BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby
authorized and directed to execute for and on behalf of the City of
Lubbock an application for a grant, under the Department of
Transportation, Federal Transit Act, as amended, to provide for
Technical Studies, Capital, and Operating Assistance for the period
from October 1, 1994, through September 30, 1998, which shall be
spread upon the minutes of the Council and as spread upon the
minutes of this Council shall constitute and be a part of this
Resolution as if fully copied Oeral-r.,in detail.

AUTHORIZING RESOLUTION
Resolution No.
Resolution authorizing the filing of an application with the
Department of Transportation, United States of America, for a grant
under the Federal Transit Act, as amended:
WHEREAS, the Secretary of Transportation is authorized to make
grants for a mass transportation program of projects;
WHEREAS, the contract for financial assistance will impose certain
obligations upon the applicant, including the provision by it of
the local share of the project costs in the program;
WHEREAS, it is required by the U.S. Department of Transportation in
accord with the provision of Title VI of the Civil Rights Act of
1964, that in connection with the filing of an application for
assistance under the Federal Transit Act, as amended, the applicant
gives an assurance that it will comply with Title VI of the Civil
Rights Act of 1964 and the U. S. Department of Transportation
requirements thereunder; and
WHEREAS, it is the goal of the applicant that minority business
enterprises be utilized to the fullest extent possible in
connection with this project, and that definite procedures shall be
established and administered to ensure that minority businesses
shall have the maximum opportunity to bid upon construction
contracts, supplies, equipment contracts, or consultant or other
services,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LUBBOCK,
TEXAS, ON THIS 8th DAY OF September , 1994, AS FOLLOWS:
1. That the MAYOR is authorized to execute and file an
application on behalf of the CITY OF LUBBOCK, TEXAS, with the
U. S. Department of Transportation to provide aid in the
financing of, capital projects for the period of October 1,
1994, through September 30, 1998, technical study and
operating assistance for the period of October 1, 1994,
through September 30, 1995, and amendment for operating
assistance for the period of October 1, 1992, through
September 30, 1993, pursuant to Section 9 of the
Federal Transit Act, as amended.
2. That the MAYOR is authorized to execute and file with such
application an assurance of any other document required by the
U. S. Department of Transportation effectuating the purposes
of Title VI of the Civil Rights Act of 1964.
3. That the GENERAL MANAGER of CITY TRANSIT MANAGEMENT COMPANY,
INC., is authorized to furnish such additional information as
the U. S. Department of Transportation may require in
connection with the application for the program of projects.
4. That the MAYOR is authorized to set forth and execute
affirmative minority business policies in connection with the
program of project's procurement needs.
5. That the MAYOR is authorized to set forth and execute grant
agreements on behalf of the CITY OF LUBBOCK, TEXAS, with the
U. S. Department of Transportation for aid in the financing of
the planning, capital, and/or operating assistance program of
projects.
6. That the RESOLUTION shall take effect immediately upon its

CITIBUS PROPOSED CAPITAL PROJECTS
PROJECT DESCRIPTION
FY 1995
Replacement Buses, Radios & Fareboxes:
In order to meet requirement of the Americans with
Disabilities Act (ADA) and the Clean Air Act, the City of
Lubbock needs to replace its current fleet of 18-1980, 35-foot
GMC RTSII coaches with lifts and 16-1982, 35-foot GMCRTSII
coaches without lifts. With the passage of ADA, the City is
required to have only wheelchair -accessible vehicles (lifts or
ramps) as well as audio and signage equipment for the
disabled. None of the present fleet meets all these
requirements. The expense of maintaining the older buses is
also a justification to replace the current fleet. Current
maintenance costs for bus parts average $8, 000 per vehicle per
year. Currently 31 out of 36 vehicles are used during peak
hours, for a spare ratio of 14%. All vehicles purchased will
be for replacement therefore after acquisition the spare ratio
will remain the same at the current spare ratio.

