WHEREAS, the Emergency Employment Act of 1971 has made funds
available to municipalities through the Manpower Administration of the U. S.
Department of Labor for public service employment; and,
WHEREAS, a total program has been made available to the City of Lub-
bock in the amount of $47, 777. 00 with a grant in the amount of 90% of such total
and 10% to be contributed by the City of Lubbock by means of in kind services or
cash; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to
execute for and on behalf of the City of Lubbock an application for initial funding
for public service employment in the sum of $9, 556. 00 which be funded by a
grant in the amount of $8, 600. 00; and, further that the Mayor be authorized to
execute an application for a grant for full funding of the total program with the
grant amount to be $34, 400. 00.

APPLICATION FOR INITIAL FUNDING
Emezgtney Employment Act of 1971
NANS OF APPLICANT
City of Lubbock
Application is hereby made for financial assistance under the Emergency Employment Act of 1971 (F. L. "92-54), to
provide unemployed and underemployed persons with transitional employment In needed public services. Funds re-
ceived under this application will be used to plan a prograrn vehieh is consistent with the p=posses and provisions of
P. L. 92-54; and to emplay an initial comrpleruent of participants in public service jobs within the area described
below.

The amount of fund; requested in this application does not exceed 15 percent of the applicant':: total apportionment
of funds under Section 9(2) (1) of P. L. 92-54, as published in the Federal Register. Not less than 85 percent of the
funds received under this initial application will be used for wages and employment benefits for unemployed and
tmd,-�remployed persons within the area covered by the applicatim% The number of jobs requested in this application
does not exceed 25 percent of the planned total number of jobs to be prvvieed under the total allocation of funds.
The balance of the funds thcll be us-d for planning and administering the program. A summary of the funds request-
ed, horn they will be distributed and the initial jobs to be established, is attached.
The applicant agrees to plan and conduct its program in accordance with the regulations promulgated by the Secre-
tary of Labor (29 CFR SS) for the Emergency Employment programs under P. L, 92-54. In particular, the applicant
hereby makes the assurances as required by Section S5.6 of the regulations.
The amour-t of funds requested does not exceed 90 percent of the total cost of carrying out the program proposed ar
the application and the applicant agrees to provide the remaining 10 percent is accordance with Section 55.16 of the
regulations.
The applicant agrees to submit an applicaticn for the remainder of the funds apportioned for his area under Section 9
(a) (1) of the Act within 30 days after the approval of this initial application. The applicatim will be prepared and
submitted in accordance w.qh instructions provided by the Secretary of Labor.
The applicant certifies that he has authority to receive, expend, distribute, and grant funds for the purposes con-
tained in the attached Program Summary.
The applicant warrants that he has the authority by statute, on will have authority by agreement, to require the sub-
agents and employing agencies receiving funds, to adhere to conditions and requirements established for the use of
the funds granted under P. L. 92-54.

Dear Bill:
As a result of House and Senate action last week, Congress has
approved an appropriation of $1 billion for emergency unemploy-
ment relief to the states, cities, and local communities.
Since Texas is not one of the states where unemployment is
considered to be heavy, the bill will have only minor impact
in most areas of Texas. I am attaching a copy of the author-
ization act which is the basis for the $1 billion appropriation
which has been made.
Section 5 of the authorizing legislation provides $750 million
of which $600 million is allocated on the basis of a formula
and $150 million is to be made available as the Secretary of
Labor deems appropriate.
Section 6 of the authorizing legislation provides $250 million
for areas of substantial unemployment --that is, areas where
unemployment has been equal to or in excess of 6 percent.
In connection with the funds available under Section 5, the
.Department of Labor has worked out a formula for allocation of
the $600 million which indicates that Texas would have an
entitlement of $11,780,000. During consideration of the
appropriation bill I voted for an amendment which would have.
doubled this entitlement, but it was defeated by a vote of
212-172.
In order to participate in this program, cities of more than
75,00.0. will make application through the mayor or through some
other local government agency. It is anticipated that'the
applications for cities and counties under 75,000 will be made
by the local communities through the Governor to the Department
of Labor.

It should be pointed out that there are about 5 million,::
unemployed people in the country, and it is estimated that
perhaps not more than 150,000 would probably secure employ-
ment through this legislation. Under these circumstances
it is evident that this bill, insofar as relieving unemploy-
ment is concerned, could not be characterized as more than
"a drop in the bucket."

I am fearful that this program will not be too workable.
In fact, I am very fearful that a mistake has been made in
authorizing such a program. Nevertheless, we have it, and
I felt our area should be aware of the program and should be
in a position to take appropriate steps. As indicated, ;...
applications would be made directly to the Department of
Labor in Washington, D. C., except in those instances where
the application would be made to the Department through the
Governor of the state.
