RESOLUTION
WHEREAS, it appears to the City Council that the City of Lubbock should

provide stimulating, meaningful learning experiences as well as comprehensive
child care for a selected number of children from birth to school age of Lubbock
parents who seek such a program; and
WHEREAS, it is essential to such a program that a Commission be appointe
for a period of six months to implement an early learning center
program together with a curricula for use at each stage of a child's development
from birth to school age, which is to be used by the teachers as sequential activ-
ities for every participating child; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT there be and is hereby created and established a Commission to be
officially designated as "The Early Learning Center Commission of the City of
Lubbock, " to be composed of nine (9) members appointed by the City Council. Thi
Commission hereby established shall adopt its rules of procedure, including elec-
tion of the Chairman and Co-chairman and Secretary, to conduct its function and
carry out the duties herein requested.
The Commission is requested to submit to the City Council for considera-
tion a program plan for an early learning center contemplated to be located in the
area of the Lubbock Memorial Civic Center within a period of four months
from passage hereof. Such program should be focused upon the needs of children
who have yet to begin formal school attendance, to provide day-care service facili
as well as educational learning experiences.
In addition, such plan should be directed at funding the Early Learning Cente
expenses without government, local, State or Federal, involvement after a rea-
sonable time.
The Commission as herein designated may at anytime for the purpose of
securing individual and corporate contributions and using such funds as matching
funds for any Federal or State grant apply for and become a non-profit corporatioi
Upon receipt of a corporate charter issued by the State of Texas, the Commission
as herein created shall be dissolved and all obligation under the terms of this Corr
mission shall cease. The Commission shall not be construed as having any deleg,
authority to create any indebtedness or obligation on the part of the City of Lubboc