RADIO SYSTEK
ADA regulations require audio equipment on all vehicle
purchases. This would allow for radios on 54 revenue vehicle
unit, 7 mobile units for supervisors, and 2 base stations.

FARE COLLECTION SYSTEM
44 new electronic fareboxes and the computer software for
these fireboxes would be purchased. The new fireboxes would
have the capacity of counting coins and signalling the
operator of any fare shortages along with retaining passenger
information. The computer system for the new buses would down
load passenger information from the fireboxes for statistical
reporting purposes. All this is currently done manually.

Replacement vans:
In order to meet the demand and come into compliance with ADA,
additional hours of service and additional vehicles are
necessary. The paratransit vans are being maintained for

longer periods of time to meet the demand. It is necessary to
replace these vans which will each average over 200,000 miles
in the next fiscal year. Currently 7 out of 9 vans are used
during peak hours, for a spare ratio of 22%. After the
acquisition 8 out of 9 vans will be in use during peak hours,
with a spare ratio of 11%.

Two Trolleys
One of the efforts being under taken by the City in helping to
revitalize the downtown area is that of providing a
circulatory trolley route that will link the Civic
Center/Hotel complex, the Texas Tech campus, the central core
business district and the Depot District. The three main
groups being targeted are downtown businessmen/women,
tourists/conventioneers, and Texas Tech students/faculty. The
restaurants, retail shops, theaters, and other businesses
located along this route would be main beneficiaries.
Proposed hours of operation would be Monday through Friday
11:00 a.m. to 2:00 p.m. and from 6:00 p.m. to 11:00 p.m.,
Monday through Saturday. A fare of $0.25 would be charged, in
addition the private industry and the City would provide funds
for the rest of the local match. Currently 2 out of 2
trolleys are in use during peak hours, with a spare ratio of
0%. After acquisition 3 out of 4 trolleys will be in use
during peak hours, with a spare ratio of 25%.

This would include the purchase of a floor scrubber to be used
in cleaning the shop floors as well as a pressure washer and
other equipment needed in the maintenance area.

CITIBUS PROPOSED TECHNICAL STUDIES
PROJECT DESCRIPTION
The objectives of this task are as follows: to examine the transit
system operated by the subsidized private operator, City Transit
Management Company, Inc.; to prepare recommendations for action
which could improve service and/or reduce deficits; and to update
and review previous work with an ongoing process as may be required
by the Federal Transit Administration (FTA) for capital and
operating assistance programs.

operations and maintenance personnel to attend seminars,
schools, training sessions, computer training, and
conference to further their education and professional

coordinate ongoing activities in the areas of Title VI
Certification, EEOC Certification, Minority Business
enterprise Participation; collection of operating and
financial data for Section 15 reporting; collection of
ridership and route data with Semi -Annual Route Analysis
(SARA) ; and the annual update of the ADA compliance plan.

III. Short Range Planning

A. This program will allow Citibus to conduct short range
planning activities in the areas of FY1996 Unified Work
Program; Transportation Improvement Program; Stormwater
Pollution Prevention; and planning necessary for the
implementation of ADA. This program will also aide in
the development of a ridership enhancement program which
will identify route adjustments and cooperative marketing
approaches in an effort to increase passenger usage and
satisfaction. Included in this program will be the
preparation and planning necessary for the development of
specifications related to the acquisition of a
replacement bus fleet with an alternative fuel option.
An operation assessment of the recently constructed
Downtown Transfer Center will need to be performed in
order to identify areas of improvement for effectiveness
and efficiency.

