JOINT ELECTION RESOLUTION
WHEREAS, the City of Lubbock and Lubbock Independent School District are
both required to conduct elections on May 2, 1998; and
WHEREAS, Section 271.002 of the Texas Election Code provides for joint
elections when an election is required upon the same day by two or more political
subdivisions occupying all or part of the same territory; and
WHEREAS, it is deemed to be in best interest of the citizens residing in the City of
Lubbock and Lubbock Independent School District to have a joint election on May 2,
1998, pursuant to the above cited provision of the Election Code; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK AND
THE BOARD OF TRUSTEES OF LUBBOCK INDEPENDENT SCHOOL DISTRICT
ACTING JOINTLY:
THAT a joint election of the City of Lubbock and Lubbock Independent School
District be held on May 2, 1998, under provisions of the Texas Election Code and other
applicable law and in accordance with the following agreed terms:
1. THAT common precinct boundaries and voting places shall be designated
by each governing body so far as is practical and expedient.
2. THAT a single set of election officers shall be agreed upon and designated
by both governing bodies for the conduct of the election. Such officers shall include those
qualified to service for each individual subdivision.
3. THAT the election shall be administered by Ms. Kaythie D. Darnell, City
Secretary of the City of Lubbock, within the limits of the City of Lubbock with Ms. Patti
Flanagan of Lubbock Independent School District serving as assistant election officer.
4. THAT there will be early voting conducted April 15, 1998 to April 28,
1998, at the office of the City Secretary, 1625 13th Street, on weekdays, other than City
holidays, during the regular business hours of the office of the City Secretary, which are
from 8:00 a.m. to 5:00 p.m. Early voting by personal appearance will be conducted at the
following branch early voting locations: South Plains Mall, 6002 Slide Road; United
Supermarket No. 501, 2630 Parkway Drive; United Supermarket No. 502, 50th and
Indiana; United Supermarket No. 503, 112 N. University; and United Supermarket No.
505, 401 Slide Road. The hours and days of voting at the branch early voting locations
are as follows:
South Plains Mall (6002 Slide Road):
April 15, 1998 - April 18, 1998, 10:00 a.m. - 7:00 p.m.
April 20, 1998 - April 24, 1998, 10:00 a.m. - 7:00 p.m.
April 25, 1998, 8:00 a.m. - 8:00 p.m.
April 26, 1998, 1:00 p.m. - 6:00 p.m.
April 27, 1998 - April 28, 1998, 8:00 a.m. - 8:00 p.m.

5. THAT the preparation of election supplies, contacting of appropriate
officials, publication and all other routine matters for those precincts with voting places
within the City of Lubbock shall be the responsibility of the City Secretary of the City of
Lubbock.
6. THAT each political subdivision shall be responsible for posting its own
notices and maintaining records pertaining solely to its own election as custodian of its
own records. Each political subdivision also shall be responsible for preparing that
portion of the ballot pertaining to its own election and for conducting a "drawing for
place on the ballot," for its own election at a location and time of its own choice.
7. THAT the official canvassing of ballots and announcements of results
shall be done individually by each governing body, and each political subdivision shall
issue its own certificates of election to the candidates elected to that political subdivision.

8. THAT in all precincts where there are voters residing outside the
jurisdiction of one of the political subdivisions, but inside the other political subdivision,
such voters shall be given ballots containing only the names of those candidates for whom
they are qualified to vote. Write in votes shall be cast on the ballot at the indicated space.
9. THAT a separate ballot and ballot boxes shall be used for this election and
that the sealed ballot box procedure established by Subchapter C, Chapter 127, Texas
Election Code, shall be used for this election.
10. THAT the City Secretary is hereby appointed as early voting clerk to
oversee joint early voting.
11. THAT each entity shall pay its proportionate share of the common costs
attributable to the joint election activities necessary for the conduct of the joint election.

