RESOLUTION
WHEREAS, the City Council is in favor of strengthening the joint efforts of the City of
Lubbock and the State of Texas for environmental protection; and
WHEREAS, the City Council is supportive of the many recycling programs currently
operated by Lubbock Solid Waste Management; and
WHEREAS, the City Council is supportive of City of Lubbock Solid Waste Management's
proposed Community Waste Reduction & Recycling Program; and
WHEREAS, the City Council is supportive of City of Lubbock Solid Waste Management's
application to secure partial grant funding for the program, a copy of which is attached hereto as
Exhibit A.
WHEREAS, the City Council feels that such a program is beneficial to the Lubbock
community;
NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT should the requested grant be awarded, the City of Lubbock will
comply with the provisions of he fiscal reimbursement and reporting requirements of the State of
Texas.
SECTION 2. THAT grant funding awarded in response to this proposal will be used only
for the purposes for which it is provided.
SECTION 3. THAT the proposed project is in compliance with and supports local and
regional solid waste management plans and programs applicable to the South Plains area.

15. DURATION OF PROGRAM
Comment on whether the proposed program will be continued by the applicant beyond the
funding end date (specified in Section Z (i)). Indicate the likelihood that applicant will
continue the program beyond the funding end date and how far into the future the program
likely will endure. If the program will not continue beyond the funding end date, clearly
state the reason for program termination (e.g., pilot program).
The proposed City of Lubbock Recycling Center will operate continuously
beyond the funding end date. It is anticipated that the center will
be in the business of sorting and marketing the area's recyclable material
for several years.
The requested grant is to•fund initial purchases of equipment, primarily.
Once set up, the future operations of the proposed facility will be
funded by the City of Lubbock.

Comment on the degree of community and/or region support for the proposed project.

As with all City of Lubbock recycling projects, the proposed recycling
center has received tremendous local support. Recycling opportunities
in Lubbock and the South Plains region are limited because of the lack
of private sector recycling/reclamation facilities.
The proposed recycling center can serve not only the City of Lubbock, but
also other government and private sector entities in the area.

Recycling Center Narrative
A. Introduction
The City of Lubbock needs to operate its own recycling processing facility. The City of
Lubbock needs to be able to sort, bail, and market the recyclable materials it collects
through its Blue Bag program. The private sector and nonprofit agencies are no longer
able to provide the Ievel of service required at rates the City can afford. Therefore, the
City of Lubbock is requesting grant funding to enable it to construct and operate its own
processing facility.
B. Background
The Blue Bag Recycling Program is available to all 55,000 households in Lubbock. It is
estimated that approximately 40% of these households participate in the program.
Residents can place there aluminum cans, glass jars, tin cans, newsprint, and plastic bottles
in blue bags they receive for free at local grocery stores. The bags are collected in the
alleys once per week. In 1993, the first year the program was implemented city wide, we
collected approximately 2,500 tons of recyclable materials. This represents a diversion of
about 5.5% of Lubbock's waste.
During the first phase of the Blue Bag Recycling Program, bags were opened and sorted by
hand. Labor provided by the Texas Industries for the Blind and Handicapped (TIBH)
sorted the materials outside on a concrete slab. During the second phase of the program,
the TIBH workers moved inside, sorting the materials off of a conveyor belt at Vista
Fibers, a privately owned company. The building and equipment were owned and
operated by Vista Fibers, who also bailed and marketed the materials.
With the growth of the program, the task of sorting the materials began to exceed the
abilities of the TIBH workers; thus, their contract was not renewed. Currently, Vista
Fibers is sorting, bailing, and marketing the materials on a month to month contract.
Recently the City of Lubbock issued an RFP for the sorting, bailing, and marketing of the
Blue Bag materials. Three private entities submitted bids. All three bid amounts were too
expensive; the lowest bid was more than double what the City is currently paying for these
services. The City of Lubbock cannot afford to pay any one of the bidders to process its
recyclables. Thus, in its efforts to achieve efficiency and provide for future growth, the
City of Lubbock is hoping to construct and operate its own processing facility.

C. Description
(1) Purpose & Objectives
The Recycling Center will provide effective and cost efficient sorting, bailing, and
marketing services for the City of Lubbock and surrounding communities. Specific
objectives include:
(a) processing recyclable materials so that they are marketable,
(b) providing these processing services at rates the City of Lubbock can afford,
thereby
(c) ensuring the continuance of the Blue Bag Recycling Program, as well as
(d) providing for future growth and expansion for the City of Lubbock and other
surrounding communities, and
(e) providing new environmental education opportunities through a specifically
designated Environmental Training Room.
(2) Communities To Be Served
Although the City of Lubbock will be the primary user of this facility, the Recycling
Center will be marketed to other communities. Just as the City of Lubbock Landfill
has essentially become a regional landfill, it is also anticipated that the Recycling
Center will serve regional neighbors. Thus far, the communities of Buffalo Springs
Lake, Lake Ransom Canyon, City of Wolfforth, City of Slaton, and Lubbock County
have expressed interest in utilizing the facility. The South Plains Association of
Governments has also expressed its support. The Community Action Network at
Texas Tech University has expressed interest in sending the recyclables it collects
through its drop off programs to our proposed Recycling Center.
(3) Projected Capital and Operating Costs
Altogether, the City of Lubbock's initial operations cost for the first year will be
approximately $231,763. The City of Lubbock is requesting $95,230 from the
TNRCC, primarily to pay for the large equipment purchases. Once the equipment is
purchased, the City of Lubbock will be responsible for the remaining $146,428 in
operating costs. All the City of Lubbock needs is the money to get started.
(4) Operation
The City of Lubbock proposes to lease a 6,000 square feet building for sorting,
bailing, storage, and marketing activities. Materials to be processed will be delivered
by truck or trailer. The contents will be weighed. Commingled materials, such as the
bottles, jars, cans, and newsprint collected in Blue Bags, will be sorted by hand on a
conveyor belt. They will then be bailed or containerized and stored until shipped to
markets. Other materials, such as office paper and cardboard, will be directly bailed
and stored.
The Recycling Center will charge entities such as other government entities a
reasonable fee for processing, and pay a reasonable, market -determined rate to the
other governments for their commodities.