NOTICE OF THE OPPORTUNITY FOR A PUBLIC HEARING
RE: City of Lubbook/Citibus section 9 Capital, Technical Studies, and
operating Assistance Grant Application
Notice is hereby given that an opportunity for a public hearing will be
afforded, in the Citibus Conference Room, 801 Texas Avenue, on August
23, 1994, at 12:00 noon for the purpose of considering projects for
which financial assistance is being sought from the Federal Transit Act
of 1964, as amended. The financial assistance requested is as follows:
CAPITAL ASSISTANCE GRANT Program of Projects: This project will consist
of the following: the purchase of 34 clean -diesel buses, radios and
fareboxes; two trolleys; five replacement vans for the Demand Response
Service as required by the Americans with Disabilities Act; and
maintenance equipment which includes a floor scrubber.
This project is estimated at $9,321,000. Of this amount, $7,456,800
will be provided by the Federal Transit Administration (FTA) Section 9
funds, $1,784,200 will be provided by the City of Lubbock and $80,000
will be provided by private sources. This project is proposed to begin
October 1, 1994, and be completed by December 31, 1998.
TECHNICAL STUDY GRANT Program of Projects: This project will consist of
the following: training and professional development; conducting a
comprehensive operational analysis; and conducting short range planning.
This grant is estimated at $65,000. Of this amount, $52,000 will be
provided by FTA Section 9 funds and $13,000 will be provided by the City
of Lubbock. This project is proposed to begin October 1, 1994.
OPERATING ASSISTANCE GRANT Program of Projects: This project will
consist of providing the transportation services in the Lubbock
urbanized area provided by the City Transit Management Company, Inc.,
d/b/a Citibus and includes the following:
1) Amending the FY93 Operating Assistance Grant for October 1, 1992
through September 30, 1993. This grant will be amended from $2,600,000
to $2,627,729, of which $1,313,864 will be provided by FTA Section 9
funds, $604,011 by the City of Lubbock, $292,823 by the Texas Department
of Transportation, and $417,031 by non-farebox revenues.
2) Providing the transportation services from October 1, 1994, through
September 30, 1995. This portion of the grant is estimated at
$3,007,000 of which $1,503,500 will be provided by FTA Section 9 funds,
$763,830 by the City of Lubbock, $267,870 by TxDOT, and $471,800 by
non-farebox revenues.
3) Providing the transportation services from October 1, 1995 through
December 31, 1995. This portion of the grant is estimated at $800,000
of which $400,000 will be provided by FTA Section 9 funds, $200,000 by
the City of Lubbock, and $200,000 by non-farebox revenues.
Interested persons or agencies may submit, orally or in writing,
evidence and recommendations with respect to said projects on or before
August 19, 1994.
The preliminary program of projects is available to the public at the
Citibus offices at 801 Texas Avenue. The final program of projects will
also be available to the public at the Citibus offices.

Notice is hereby given that an opportunity for a public hearing will be
afforded, in the Citibus Conference Room, 801 Texas Avenue, on August
23, 1994, at 12:00 noon for the purpose of considering projects for
which financial assistance is being sought from the Federal Transit Act
of 1964, as amended. The financial assistance requested is as follows:
CAPITAL ASSISTANCE GRANT Program of Projects: This project will consist
of the following: the purchase of 34 clean -diesel buses, radios and
fireboxes; two trolleys; five replacement vans for the Demand Response i
Service as required by the Americans with Disabilities Act; and
maintenance equipment which includes a floor scrubber.
This project is estimated at $9,321,000. Of this amount, $7,456,800
will be provided by the Federal Transit Administration (FTA) Section 9
funds, $1,784,200 will be provided by the City of Lubbock and >'a0,000
will be provided by private sources. This project is proposed to begin
ZZ October 1, 1994, and be completed by December 31, 1998.
■ TECsgICAL STUDY GRANT Program of Projects: This project will consist of
the following: training and professional development; conducting a
comprehensive operational analysis; and conducting short range planning.
This grant is estimated at $65,000, Of this amount, 152,000 will be
provided by FTA Section 9 funds and $13,000 will be provided by the City
of Lubbock. This project is proposed to begin October 1, 1994.
OPERATING ASSISTANCE GRANT Program of Projects: This project will
consist of providing the transportation services in the Lubbock
urbanized area provided by the City Transit Management Company, Inc.,
d/b/a Citibus and includes the following:
j 1) Amending the FY93 Operating Assistance Grant for October 1, 1992
through September 30, 1993. This grant will be amended from $2,600,000
to $2,627,729, of which $1,313,864 will be provided by FTA Section 9
funds, $604,011 by the City of Lubbock, $292,323 by the Texas Department
j of Transportation, and $417,031 by non-farebox revenues.
■ 2) Providing the transportation services from October 1, 1994, through
September 30, 1995. This portion of the grant is estimated at
$3,007,000 of which $1,503,500 will be provided by FTA Section 9 funds,
$763,830 by the City of Lubbock, $267,870 by TxDOT, and $471,800 by
non-farebox revenues.
3) Providing the transportation services from October 1, 1995 through
December 31, 1995. This portion of the grant is estimated at $800,000 i
of which $400,000 will be provided by FTA Section 9 funds, $200,000 by
the City of Lubbock, and $200,000 by non-farebox revenues.
Interested persons or agencies may submit, orally or in writing,

