RESOLUTION
WHEREAS, to commemorate our nation's 200th anniversary, the 62nd
Legislature of the State of Texas, in Senate Bill 701 charged the American
Revolution Bicentennial Commission of Texas with the responsibility of pre-

( paring an overall program for such commemoration; and,
WHEREAS, the American Revolution Bicentennial Commission of Tex-
as has chosen the following theme to be used throughout the State:
"The Promise of America, Past, Present and Future"
WHEREAS, the City Council of the City of Lubbock urges participation
j! in thirecommemoration; NOW THEREFORE:

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:

THAT the City Council of the City of Lubbock does hereby establish
the "Lubbock Bicentennial Committee. " This Committee shall be composed
of members appointed by the City Council and such members shall serve and
the Committee shall exist until the completion of the National Bicentennial
Celebration.
The Lubbock Bicentennial Committee shall have the initial responsibil-
ities of establishing the goals to be achieved in this celebration and a plan of
action for accomplishing these goals.
Upon formulation of the goals to be achieved, the Committees shall pre-
sent them to the City Council for its approval and submission to the American
Revolution Bicentennial Commission of Texas for its endorsement.

The Festival, USA Subcommittee recommends the -adoption of the follow
ing projects and goals as a part of the Lubbock Bicentennial Celebration.
To create a National Food and Fiber Hall of Fame in com-
memoration 'of, the Nation's 200th anniversary. The dedi-
cation of, which would coincide with the beginning of the Bi-Wt
centennial Celebration in Lubbock, to appropriately name
the Hall of Fame in honor' of the Bicentennial.
The naming of the first six lakes in the Canyon Lakes Pro-.
ject in commemoration of the Bicentennial Era,
To continue arorking with the, Ranch Headquarters Associa
tion in its efforts to make the,Ranch Headquarters a major
national tourist ,attraction during the Bicentennial Celebra-
tion.
• � The continuation of the development of the Lubbock Lake
Site as a tourist attraction with International Significance.
To .encourage the, Opera
Y "Operation Seno rita" program ,as spon-
sored Bored b the Junior Lea ue of 'Lubbock, -in becoming .an
event of. international goodwill. ;
To include the 50th anniversary of Texas Tech University
in the overall Bicentennial programming. To work with
Texas. Tech University and the International Center for
Arid and Semi -Arid Land Studies in the hosting of Inter-
national visitors during the Bicentennial Celebration.
The development, coordination and staging of a Bicen-
tennial Festival for the City of Lubbock, designed to
attract tourists from the State of Texas, the Nation and
Foreign countries.. .
The opening of Reese Air Force Base to tourists, visiting
groups of Boy Scouts, ROTC organizations and' other in-
terested individuals in an effort to promote a better under-
standing of vital services offered by a military establish-
ment.
To encourage the Lubbock Cultural Affairs Council, Civic
Lubbock, Public .Schools, Civic, Womens, Service, Patri-
otic and' all other organizations to participate fully in Bi-
centennial Projects.

ENDORSEMENT
1. The Bicentennial committee for a city or town should, after due
consideration and upon recommendation of a citizen's committee,
be appointed by the mayor.
2.` The committee should include representatives from:
a. Communications media
b. Trade and Professional
c. Educators (secondary as well as from institutions of higher
learning --where applicable)
d. Chamber of Conunerce ,
e. Ministerial Alliance '
f. Civic, service, cultural and patriotic organizations (one
member from each to report back to the secretaries of all groups).
g. Military (if applicable)
h. Two elected city officials acting as Ex-Officio members.
3. The committee should be representative -of the community with a
balanced membership of race, sex and age.
4. Goals adopted should reflect the National ARBC goals of "Heritage"
.(those projects tied to our history); "Open House, USA" (those
projects which will attract tourist visitation from foreign countries
as well as USA citizens); and/or "Horizons" (those projects which
provide for the future). The State of Texas theme, "The Promise of
' America,'Past, Present and Future" is'in'conjunction with the National.
theme. Planning should reflect one or'all of these themes.. Any
alternative theme should be submitted to the state commission for
consideration.
5. At least one Bicentennial project should be permanent in nature;
an endeavor that will benefit the entire community thus enriching
our state.
-- 6. All planning should be aimed toward providing each citizen in the•
'area with an opportunity to share in the celebration of our country'..`
200th anniversary.. f
7. •Planning Should include projects which will inspire a quality of
excellence on an individual as well as a collective basis.
8. When goals are formulated, a resolution should be passed by the
city council and submitted for approval as an official ARBC of
Texas endorsed project.
Also, though -it is not mandatory, if the community is large
in area and population satellite communities forming the outskirts of*
.
a -city should be invited to participate'and have representation on the
committee.