ORDER OF ELECTION
WHEREAS, Lubbock Independent School District Board of Trustees called an election to be held
on May 2, 1998, to fill trustee positions in districts three, four and the two at large districts;
WHEREAS, on March 24, 1998, Patti K. Flanagan, election official, certified that only one
candidate's name is to be placed on the ballot under Texas Education Code § 52.003 for single -member
districts three, four and the two at large districts as follows:
District Three Karen Slay
District Four Gary Cocanougher
At Large District Bob Craig
At Large District Roy Grimes
WHEREAS, Election Official Flanagan further certified that no candidate's name is to be placed
on a list of write-in candidates for single member districts three, four or the two at large districts;
WHEREAS, Election Official Flanagan further certified that no proposition is to appear on the
ballot;
WHEREAS, on AptV 9, 1998, the Lubbock Independent School District Board of Trustees
received said Election Officer; certification;
Pursuant to Texas Election Code § 2.053(a), the Lubbock Independent School District Board of
Trustees hereby declares the following unopposed candidates to be elected to office:
District Three Karen Slay
District Four Gary Cocanougher
At Large District Bob Craig
At Large District Roy Grimes
Furthermore, pursuant to Texas Election Code § 2.053(b), no election will be held. A copy of
this Order shall be posted beginning April 15, 1998 at all early polling places and on election day at each
polling place.
Furthermore, the Board of Trustees authorizes the issuance of certificate of election.

ORDER AND NOTICE
OF
GENERAL CITY ELECTION
ELECTION ORDER
I, Windy Sitton, Mayor of the City of Lubbock, Texas, by virtue of the authority vested in
me by law, and according to the Charter of the City of Lubbock and the Texas Election Code,
heretofore duly enacted by the City Council of the City of Lubbock calling for a General Election
to be held in the City of Lubbock, Texas, on the 2nd day of May, 1998, such day being the first
Saturday of said month, for the purpose of electing the following officers of the City of Lubbock,
Texas:
MAYOR (AT LARGE) (TWO YEAR TERM)
COUNCIL MEMBER DISTRICT NO.1 (FOUR YEAR TERM)
COUNCIL MEMBER DISTRICT NO.3 (FOUR YEAR TERM)
COUNCIL MEMBER DISTRICT NO.5 (FOUR YEAR TERM)
MUNICIPAL JUDGE DIVISION I (AT LARGE) (TWO YEAR TERM)
An electronic voting system shall be used for such election, including early voting. Said
General City Election shall be held at the places in the City of Lubbock hereinafter designated as
voting precincts and in the voting places designated in the Schedule of Polling Places and
Precinct Judges attached as Exhibit A hereto. Said Exhibit A shall be made a part hereof for all
intents and purposes. Polling places shall be open from 7:00 a.m. to 7:00 p.m., and all electors
shall vote in the precinct of their residence unless such precinct shall be consolidated with
another precinct as provided herein in Exhibit A.
The persons named in Exhibit A hereto, which Exhibit A shall be a part hereof for all
intents and purposes, are hereby appointed Judges and Alternate Judges to conduct said general
city election on May 2, 1998. Each presiding judge so named is authorized to appoint the
number of clerks authorized by the Election Administrator, which number shall not be less than
two (2) clerks nor more than six (6) clerks. The alternate judges shall serve as presiding judges
in the event that the regularly appointed presiding judge is unable to serve. The alternate judge
shall be appointed by the presiding judge to serve as one of the clerks in the event that the
election is conducted by the regularly appointed presiding judge.
Early voting by personal appearance shall commence on the 15th day of April, 1998, and
end on the 28th day of April, 1998. Said early voting shall be conducted at the locations, days
and hours indicated on the schedule attached hereto as Exhibit B.
The sealed ballot box procedure established by Subchapter C, Chapter 127, Texas
Election Code shall be used for this General City Election.
ELECTION NOTICE
The City Secretary of the City of Lubbock is hereby ordered to cause publication of this
General City Election by publication of this Order and Notice of General City Election in a
newspaper of general circulation at least once no earlier than the 30th day or later than the loth
day before election day. In addition, a copy of this Order and Notice of General City Election
shall be posted not later than the 21 st day before election day on the bulletin board used for
posting notices of meetings of the governing body and a notice of consolidation shall be posted
not less than 20 days before election day at any polling places not consolidated at the last
previous election, which shall indicate the precinct's consolidation and the location of the new
polling place.
The City Secretary shall serve a duly certified copy of this Election Order and Notice of
General City Election upon each of the Presiding Judges named in Exhibit A hereto not later than
r * the seventh day after the signing of this Election Order and Notice or the 15th day before the
election, whichever is later.
SIGNED AND EXECUTED in the Municipal Building at Lubbock, Texas, this Z71