sections of the Federal Transit Act, as amended, Sections 3,

COORDINATION OF TRANSIT SERVICES
Certification is given by the recipient named herein - the City of
Lubbock - with respect to its application for assistance pursuant
to Section 9 of the Federal Transit Act, as amended (49 U.S.C.,
Section 1601, et seq.) filed with the Federal Transit
Administration that the City of Lubbock is currently surveying
through the Technical Study the Section 16 providers within the
city to determine the feasibility of utilizing their vans in
coordination with our service or reassigning passengers to them and
that with the opening of the Downtown Transfer Plaza there will be
direct coordination of riders transferring from rural service to
urbanized service.

CHARTER SERVICE AGREEKENT
City Transit Management Company, Inc., d/b/a Citibus, 801' Texas
Avenue, Lubbock, Texas, wishes to enter into a charter service
agreement with Texas New Mexico and Oklahoma Coaches, Inc. (TNM&O),
1313 13th Street, Lubbock, Texas, in compliance with the Federal
Transit Administration (FTA) Charter Service Regulation (49 CFR
Part 604). This agreement will outline the charter service that
Citibus may lawfully provide in the Lubbock urbanized area.
Citibus proposes to provide charter service between April 30, 1993,
through September 30, 1994, Monday through Sunday, 24 hours a day,
within 50 miles of the Lubbock urbanized area, with GMC RTS II
coaches and lift -equipped vans and trolleys.
The terms of the agreement are as follows:
1. Citibus will provide charter service directly to governmental
entities and entities subject to or otherwise eligible for
exemptions from federal taxation under Section 501(c),
Subsections (1), (3), (4), and (19) of the Internal Revenue
Code (i.e., Texas Tech University and the City of Lubbock).
2. Citibus will continue to provide charter service directly to
Texas Tech University athletic events to current subscribers
(five subscribers for football games and one subscriber for
basketball games).
3. Citibus will continue to provide subscription charter service
directly to United Supermarkets, Furr's Supermarkets,
Century 21 Realtors, WestMark Realtors, and First Baptist
Church.
4. Citibus will charter directly to all parties requesting
trolley charter service in the Lubbock urbanized area.
5. Citibus will provide charter service directly to all parties
requesting service that is accessible to the handicapped.
6. Citibus will refer all other charter service reauests to
TNM&O. Citibus wishes to be referred service from TNM&O when
they are not willing or able to provide such a service.

