RESOLDTION
IMMS, at a Regular Meeting held on October 5, 1949, the Lubbock
Civil Service Commission duly considered and recommended for approval of the i
City Commission certain changes in the Civil Service rules so as to comply
with recent legialation, such recommended changes being attached hereto marked
Exhibit aga and made .a part hereof, and,

and is of the opinion that the same should be in all things approved, THEREFORE,
BE IT RESOLVED BY THE CITY COMaSSION OF THE CITY OF LUBBOCBt
That the changes in the Civil Service rules recommended by the Lubbock
Civil Service Commission as shown by its minutes of,October 5, 1949, recorded in
Volume 1, Page 104 of its minutes, and as shown by the 'attached Exhibit nl", be,
and the same are hereby in all things approved.

The foregoing Resolution was unanimously passed by an affirmative vote

It is recommended that SECTION 58 which reads:
Character of Examinations. All. examinations shall be of such nature that they will
fairly test the relative capacity and fitness of the persons examined to discharge
the duties of the particular position to which they seek appointment. Such exami-
nations shall, in addition to questions of general knowledge, provide for a through
inquiry into the applicant's knowledge of and qualifications for fire fighting and
work in the fire department,. for police work and work in the -Police Department.

Examinations Required. The -commission shall proceed to hold examinations to create
eligibility lists within ninety (90) days after a Vacancy in any classification
occurs, or new positions are created, unless an eligibility list is in existence.
In the event any new classification is established either by name or by increase
of salary,, the same shall be filled by competitive examination in accordance with
the State Civil Service law.
It is recommended that SECTION 59, (1) written test, be changed to read as
follows:
(1) Written Test. This part when required shall include a demonstration designed to
show the familiarity of applicants with the knowledge needed in the class of positions
to which they seek appointment, and the range of their general knowledge. All poliee!jjen
and firemen coming under this Act must be able to intelligently read and write the
. English Language. A formal essay upon one or more subjects may be required if advis-
able.
It is suggested that SECTION 78 be changed to read as follows:
Certification. Upon receipt of request for certification, the Director shall certify
to the Head of the Department 'from the reinstatement list for the class of positions
in question, the name for each vacancy to be filled. If there is no reinstatement
list or if those on the reinstatement list decline appointment, the Director shall
certify to the Head of the Department the names, addresses, and grades of the three
persons, if there shall be so many 'eligible, standing highest on the appropriate
eligible list, and f rom the names thus certified the Head of the Department shall
select one and so notify the Commission. If the eligible list is used and there
are two or more vacancies to be filled, two more than the number of persons to be
appointed shall be certified, except that when there are less than three names on the
list of persons eligible for appointment, such names shall be certified for temporary
appointment unless objection to the person is made by the Head of the Department and
the objection is sustained by the Commission. If it is shown that all persons whose
names have been certified are not available or have declined appointment, a new certi-
fication shall be made.
It is recommended that SECTION 94 which reads as follows:
Credit for Efficiency. The Commission shall determine the credit (number of points)
to be allowed for efficiency in promotions, but in no case shall it exceed (40) per-
cent of the. examination grade of the canidate in question. The marking to be entered
for efficiency shall be obtained by averaging the efficiency ratings for the last two
semi-annual periods immediately preceding the examination.

(30) points of the promotional examination grade. The markings to be entered for
efficiency shall be obtained by averaging the efficiency ratings of his semi-annual
reports filed with the commission from the effective date of the Civil Service Act,
but not to exceed two (2) years prior to the time of examination.
SECTION 95 which reads as follows:
Credit for Seniority. The Commission shall determine the credit (number of points)
to be allowed for seniority in promotions, but in no case shall it exceed five (5)
percent of the .examination grade of the candidate in question. Seniority shall not
accumulate during the period of a disciplinary suspension, or the period of an in-
definite suspension unless the employee is reinstated and the suspension declared
void,

Credit for Seniority. Each applicant shall be given one (1) point for each year of
seniority in his department, but never to exceed ten (10) points. Seniority shall
not accumulate during the period of a disciplinary suspension, or the period of an
indefinite suspension unless the employee is reinstated and the suspension declared

It is recommended that the following be added as SECTION 96A
Eligibility for Promotion. All promotional examinations shall be open to all police-
men and firemen who have held a position for two (2) years or more in the classifi-
cation immediately below in salary of that classification for which the examination
is to be held; except where there is not a sufficient number of members in thenext
lower position with two (2) years service in that position to provide an adequate
number of persons to take the examination, the Commission may extend the examination
to the members in the second lower position in salary to that for which the examination
is to be held.
It is recommended that SECTION 126 which reads
Submission of Ratings. All heads of departments and their administrative subordi-
nates having employees subject to these rules shall make semi-annual reports to the
Commission on the efficiency of said employees on the form or forms prescribed for
such purposes by the Commission.

It is also recommended that the following be added as SECTION 126A.

Submission of Ratings. The immediate superior officer of each member after com-
pleting the efficiency report of the member, shall deliver the original and two
copies, with suggestions for improvement and reasons for markings, to his immediate
superior officer, who shall correct and approve the same and forward one copy to
the member reported on, and forward the original and one copy to the Head of the
Department who shall retain one copy and forward the original to the Commission for
filing.
