RESOLUTION
WHEREAS, the City Council has heretofore established Rules and Order
of Business for the City Council; and,
WHEREAS, the City Council has determined that it would be in the best
interest to make the changes indicated below pertaining to the rules of procedure;
NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Rules and Order of Business for the City Council„ City of Lub-
bock are hereby amended to read as follows:
Amend 4. 5 Agenda, to read: "The order of
business of each meeting shall be contained in
the Agenda prepared by the City Manager. The
Agenda shall be a listing by topic of subjects to. be
considered by the Council and shall be delivered to
members of the Council each Monday preceding the
Thursday meeting to which it pertains. The same
date of delivery shall be made of agendas prepared
for Wednesday meetings to consider zone cases. "
Amend 4. 6 Agenda Deadline, to read: "Any per-
son desiring to present a subject for the Council's
consideration shall advise the City Manager's of-
fice of that fact not later than 5 p. m. on the Friday
preceding the Wednesday or Thursday meeting at
which he wishes the subject to be considered. In the
event of a regular or special meeting held on another
day of the week, the rt^quest must be made no later
than four days preceding the Council meeting in order
to comply with the State law as to notice. "
"The City Manager, with the concurrence of the Mayor,
shall reject all requests to be placed on the agenda and
appear before the Council when the subject matter to be
discussed is outside the jurisdiction of the City Council,
such as, but not limited to, matters presently the subject
of litigation or prosecution, matters pending before any
board or commission of the City, or any matter which may
be within the administrative realm of the City Manager.
The person denied a place on the agenda may appeal to the
Council and an appearance may be granted upon the unanimous
consent of the full Council, with such appearance to be
scheduled for a subsequent meeting of the Council.
Any member of the Council may, before the agenda
deadline, request that an item be placed on the agenda
if such subject matter is within the limits set out above.
Any person who wishes to address the Council and
submit reports or statements which do not require Council
action may be heard upon unanimous consent of the Council.
The above rules shall not prevent any person from
being heard who appears in response to an official
notice of a public hearing. "