SECTION 9 CERTIFICATION
Certification is given by the recipient named herein the City of
Lubbock with the respect to its application for assistance pursuant
to Section 9 of the Urban Mass Transportation Act of 1964, as
amended (49 U.S.C. S1601, et seg.) ("the FT Act"), filed with the
Federal Transit Administration, as to the following:
A. That it has or will have the legal, financial and
technical capacity to carry out the proposed program of
projects and budget;
B. That it has or will have satisfactory continuing control,
through operation or lease otherwise, over the use of the
facilities and equipment, and will maintain such facilities
and equipment;
C. That it will comply with the provision for elderly and
handicapped half -fare as prescribed by Section 5(m) of the FT
Act;
D. That it will give the rate required by Section 5(m) of
this Act to any person presenting a Medicare card duly issued
to that person pursuant to Title II or Title XVIII of the
Social Security Act:
E. In carrying out any procurement under Section 9, that it
will use competitive procurement processes as defined by FTA
9x, for procurement of associated capital maintenance only,
the sole source provisions detailed in Appendix D; will not
utilize exclusionary or discriminatory specifications in the
procurement; and will carry out the procurement in compliance
with applicable Buy America provisions;
F. That it has complied with the following requirements of
Section 9(f) in that it has:
a. Made available, to the public, information concerning
the amount of funds available under Section 9 and the
program of projects and budget that the recipient
proposes to undertake with such funds;
b. Developed a proposed program of projects and budget
concerning activities to be funded in consultation with
interested parties, including private transportation
providers;
c. Published a proposed program of projects and budget
in such a manner to afford affected citizens, private
transportation providers and, as appropriate, local
elected officials an opportunity to examine its content
and to submit comments on the proposed program of
projects and budget and on the performance of the
recipient;
d. Afforded an opportunity for a public hearing to
obtain the views of citizens on the proposed program of
projects and budget;
e. Considered comments and views, particularly those of
private transportation providers, and, if deemed
appropriate, modified the proposed program of projects
and budget; and
f. Made the final program of projects and budget
available to the public.
G. That it has available and will provide the required amount
of funds in accordance with Section 9(k)(1) of the FT Act, and
will comply with the requirements of Sections 8 and 16 of the
FT Act.
H. That it has locally developed process to solicit and
consider public comment prior to raising fares or implementing
a major reduction of transit service.
I. That the organizations) to receive benefits directly from
the section 9 grant is subject to the uniform system of
accounts and records and has submitted the latest required
Section 15 report of financial and operating data as
prescribed in Section 15 of the FT Act and further defined in
FTA regulations (49 C.F.R. Part 630).
J. That any proposed project for the acquisition of or
investment in rolling stock is in conformance with FTA rolling
stock guidelines.
K. That any capital expenditure proposed for funding under
the 90% or 95% Federal match provisions of Section 16(e) will
be in conformance with the requirements of these provisions;
and that any asset acquired or improved under such provisions
will remain in the specialized service to which it was
originally dedicated for its useful life.
The provisions of 18 U.S. Cl. S10001, apply to any certifications or
submissions under this section.

FEDERAL TRANSIT ADMINISTRATION CIVIL RIGHTS ASSURANCE
The City of Lubbock HEREBY CERTIFIES THAT, as a condition of
receiving Federal financial assistance under the Federal Transit

