The Sanitary Sewer Interconnection project is the number one LRRA infiastructure project for FY 1998. The LRRA identified job creation as the primary goal to redevelop Reese Air Force Base for the South Plains region. Establishing infiastructure capability to support transition of the former base into an commercial, industrial, aviation and technical business center is critical to the success of the overall reuse efforts at Reese Center. Planning efforts have been ongoing for over two years and the LRRA is poised to enter into the implementation phase of our redevelopment efforts. With base closure, the LRRA is currently under contract with the Air Force to protect and maintain base property until it is transferred. Simultaneously, the LRRA is finalizing efforts to identify the manner and priority for acquisition and transfer of the property as recommended in the base reuse plan. We are in the third year of receiving planning grants from the Office of Economic Adjustment (OEA) and have received approximately $950,000 in planning grant funding. Additionally, these funds have been matched by approximately $343,000 in City and County dollars. No funds have been received for infrastructure improvements. Besides completing the reuse plan, the LRRA has also begun negotiations with the Air Force to apply for an Economic Development Conveyance (EDC) to acquire the base via purchase of the property. The EDC of real and personal property will be accomplished in order to lease or sell property in the interest of replacing the 2,454 direct and 1,199 secondary site -related jobs lost due to base closure. This will ensure the productive redeployment of Department of Defense (DoD) assets and benefit the community's efforts to replace jobs. Additionally, the City of Lubbock, LRRA, and Texas Tech University has been awarded $220,000 from the Texas Department of Economic Development's (TOED) Defense Economic Adjustment Assistance Grant program recently enacted by the State of Texas. The successful grant application provides additional funds to offset the City/County match and provide the opportunity to leverage additional Federal grants for both planning and infrastructure improvements. The LRRA qualifies for Defense Adjustment Grants due to the fact Reese AFB was on the Base Realignment and Closure Commission (BRAC)1995 closure list announced in February 1995. The president signed the acceptance of the list in July 1995 and Congress approved the bill in September 1995. Reese AFB was officially closed on September 30, 1997. This request also qualifies due to.the fact that the Department of Commerce's jobs lost threshold of 1,183 lost jobs were exceeded. According to Department of the Air Force Socioeconomic Impact Analysis Study, April 1997 (page 3-7, last paragraph), there were 2,454 defense worker jobs lost representing 2.04% of the total number of jobs in Lubbock County (120,000) as of August 1997. This project will fund the construction of a sanitary sewer main and lift station to serve the former Reese Air Force Base which closed September 30, 1997. Requested topographic map is attached. Proponents' Capability: The City of Lubbock, Texas is a "home rule" municipal corporation created under the laws of the State of Texas. The Lubbock Reese Redevelopment Authority is a political subdivision of the State of Texas established by joint resolution of the City of Lubbock and Lubbock County. The LRRA, as a political subdivision under the direction of the Governor of the State of Texas, is the only authority recognized by the DoD's Office of Economic Adjustment(OEA) to redevelop Reese. The LRRA has funding commitments from the City of Lubbock and the State of Texas. The City of Lubbock Water Utilities Division will be the primary entity overseeing the implementation of the project. The City of Lubbock and the Lubbock Reese Redevelopment Authority is facilitating the grant and implementation process. The project is scheduled for implementation from Winter 1997 to Fall 1998. Problem: The existing sanitary sewer system for Reese Air Force Base is operating by a forty year old treatment plant which is expensive to maintain. There are also EPA and TNRCC concerns about keeping the wastewater treatment plant operating in its present state. Tying into the City of Lubbock's collection system greatly reduces the cost of wastewater disposal and maintains compliance with current environmental standards. Without the infrastructure to dispose of wastewater eliminates the possibility'of attracting any business and industry to the former military base, therefore the opportunity to recreate the 2,500 jobs lost due to the Air Force departure cannot be realized. Project Impact/Beneficiaries: The LRRA's base reuse strategy identifies jobs to be created in the commercial areas of the base with back -office operations, warehousing, and distribution activities. The industrial areas of the base would include manufacturing, assembly, and fabrication operations. The aviation areas of the base would include regional airline maintenance centers, aircraft customizing operations, and aviation and aircraft parts supply and distribution. The technical areas of the base would include educational and technical training activities. We plan for the creation of at least 1,600 jobs during a three to five year period These jobs, and future jobs, are dependent upon completion of this project. The benefit is also that the local community will be able to obtain funding to aid in the recovery from the adverse effects of defense downsizing, resulting in the economic growth and revitalization of the South Plains region. Completing this project permits the speedy redevelopment of Reese Air Force Base properties to recreate the 2,454 direct jobs lost. The creation of these jobs will also create job opportunities for those workers left unemployed due to closure. Civil Rights Issues: N/A Will the project be located in or adjacent to a toodplain or wetland area? Yes, the construction of the sanitary sewer main will be adjacent to several playa lakes. These lakes form a floodplain. As far as wetlands are concerned, a playa lake is not always a wetland. The Corps of Engineers is the organization to make that determination. However, the sewer line should not be affected by flooding. Will the project be located in or adjacent to an area with known hazardous or toxic contamination? Yes, Reese AFB has contamination located throughout the base as depicted in the Environmental Baseline Survey and the Environmental Impact Statement provide by the Air Force. Steps are being taken by the Air Force to remediate all known contamination. The Air Force is also attempting to identify unknown contamination for remediation efforts. Box 2000 Lubbock, IX 79457 Lubbock Reese Redevelopment Authority 9801 Reese Boulevard Lubbock, IX 79416 November 5,1997 SUMMARY OF PROPOSAL The City of Lubbock, Texas is working jointly with the Lubbock Roese Redevelopment Authority to redevelop the former Reese