HomeMy WebLinkAboutResolution - 061671A - Creation Of Citizens Grievance Commission - 06_16_1971OL2/(o7/4 RESOLUTION ESTABLISHING A CITIZENS= GRIEVANCE COMMISSION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: 1. THAT a Special Commission BE and is hereby created which shall be known and designated as Citizens Grievance Commission. 2. THAT said Commission shall be composed of twelve (12) members who shall be appointed by the City Council and shall serve for a period not to exceed ninety (90) days. 3. THAT the function and purpose of the Commission shall be to receive any and all factual, specific information and/or incidents involving grievances of any citizen of the City of Lubbock. Said Commission shall be and is hereby authorize to hear any and all testimony appearing voluntarily before it. 4. THAT the meetings of said Commission shall be at a place or places and at such time to be determined by the Commission, provided however, that all meetings shall be open to the public. 5. THAT the Commission shall be and is hereby authorized to appoint itts own Chairman and determine it=s own rules of procedure, but in no event shall any decision or report be made without a quorum present and it is hereby declared that at least seven (7) members of said Commission shall be necessary to constitute a quorum. 6. THAT the City Manager is hereby authorized and directed to provide the Commission with the necessary supplies and aid to properly perform it=s functions and purpose. 7. THAT the Commission is hereby requested to present to the City Council a written report on all factual information gathered, together with documentation, at any time but ,in no event shall such report be presented after a period of ninety (90) days from the date of the passage of this Resolution. It is hereby declared bS the City Council that time is of the essence for a factual report to be tendered to the City Council in order that such report may be duly considered by the City Council to determine what action, if any, may be necessary. It is further request by the City Council of each and every member of the Commission that neither the Commission as a whole nor any individual member or members shall release to the media its, his, her or their opinions or conclusions prior to a full and complet report of the Commissions findings to the City Council. Provided, however, that this is not to be construed that it is the intent of the City Council that any qualified member of the media be excluded from any hearing which may be held by the Commission.