DRUG -FREE WORK PLACE ACT CERTIFICATION
FOR A PUBLIC OR PRIVATE ENTITY
1. The City of Lubbock/Citibus
certifies that it will provide a drug -free work place
by:
(a) Publishing a statement notifying employees that
unlawfully manufacturing, distributing,
dispensing, possessing or using a controlled
substance in the Recipient's work place is
prohibited and specifying the actions that will be
taken against employees for violation of such
prohibition.
(b) Establishing a drug -free awareness program to
inform employees about:
(1) The dangers of drug abuse in the work place;
(2) The Recipient's policy of maintaining a drug -
free work place;
(3) Any drug counseling, rehabilitation, and
employee assistance programs that are
available; and
(4) The penalties that may be imposed upon
employees for drug abuse violations occurring
in the work place.
(c) Making it a requirement that each employee to be
engaged in the performance of the grant or
cooperative agreement be given a copy of the
statement required by paragraph (a).
(d) Notifying the employee in the statement required
by paragraph (a) that, as a condition of
employment under the grant or cooperative
agreement, the employee will:
(1) Abide by the terms of the statement; and
(2) Notify the employer of any criminal drug
statute conviction for a violation occurring
in the work place no later than five days
after such a conviction.
(e) Notifying the Federal sponsoring agency within ten
days after receiving notice under subparagraph (d)
(2), from an employee or otherwise receiving
actual notice of such conviction.
(f) Taking one of the following actions, within 30
days of receiving notice under subparagraph (d)
(2), with respect to any employee so convicted:
(1) Taking appropriate personnel action against
such an employee, up to and including
termination; or
(2) Requiring such an employee to participate
satisfactorily in a drug abuse assistance or
rehabilitation program approved for such
purposes by a Federal, State or local health,

U. TASK 2.0 - DATA DEVELOPMENT AND MAINTENANCE
A. OBJECTIVE
The objective of this task is to continue the annual update and
maintenance of various planning databases. These databases vary from
automated land use and census data to manual traffic counts and transit
ridership.
B. EXPECTED PRODUCTS
One of the expected products of this task will be an up to date land
use database that is easily accessible by Staff through the Geographic
Information System (GIS) and readily available census information
complete with population estimates. Others will include the data
necessary for Citibus to comply with various federal and state
regulations.
C. PREVIOUS WORK
Previous work includes the annual updates of the land use data files.
Staff has also provided population and employment data to the Austin
Office of the Texas Department of Transportation for use in the
validation of the traffic model.
D. SUBTASKS
Subtask 2.1- Land Use Update
To continue the ongoing efforts to update and modify the land use
data for projecting traffic volumes in the Lubbock Metropolitan
Area. Computer information regarding land use, ownership or
platted status changes on many of the existing 70,000 plus parcels
each year and continual update is required. This task will
provide the personnel costs to continue the addition of the parcel
records, validation of existing data for the program, and the
conversion of the computerized data to a geographic information
system.
This subtask is the responsibility of the City of Lubbock Planning
Department.
Subtask 2.2- Transit - Maintenance of Eligibility
Funds associated with this subtask will allow Citibus to prepare
and/or coordinate ongoing activities in the areas of: Title VI
Certification, Equal Employment Opportunity Certification,
Minority Business Enterprise Participation, collection of
operating and financial data for Section 15 reporting, collection
of ridership and route data with the Semi -Annual Route Analysis

(SARA), and the data necessary to update the annual Americans with
Disabilities Act compliance plan.
The subtask is the responsibility of Citibus.

A. OBJECTIVE
The objective of this task is to complete those planning activities
that are more specific and are necessary for the planning process.
This includes those required by ISTEA such as the development of a FY
1996 Unified Work Program and the FY 1996 Transportation Improvement
Program.
B. EXPECTED PRODUCTS
A completed FY 1996 Unified Work Program and FY 1996 Transportation
Improvement Program ready for inclusion in the Statewide Transportation
Improvement Program. Staff also plans to restore the annual report
process which will include a report on the activities during FY 1994.
Other planning documents will be completed as described in the
subtasks.
C. PREVIOUS WORK
Previous work includes the preparation of the FY 1995 Unified Work
Program and the FY 1995 Transportation Improvement Program as well as
other documents as appropriate.
D. SUBTASKS
Subtask 3.1- Transportation Improvement Program and Unified Work Program
This subtask will include the preparation of the FY 1996
Transportation Improvement Program and the FY 1996 Unified Work
Program.
Responsibility of this subtask belongs to the City of Lubbock
Street/Drainage Engineering Department in cooperation with
Citibus.
Subtask 3.2- Transit - System Evaluation and Analysis
This subtask will allow Citibus to conduct short range planning
activities in the areas of stormwater prevention and the planning
necessary for the implementation of the Americans with
Disabilities Act. Funds will also aid in the development of a
ridership enhancement program which will identify route
adjustments and cooperative marketing approaches in an effort to
increase passenger usage and satisfaction.
Other items included will be the preparation and planning
necessary for the development of specifications related to the
acquisition of a replacement bus fleet with an alternative fuel

option and an operational assessment of the recently completed
Downtown Transfer Plaza. The assessment will identify areas of
improvement needed for effectiveness and efficiency.
This subtask is the responsibility of Citibus.