Air Force Base. One specific joint project is the construction of a sewer line and associated interconnection equipment to connect the base wastewater collection system to the City of Lubbock's wastewater collection system facilities. If this project is completed, the City of Lubbock and the Lubbock Reese Redevelopment Authority will be able to continue to redevelop the former Reese Air Force Base. The Lubbock Reese Redevelopment Authority (LRRA) is a non-profit tax-exempt political subdivision of the State of Texas established in June 1997. The Authority is responsible for the redevelopment of Reese Air Force Base which closed September 30,1997. The LRRA is charged with implementing a comprehensive reuse plan for the former military base. The Authority was created by State of Texas legislation and established by joint resolution of the City of Lubbock and Lubbock County. Infrastructure improvements are a necessary factor of redeveloping any property and to enhance economic development opportunities. A public works project to connect the Reese Air Force Base wastewater collection system to the City of Lubbock's wastewztter facilities improves the infrastructure and also complies with current wastewater disposal regulations of the EPA and TNRCC. The City of Lubbock and the LRRA jointly requests funding from the Economic Development Administration in the amount of $1,587,000 for the construction of a sewer line plus wastewater connection equipment from Reese Air Force Base to the nearest connecting point of the City of Lubbock wastewater facility. The total cost of the project is $2,116,000. Page 2 The City of Lubbock and the LRRA has funding commitments from the State of Texas and the City of Lubbock for $529,000. Completion of this sewer line interconnection project enhances infiustructure and preserves marketability of base property. This project allows the LRRA to continue marketing base properties as a viable location to establish business and industry. This marketing effort will assist the replacement of the 2,500 jobs lost due to closure of Reese Air Force Base. Page 3 The City of Lubbock and the Lubbock Reese Redevelopment Authority are dedicated to the redevelopment/reuse of Reese Air Force Base which closed September 30, 1997. The LRRA's nine member board represents the entire region of the Texas South Plains which is affected by the closure of the former military base. County, City, council of government, and private sector appointments make up the broad -based board membership. The primary goal of the authority is to replace the 2,500 jobs lost and accomplish this goal without being a further burden on the local tax base. The City of Lubbock and LRRA has worked diligently to create a community consensus on the direction of the redevelopment effort. This reuse effort will make great strides in softening the economic impact caused by the closure. For example, the quicker the base is converted to civilian use, the sooner the region can respond to anticipated lower unemployment, adverse property values, population decline and a tax base reduction. Page 4 PROBLEM STATEMENT Reese Air Force Base was vacated by the Air Force in September 1997. The City of Lubbock stands to experience an economic downturn due to the loss of 2,500 jobs. However, the Lubbock area can lessen the long term impact of this economic downturn and even benefit from this situation by bringing in new business and industry. These businesses will be recruited to occupy the base facilities available after the Air Force leaves. Superior infrastructure has a major impact on economic development efforts for any community. The successful redevelopment of Reese Air Force Base is dependent on adequate streets and utilities to attract business and industry. A major stumbling block to the redevelopment efforts of the former military base is the outdated wastewater treatment facility. The City of Lubbock and the LRRA's objective is to oversee the necessary steps of constructing a sewer line interconnection project to reroute the base wastewater collection system to interconnect with the City of Lubbock's wastewater facilities. The Texas Natural Resource Conservation Commission (TNRCC) is responsible for enforcing new and expanded environmental regulations in Texas which are being implemented across the United States. The proposed sewer interconnection project will comply with all EPAfINRCC regulations related to wastewater disposal. Furthermore, the interconnect with the City of Lubbock's wastewater collection system would significantly reduce the cost of wastewater disposal than to build a new plant on the base property. Project Objectives: 1) To complete the Request For Proposal for the proposed sewer interconnection project J by January,1998. 2) To complete the engineering and design phase by March,1997. 3) To complete construction of the sewer interconnection project by August,1998. 4) To significantly reduce the cost of wastewater disposal at Reese Air Force Base. 5) To comply with EPA/INRCC regulations pertaining to wastewater disposal. Page 6 METHODOLOGY In order to complete the objectives of the City of Lubbock and the LRRA's infrastructure improvement program, the proposed sewer line interconnection project, the City of Lubbock will complete the necessary steps to; construct the sewer line, significantly reduce the cost of wastewater disposal, and comply with all current EPA MCC regulations pertaining to wastewater disposal. Objective 1 To complete a Request for Proposal process for the proposed sewer interconnection project by March, 1998. Tasks 1) Write and approve RFP. - November 97 to December 97 2) Advertise RFP. - January 98 3) Evaluate RFPs. - February 98 4) Award RFP to successful firm. - February 98 Objective 2 To complete the engineering and design phase by April 1998. Tasks 1) Contact EPA MCC authorities regarding wastewater disposal. - Spring 98 2) Conduct research on wastewater disposal compliance criteria. - April 98 to June 98 3) Acquire compliance approval from EPAMIRCC authorities regarding construction plans for sewer interconnection project. - June 98 4) Conduct follow-up meeting with EPARNRCC officials. - September 98 1 Page 8 EVALUATION Consistent with all redevelopment efforts with the City of Lubbock and the LRRA, an evaluation will be conducted to determine whether stated objectives have been accomplished from the sewer interconnection project. Objectives 1- 3 Regarding the construction phase of the project, staff, engineers and construction personnel will review the completed project punch -list in conjunction with the specifications detailed in the design. Objective 4 Cost analysis figures will be verified using existing cost data versus new wastewater disposal data acquired post -construction. Figures will be reviewed for accuracy by the City of Lubbock and the LRRA staff. Objective 5 EPAfMRCC follow-up meeting result in documentation detailing compliance of existing wastewater disposal regulations.
