RESOLUTION
WHEREAS, the City Council did by Resolution No. 1610 enacted on March 8, 1984,
establish a Policy and Procedures Manual for the City of Lubbock; and
WHEREAS, the City Council deems it to be in the best interest of the citizens of the
City of Lubbock to establish standard procedures with regard to the appointment and tenure
of officers for various Council appointed City boards and commissions, which policy shall be
included in Volume I of the City Policy and Procedures Manual; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the attached Procedure entitled "Boards and Commissions --Election of
Officers" be included in Volume I of the City of Lubbock Policies and Procedures Manual at
a location deemed appropriate by the City Manager or his designated representative.

BOARDS AND COMMISSIONS -
ELECTION OF OFFICERS
OBJECTIVE:
To define procedures to ensure consistency in election of officers for City Council
appointed advisory boards and commissions and to ensure consistency with the
City Council's goals and policies in making board and commission appointments.
RESPONSIBLE AGENCY:
City Secretary and designated staff liaisons.
SERVICE/POLICY:
Except where pre-empted by state law, federal law, or City Ordinances, election of
officers for City of Lubbock Council -appointed advisory boards and commissions
will be as follows:
• The board or commission shall appoint a nominating committee to
provide a slate of nominees for Chair, Vice -Chair, and any other
offices.
• The Chair and Vice -Chair will be elected by voting board and
commission members. The board or commission may, at its option,
elect an office of secretary.
• Election of officers shall be held in the same month every year
(annually). The election date should be based on individual board's
calendar. If, for any reason, the Chair or Vice -Chair vacates his/her
seat, a special election should be held to fill the unexpired term.
• The Chair and Vice -Chair shall not serve more than two (2)
consecutive one-year terms. The Council shall reserve the right, as
deemed necessary in individual instances, to allow more than two
(2) consecutive one-year terms.
• In the event the board or commission does not have an office of
secretary, the staff liaison, designated by the City Manager, shall
serve as the official Secretary to the board or commission to ensure
that records are maintained in accordance with requirements of the
City Secretary's office.
The Mayor shall appoint the Chair of the Community Development
Advisory Committee (CDAC).
The Council shall reserve the right, as deemed necessary in individual instances, to
appoint the Chair and Vice -Chair for any special issue or temporary advisory
committees. If Council chooses not to make the appointment for Chair and Vice -
Chair, then the procedure outlined in this policy will apply.