1. State, as clearly as possible, the goals and objectives of the
proposed project for which a grant is being sought.
To provide Lubbock citizens with dependable and economical
public transportation, while maintaining the lowest feasible
fares and minimizing the need for local taxpayer support. To
provide the planning funds to justify the need for capital and
operating assistance. Specific goals are as follows: to meet
the needs of the disabled community as well as the general
population by obtaining grant funding for the replacement of
34 lift equipped buses,5 low floor vans, 2 trolleys, a
communications system, a fare collections systems, and minor
maintenance equipment.
A. Is this the fulfillment of an identifiable community
(Lubbock) need? If so, please provide quantifiable data
(studies, etc.) that illustrate the community need and how
this grant will meet that need:
Yes. The purchase of the replacement vans will provide
transportation service to persons with disabilities.
This transportation is needed to allow persons with
disabilities the ability to be active members of the
community. The purchase of the replacement buses will
provide transportation services to the general population
of the City of Lubbock, among these are low income
individuals, handicapped individuals, the elderly and
students. Over 3,200,000 passengers utilized the
transportation services in FY 1993. This grant will
provide operating assistance to continue providing the
transportation services needed by the citizens of
Lubbock.

Council might be able to evaluate the program in order to
determine that it has reached the goals and objectives
described in Question 1.

Yes. The primary users of the transportation system are: low
income individuals without other means of transportation,
handicapped (both physical and mental), the elderly who are
unable to drive, school students, and college students. The
Demand Response Service is provided for passengers that
require special equipment to be able to be transported.
4. Are other agencies (other than the City of Lubbock) available
to administer this program? If so, list the agencies:
There are no other agencies in the City of Lubbock currently
available to administer this program.
S. Are other agencies administering similar programs? If so,
list the other agencies. If not, why not?
There are no other agencies currently providing mass
transportation to the citizens of Lubbock.
6. Is the program or activity provided by this grant required by
state or federal law or required as a condition of other
ongoing state or federal programs? Please explain:
To come into compliance with the Americans with Disabilities
Act (ADA), a transportation plan was prepared with public
input. The plan had to identify the demand for the service
and list a time frame to meet the demand. The purchase of the
five replacement vans is a part of the ADA plan in an effort
to meet the demand for the service.
7. Does the grant require a local match? if so, in what amount?
Is the match in the form of cash or an in -kind contribution?
Yes.
(1) Capital projects - A match of 20% of all the projects.
City match of $80,000 is required for the 5 replacement
vans, $1,600,000 for the 34 buses, $55,000 for the fare
Ycollection system, $45,000 for the communication system,
and $4,200 for the shop equipment. $80,000 for trolley
expansion will be provided by other local sources.
(2) Operating Assistance - 50% share of net expenditures;
$726,325 from the City of Lubbock; $423,500 from TTU;
$90,005 from route guarantee; and $267,870 from the
State. A portion of the local match is provided by TTU,
Texas Department of Transportation and route guarantee;
(Furr's Supermarkets, United Supermarkets and special
services).
(3) Technical studies receive a 20% local match. $13,000 to
be paid by the City of Lubbock.
S. Is the grant for capital or operating programs? Please
describe specifically what the funds will be used for
(personnel, supplies, services, capital outlay, capital
projects, etc.).

