IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock BE and is hereby authorized and directed
to execute for and on behalf of the City of Lubbock a Grant Application and related documents for
State and Federal Assistance for the South Plains Regional Narcotics Task Force and that the City
Council hereby agrees to a cash match of $112,998.00 from the City to fund 34% of the Project, as
required by the State of Texas in order to be eligible to receive such State and Federal Assistance.

AGENDA ITEM SUMMARY
ITEM #/SUBJECT:
Consider a resolution authorizing the City Manager to
approve an application for a State administered, Federally
funded grant for the continuation of the South Plains
Regional Narcotics Task Force.
BACKGROUND/DISCUSSION:
The grant application is being made in conjunction with the
Governor's Anti -Drug Abuse Program. The 52 law enforcement
agencies represented in the South Plains region cover some
10,000 square miles and are responsible to approximately
340,000 people located in 11 counties. Narcotic trafficking
on the South Plains should be considered multi -
jurisdictional with the success of each individual law
enforcement agency in its operation having a direct effect
on criminal activity in neighboring jurisdictions. Illegal
narcotic trafficking is a regional program requiring
regional coordination.
The citizens of the 11 county region, including the City of
Lubbock, would greatly benefit from this program. By
identifying transient narcotic dealers and coordinating
efforts to monitor their activities, the program will
facilitate an effective impact on the narcotic problem in
the 11 county region.
The South Plains Regional Narcotics Task Force currently
consists of six Lubbock Police Officers. Two of these
officers work in conjunction with other agencies throughout
the region on "gang" narcotics activity.
While these officers work on "gang" related narcotics
activity, their duties are not limited to this function.
They will also assist the remaining four members of the Task
Force who concentrate on general narcotic activity within
the South Plains Region.
Further, the Task Force will maintain an effective
communications network with local jurisdictions concerning
criminal violator activity. This approach will be promoted
by an effective coordination of enforcement priorities and
an efficient violator apprehension program working closely
with the Drug Enforcement Administration, Department of
Public Safety, and County and City law enforcement agencies.
The unit would also lend investigative support to local
jurisdictions.
The grant application is to be received by the Governor's
Office, Criminal Justice Division, no later than 5 p.m.
March 15, 1994. Awards for the grant have been set for June
1, 1994. The total request for funding is $332,348 with the
City's contribution being $112,998. This is the required
34% match for the total grant and will come from our seized
asset funds.
To assure compliance with the requirements of the program,
each participating agency must sign an Interlocal Agreement
with the City of Lubbock.

regional effort among rural and urban law enforcement agencies to enhance

The South Plains Regional Narcotics Task Force serves a largely rural area
made up of small towns and cities. Without the South Plains Regional
Narcotics Task Force, the areas do not have the fiscal means, the manpower,
or the expertise to address the growing narcotics problems in their areas.

JOB DUTIES
SERGEANT: Acts as a field commander of the unit, coordinating
investigations, confidential informants and funds. Supervises four
investigators, secretary and an intelligence analyst in addition to
conducting his own investigations. Also, coordinates intelligence
gathering and liaison between the unit and other agencies. one sergeant
also collects and disseminates intelligence information concerning gangs
and gang activity.
CORPORAL: Conducts the same duties as the rank of officer, but also
assumes the sergeants' duties in his absence.
OFFICER: Conducts investigations and intelligence gathering through
undercover activities and confidential informants. Coordinates his
investigations and assists as needed with other unit activities.

City of Lubbock Travel Policy:
The City of Lubbock's travel policy states that a maximum of $25.00
per day, per person, will be allowed for meals. Other expenses such as
lodging is based on actual cost. All expenses require documentation. The
unit, through transfers and promotions, has three vacancies. These will be
filled and the new officers will have to be trained. This need for
training accounts for the increased training and travel budget for this
grant period.

