WHEREAS, the City Council has determined that it is in the best in-
terest of all the citizens .of the City of Lubbock to take maximum advantage
of the natural beauty of the Yellowhouse Canyon by fusing recreation activitie 3,
open space, working areas, living areas, and a bit of nature into a pleasing
and functional environment; and,
WHEREAS, in order to realize the goal the City of Lubbock will en-
deavor:
A. To provide recreation areas and facilities within the Yellowhouse Canyon
B. To conserve and make efficient use of existing and future water resource.
C. To promote compatible land uses which provide the greatest and most
efficient contact between people and Canyon.
D. To insure a complementary relationship between the Canyon and
land uses; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council does hereby establish as its planning policies
for the Yellowhouse Canyon, the following:
A. In order to provide recreation areas and facilities within the Yellowhous
Canyon, the City of Lubbock shall:
1. Establish an area of open space utilizing Yellowhouse Canyon and its
natural topographical features to the fullest extent.
2. Secure all sources of funding to finance the open space, water con-
servation and recreation features in the Canyon.
3. Provide areas for a variety of recreation activities.
4. Utilize reclaimed water for water -based recreation activities.
B. In order to conserve and make efficient use of existing and future water
resources, the City of Lubbock shall:

2. Store reclaimed water in a series of impoundments in Yellowhouse
Canyon,

of park areas.
In order to promote compatible land uses which will provide the greatest
and most efficient contact between people and Canyon, the City of Lubbock
shall:
1. Give first priority to the development of residential areas and support
ing facilities adjacent to the Canyon„ Other uses may be considered
only if residential uses are found to be unfeasible. Adjacent land is
defined as all land lying between the Canyon Lakes Park boundary and
the nearest major barrier.
2. Give second priority to selected commercial and recreational land
uses adjacent to the Canyon, encouraging these uses to orient their
structures toward 9.nd integrate their activities with the Canyon Lakes
Park. Selected commercial and recreational land uses are those whit
will have a positive effect on the park and its activities.
3. Give third priority to selected industrial land uses adjacent to the
Canyon, encouraging architectural and landscaping features to increa
compatildity. Selected industrial land uses are those which will have
a positive effect on the park and its activities.
In order to insure a complementary relationship between the Canyon and
urban land uses, the City of Lubbock shall:
1. Clean and rehabilitate Yellowhouse Canyon in order to attract land
uses which will benefit from and add to its beauty.
2. Halt all pollution of Yellowhouse Canyon.
3. Enact additional ordinances and controls to insure that all land uses
adjacent to the Canyon will complement the aesthetic quality of the
Canyon.
4. Adopt a land use plan which will= reflect development policies. The
following guidelines shall be used when considering changes to the
adopted land use plan:
No land use change shall be granted which does not agree
with stated policies and objectives unless such policies
and objectives are changed in order to better accomplish
the stated goal.