Five low floor vans, 34 lift equipped buses, two
trolleys, a communications system, a fare collections
system, and minor maintenance equipment.

services to the citizens of Lubbock through a management

The replacement vans and buses required for the DRS and
regular service will require fuel, parts and maintenance
on a continuous basis thereby creating operational costs.

expenses, if the program is to be continued in the
future?
The operating program is applied for annually thereby
creating ongoing City expenses.
C. Does the grant require continuation of the program, at
City expense, after grant funding has expired? If so,
how long will the City be obligated to expend local
funds, and in what areas? Be specific.
The grant does not require continuation of the program at
City expense after grant funding has expired. However,
the City would have to sell the capital purchased with
the assistance of the Federal Transit Administration and
return their portion if the service was discontinued.
9. Is the grant a one-time grant, a one-time grant with an option
to renew the grant, or an on-qoinq grant? If the grant is
ongoing, how many pears has the grant been provided to the
City, and what year does the upcoming period represent (Znd
year, 5th year, etc.). If the grant has an option to renew,

The grant is a one-time grant, the capital portion of the
grant is for 48 months from October 1, 1994, to September 30,
1998, the technical studies and operating portions of the FY95
grant is for one year from October 1, 1994 to September 30,
1995, and the operating portion of the FY96 grant is for
October 1, 1995 to December 31, 1996.
10. Are indirect costs reimbursed by the grant?
50% of indirect costs are reimbursed.
11. Are grant audit costs reimbursed by the grant?
50% of the audit costs are reimbursed.
12. what is the immediate (twelve-month) impact of the grant
program on City employee allocation and utilization? Now will
this affect their work hours, productivity, etc. on City
programs and activities?
Citibus is managed by a private firm and has no City
employees.
13. What is the long-term (five-year) financial and manpower
impact of the grant program both on the community and on the
City organization?
The City of Lubbock would receive $9,433,665 in FY 1994-98
through from the Federal Transit Administration to assist in
operating and with technical and capital expenses. A like
amount with some increase can be expected in the future. City
employees would not be affected by the grant ( see 112) , but 98
Citibus employees would be affected by the discontinuation of
the program.
14. Provide, in as much detail as possible, a 5-year Revenue and
Expenditure Projection for the grant related program beginning
with the current year or the first year this grant will be in
effect. show any on -going costs to the City, even if the
grant is only for one year. if the grant is renewable or
ongoing, show the estimated revenues and expenditures for
future years that you intend to renew/continue the grant (up

Upon execution by the Grant Recipient named in the Notification of Award below, the
U.S. Department of Transportation, Federal Transit Administration (FTA) and that Grant
Recipient have entered into this Grant Agreement. This Grant Agreement covers the Project or
Program of Projects and limitations described in the Notification of Award below. In addition,
the following documents are incorporated by reference and made part of this Grant Agreement:
(1) "Federal Transit Administration Master Agreement," Form FTAMA(1), October 1, 1994; and
(2) Any grant award letter containing special conditions or requirements, if issued.

EXECUTION OF GRANT AGREEMENT
This Grant Agreement may be simultaneously executed in several counterparts, each of which
shall be deemed to be an original having identical legal effect, or one time if execution takes place
by electronic data interchange. After the Notification of Award has been signed by the
Government, this Grant Agreement should be executed by the Grant Recipient. The Government
may withdraw its obligation to provide this financial assistance if the Grant Agreement is not
executed within ninety (90) days after the Obligation Date. The effective date of the Grant
Agreement shall be the Obligation Date. The effective date of any Amendment shall be the
Obligation Date for that Amendment.
By executing this Grant Agreement, the Grant Recipient does hereby ratify and adopt, under
penalties of perjury, all statements, representations, warranties, covenants, and materials
submitted by it, and does hereby accept the Government's award of Federal financial assistance
and agrees that all applicable terms and conditions of this Grant Agreement shall apply to the
Program or Projects for which this Grant is awarded.