Program Narrative

1. Problem Statement
The South Plains Regional Narcotics Task Force (S.P.R.N.T.F.) is based in
Lubbock, Lubbock County, Texas, and serves eleven counties in the South
Plains region. The most significant problems that the SPRNTF addresses is
the inability of rural towns and counties to effectively combat the drug
problem within their jurisdictions. Smaller agencies lack the resources
and training to effectively investigate and enforce the drug laws within
their communities. The SPRNTF provides these resources and expertise for
these agencies. Besides training and the fiscal resources, SPRNTF provides
the necessary manpower for covert operations, which are impossible for the
smaller agencies to conduct within their communities.
The South Plains Regional Narcotics Task Force serves the following
counties in the South Plains Region; Bailey, Crosby, Dickens, Floyd, Garza,
Hale, Hockley, Lamb, Lubbock, Lynn and Motley. The population in this
region of the South Plains is approximately 348,000 people within an area
of 10,200 square miles. Within these. counties are approximately 50
separate law enforcement agencies. The city of Lubbock serves as the hub
for most of the drug trafficking in this region. The city of Lubbock,
itself, has a population of approximately 200,000 people. Drug traffickers
fan out from Lubbock and supply many of the rural communities in the South
Plains.
Marijuana and Cocaine, especially "Crack" Cocaine, are the major drug
problems within our region. The SPRNTF consistently seizes more of these
drugs -and makes more arrests for these drugs. Resources and training are
once again the reasons the SPRNTF is needed to deal with these problems.
The SPRNTF enjoys and excellent working relationship with the DEA and DPS
in our region. DEA targets the larger drug traffickers, which for the most
part are not located in the rural areas. DEA will assist the SPRNTF
whenever asked and will become directly involved when larger quantities of
drugs are involved.
The SPRNTF acts as a central repository for intelligence information
regarding drug traffickers in our region. The SPRNTF has the computer
facilities necessary to maintain and update this information that the rural
communities do not have.
The SPRNTF and DPS target "street level" and "mid -level" drug traffickers.
For the most part, the SPRNTF and DPS are the only organizations targeting
the smaller drug dealers in our region. The SPRNTF's and DPS's basic
duties and responsibilities often overlap. However, through cooperation
and communication we don't duplicate efforts. We usually assist each other
in these investigations often times exchanging intelligence information and
combining manpower to bring a successful end'to these joint investigations.

2. Historical Data
During the fiscal years 1989-1990, 1990-1991, 1991-1992, and 1992-1993, the
South Plains Regional Narcotics Task Force has made a total of 899 arrests
for drug violations. Of that total, 743 or 83% of the arrests were for
cocaine, crack or marijuana violations. During that period, there was
approximately 20.5 pounds of cocaine and crack seized. Approximately 545
pounds of marijuana was seized. "Crack" cocaine, which is included in the
figures above, is an illicit drug that has increased in availability
dramatically over the past four years. In fiscal year 1989-1990, the South
Plains Regional Narcotics Task Force arrested 81 people. Seizures of
"crack" cocaine have increased 200% since fiscal year 1989-1990. Marijuana
violators have consistently maintained a high percentage of arrests and
seizures throughout this four year period.
During the four year period, 1989-1990, 1990-1991, 1991-1992, 1992-1993,
the SPRNTF has conducted 742 investigations within our eleven county
region. Of that number, 554 cases were conducted within Lubbock County
which contains two thirds of the total population of our eleven county
region. The remaining 188 investigations were conducted outside of Lubbock
County.
3. Proposed Project Activities
(A) Assist rural law enforcement agencies in the investigation and
elimination of illicit drug activities within their communities.
This goal will be accomplished through covert operations by
SPRNTF, in cooperation with these local agencies, by providing
resources and equipment. SPRNTF will provide intelligence
information to these rural agencies. SPRNTF will assist these
rural agencies in gathering intelligence about the drug
activities in their communities. Through the interaction between
SPRNTF and the smaller agencies, on-the-job training is provided
for personnel in these rural agencies.
(B) Target, investigate and arrest drug violators and seize assets used in
the commission of illegal drug activity.
This goal will be accomplished through covert investigations;
utilization of informants to purchase drugs and gain entry into
illicit drug operations; gathering and sharing intelligence with
law enforcement agencies within the region and those outside our
region; working with DEA, DPS, and other law enforcement agencies
as a team on drug problems within our region.
C) Assist those individuals who need and desire drug rehabilitation help.
This is accomplished by encouraging those individuals to seek
rehabilitation and then referring them to the proper
rehabilitation agencies.

4. Proposed Evaluation Design
The SPRNTF is evaluated by the Project Director, the Chief of Police for
the City of Lubbock and the Criminal Justice Division of the State of
Texas. The evaluations are based for the most part on statistical data
reported to C.J.D. such as arrests, drug seizures, and property seizures.
Feedback and impact from the other agencies we serve will be another
evaluation tool for SPRNTF. Their satisfaction or dissatisfaction is very
important in the evaluation process. The Project Director will continue to
analyze cost and resource allocation to ensure that money and resources are
deployed in an efficient manner.
Keeping in mind the SPRNTF is made up of only six officers, statistical
evaluation with regard to statistical data should provide a positive
insight regarding the cost/value relationship. The SPRNTF has maintained
its size throughout its existence. Over the past grant year, the SPRNTF
has continued and will continue to provide efficient and professional
narcotics enforcement even during times of ever tightening budget
constraints.
DESIGNATION OF GRANT OFFICIALS
CJD rules require that three persons be designated to the positions of Authorized Officlai, Project Director,
and Financial Officer for the purposes of administering a grant. The Project Director and the Financial
Officer may not be the same person but, under extenuating circumstances, one person may otherwise fill
two positions. In accordance with the criteria anti definition of responsibilities set forth in the Financial
and Administrative Requirements section of the CJD Grant Application and Administration Guidelines
governing submission of this application, the following designations are made:
