RESOLUTION
WHEREAS, the City Council, under Technical Assistance Grant
Project # 08-6-09314 which was received from the Economic Development
Administration,has been authorized to hire personnel to accomplish such
program, NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Citizens Advisory Commission for Long Range Rehabili-
tation BE and is hereby authorized to hire Dr. Robert Amason as Staff
Director of such project and the Staff Director is hereby authorized to fill
the positions of Assistant Director, Administrative Assistant, Secretary
and Stenographer, as provided in this grant.
THAT the Mayor of the City of Lubbock BE and is hereby authorize4
to execute for and on behalf of the City of Lubbock an agreement between
the City of Lubbock and Dr. Robert Amason providing for contract for
service under EDA Technical Assistance Grant, attached herewith which
shall be spread upon the minutes of the Council and as spread upon the min
utes of this Council shall constitute and be a part of this Resolution as if
fully copied herein in detail.

CONTRACT FOR- SERVICES
UNDER
EDA TECHNICAL ASSISTANCE GRANT
THIS Agreement entered into between the City of Lubbock hereinafter called
CITY and Dr. Robert Amason hereinafter called Director for the purpose of instituting
a project entitled "Technical Assistance to Fund Economic Redevelopment of Lubbock,
Texas, Damaged by a Tornado, " as authorized by a Grant from the Economic Develop-
ment Administration to the City of Lubbock.
WITNESSETH
WHEREAS, the City of Lubbock has applied for and received.from the Edo
nomic Development Administration a Grant for the purpose of reducing unemploy-
ment and underemployment in tornado damaged Lubbock; and
WHEREAS, the City of Lubbock as Grantee desires to contract with the Di-
rector for the administering and providing of plans called for in such project for the
reason that the Director by reason of a professional skill and experience has been
determined as best suited for accomplishing the project goals;
NOW THEREFORE, the City of Lubbock and the Director do hereby contract
and agree as follows:
1. The Director agrees to perform the services and employ the personnel
provided in the application for this Grant and other such personnel as
.., may be needed by the Director to fulfill the requirements of the Grant
offe r.

2. The City agrees to pay the Director an annual salary of $18, 000. The
Director may hire the following personnel, upon prior approval of the
City Council, at annual salaries not to exceed those shown opposite
the particular position:
Assistant Director ........... $ 12,000
Administrative Assistant........ 10,000
,'.. Secretary .......................6,000
Stenographer ...................A,000
The salaries of the Director and other personnel shall be paid in the
manner shown in paragraph 4 below.
3. The Director agrees that the funds provided under this Grant shall be
used for the purposes stated in the Grant offer and for no other purpose.
4. Payment shall be made to the Director in the following manner. Month-
ly payments shall be made to the Director and staff personnel after an
itemized statement of expenses has been submitted to and approved by
b. the Chairman of the Citizens Advisory Commission. .
S. The City shall retain responsibility for the administration and super-
vision of the project funds and its responsibility shall not be impaired
nor diluted by this third party contract and the Director agrees that
he will comply with the requirements and obligations of the project
Grant as well as the terms of this Agreement.
6. The City shall make its records covering this project available to audit
by the Economic Development Administration and the Director and, in
turn, the Director will make records concerning this project open to,
audit by the City and the Economic Development Administration. '
7. This Agreement shall be in effect for the term of the project Grant and
any extensions thereof. If, through any cause, the Director fails to fulfill
