The roof will be the flat, built-
up type•
32.
Carpeting
The carpeting in high traffic areas will be Wilton weave which is
used in hotel lobbies, etc. Areas to be carpeted are the mall (ex-
cept high traffic east side), mezzinine, theater isles and lobby,
meeting rooms, administrative and VIP offices and main stair land-
ings.

Electrical outlets for stage areas
Proper electric power will be provided for all stage areas.
34.
Ticket offices
The proposed'space for ticket offices is insufficient. The architects
are studying ways to provide more.
35.
Dedicatory plaque
A proposal for the civic center plaque will be presented by the arch-
Itects on July 1.2. •
36.
Acoustics
The architects have hired an acoustical consultant for the theater
and a report will be given on this item July 12.