(5) Time frames
The Recycling Center will be on-line within 90 days of the awarding of the execution
of the grant agreement with the TNRCC. It will operate eight hours a day, five days a
week, twelve months a year.
(6) Records & Performance Measures
Thorough and accurate records will be kept on the program and reports will be made
as required to the TNRCC. Performance measures will be as follows:
(a) waste reduction: To be successful, the Recycling Center must process 6,000 tons
of recyclable material per year.
(b) participation: To be successful, the Recycling Center must process Blue Bags
collected from forty-five percent of Lubbock households, fifteen percent of
Lubbock businesses, five regional municipalities.
(c) efficiency: To be successful, the Recycling Center must be able to sort, bail, and
market a ton of recyclable material at a cost of less than $45 per ton.
(7) Uses & Markets
The materials processed at the Recycling Center will be sold directly to recycling
companies, such as Champion, ALCOA, Stone Container, etc..
(8) Integration
The Recycling Center will support such current City of Lubbock programs as the Blue
Bag Recycling Program, Cardboard Recycling Program, and Government Emtties
Workplace Recycling Program. The Recycling Center is intended to support programs
conducted by other organizations, such as the Community Action Network's drop-off
program at Texas Tech University, and other municipalities such as the City of
Wolfforth. Both entities have expressed interest in utilizing the proposed facility.
(9) Promotional & Educational Campaign
As with its other environmental programs, the City of Lubbock will implement an
extensive public education campaign. The Recycling Center will include a meeting
room called the Environmental Training Room. The room will be designed for
environmental presentations, workshops, and meetings. The room will be available for
civic group meetings, as well as other City of Lubbock functions. The room will
feature an environmental library, complete with books, magazines, and journals.
Tours of the facility will compliment functions that are held in the room.
In addition to the operation of the Environmental Training Room, public education for
the Recycling Center will include the following:
(a) brochures: informing area governments, residents, and businesses, of the
services and rates offered by the Recycling Center.
(b) posters: will be distributed in to area schools, businesses, and government
offices stressing the importance of Reducing, Reusing, and Recycling
(c) presentations: educational programs will be presented to the neighborhood
associations, governing bodies, and civic groups stressing the need for recycling
and informing of the services offered by the Recycling Center.

(d) videos: educational videos will be produced demonstrating the need for
recycling, the capabilities of the Recycling Center, and the end -uses for the
materials processed there. The videos will be shown to area governing boards,
school groups, the neighborhood associations, and civic groups.
(e) letters: will be sent to area governing boards encouraging them to implement or
expand recycling programs in their areas and use the Recycling Center to process
the materials collected.
(f) consultations: Recycling Center staff members will offer free consulting
services to area businesses, governments, neighborhoods associations, etc., that
are interested in establishing recycling programs.
(10) Other Considerations
It is anticipated that once the City of Lubbock has control over the marketing of the
recyclable materials it has collected, we will be in a stronger position to band together
with other West Texas communities to market our commodities more cooperatively.
D. Conclusion
For several years the City of Lubbock has worked in cooperation with the private sector to
make recycling happen. At this point, local private sector entities have demonstrated an
inability to meet the City's needs. Today, there is only one reclaimer in Lubbock that is
set up to process all of the materials the City of Lubbock collects. In a recent bid process,
that company and two other prospective reclaimers submitted bids that were beyond the
City's financial resources (more than double the price that Lubbock is currently paying).
In order to better able the City of Lubbock, and other South Plains communities, to operate
efficient and effective recycling programs, the City of Lubbock proposes another
alternative: to own and operate its own processing facility. The TNRCC could assist the
City in its efforts by funding some of the initial equipment purchases. Helping with these
set up costs will enable the City of Lubbock to continue to provide sound recycling options
for the people of Lubbock and extend some of those options to the rest of the South Plains.

unable to handle the volume they receive. Another vendor on the South
Plains would allow for expansion of recycling efforts far beyond the City
of Lubbock.
In addition, the proposed educational component to the recycling center is
very important to us, as I am sure it will be to the community. Once
operating, the Recycling Center could potentially provide sorting and
bailing services for Texas Tech's recyclables. Our materials could then be
marketed together, in a more cooperative fashion. I support your efforts
to increase services, both quantity and quality, for the citizens of the
South Plains.

The City of Wolfforth is very supportive of your efforts to
develop the proposed City of Lubbock Recycling Center. We
agree that there are not enough processing centers for
recyclable materials here on the South Plains. By operating
its own facility, the City of Lubbock will increase both the
recycling awareness in the area and the marketability of
materials collected.
Since the City of Wolfforth has an Interlocal Agreement with
the City of Lubbock, that includes recycling services, the
Recycling Center is of great interest to us.
A Recycling Center located in the City of Lubbock should be
beneficial to all the South Plains.
