BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS:
WHEREAS, the City Council finds it in the best interest of the citizens of Lubbock that the
South Plains Regional Narcotics Task Force be operated for the 2004-2005 grant year; and
WHEREAS, the City Council has authorized the Mayor to apply for, accept, reject, alter, or
terminate the grant; and
WHEREAS, the City Council has agreed to provide the minimum matching percentage for the
said project as required by the Edward Byrne grant application (specifically, the sum of
$218,550.00); and
WHEREAS, the City Council has agreed and hereby gives assurances that in the event ofloss or
misuse of the Criminal Justice Division Funds such funds will be returned to the Criminal Justice
Division in full; and
WHEREAS, the City Council has agreed that the Mayor will serve as the grantee's authorized
official. The authorized official is authorized to apply for, accept, decline, alter, or terminate the
grant on behalf of the applicant agency;
NOW THEREFORE, BE IT RESOLVED that the City Council approves submission of the
grant application for the South Plains Regional Narcotics Task Force to the Office of the
Governor, Criminal Justice Division.

AUTIIORJZES TIIE COUNTY JUDGE OF YOAKUM COUNTY TO ACT AS
THE COUNTY'S AUTHORIZED REPRESENTATIVE IN ALL MATI'ERS

On this 29th day of December, 2003 there came on and was held at the regular
meeting place, the Yoakum County Courthouse, an open meeting of the
Commissioners Court of Yoakum County, Texas, held pursuant to the provisions of
the Texas Open Meetings Act. (Local Government. Code chapter 551) there being a
quorum present and acting throughout the meeting, the following resolution was
formally submitted by motion and duly seconded for the consideration and action
of the meeting, to wit:
WHEREAS, The Commissioners Court of Yoakum County, Texas wishes to
approve an interagency agreement between the County of Yoakum and the City of
Lubbock with respect to a joint grant application with the Criminal Justice
Division of the Office of the Governor for the South Plains Regional Narcotics Task
Force and hereby authorizes the County Judge of Yoakum County to act as the
County's authorized representative in all matters pertaining to the County's
participation in the grant project; and
WHEREAS, it is in the public interest and welfare that said resolution be passed;
BE IT RESOLVED BY THE COMMISSIONERS COURT OF YOAKUM COUNTY, TEX.AS, that the Commissioners Court of Yoakum County, Texas approve an
interagency agreement between the County of Yoakum, State of Texas, and the City
of Lubbock, State of Texas, with respect to a joint grant application with the
Criminal Justice Division of the Office of the Governor for the South Plains
Regional Narcotics Task Force to combat narcotics and illegal substances
trafficking and hereby authorizes the County Judge of Yoakum County to act as the
representative in all matters pertaining to the County's participation in the grant
project. Be it further resolved, Yoakum County agrees to its matching funds of
$43,983.00; to be paid to the City of Lubbock.

BE IT RESOLVED BY THE COMMISSIONERS COURT OF LUBBOCK COUNTY, TEXAS:
On the 22nd day of December 2003, the Lubbock County Commissioners Court met and
unanimously adopted the following resolution:
THAT the County Judge of Lubbock County, Texas be and is hereby authorized and directed
to execute for and on behalf ofLubbock County, Texas a joint application with the City of Lubbock,
Texas for grant funding and related documents for the State of Texas, Office of the Governor,
Criminal Justice Division for the State and Federal assistance for the operation of the South Plains
Regional Narcotics Task Force to combat narcotics and illegal substance trafficking. Lubbock
County, Texas has agreed to provide a cash match of twelve thousand one hundred forty-four dollars
($12,144.00) to fund 25 percent oflnvestigator Brent Rose salary which totals forty-eight thousand
five hundred-seventy three dollars ($48,573.00), as required by the State of Texas in order to be
eligible to receive such State and Federal funding.

meeting place, the City Hall, an open meeting of the City Council of the City of Lamesa, Texas
held pursuant to the provisions of the Texas Open Meetings Act; (Local Govt. Code, Chapter
551); there being a quorum present and acting throughout the meeting, the following resolution
was formally submitted by motion and duly seconded for the consideration and action of the
meeting, to wit:
WHEREAS, the City Council of the City of Lamesa wishes to approve an interagency
agreement between the City of Lamesa and the City of Lubbock with respect to a joint grant
application with the Criminal Justice Division of the Office of the Governor for the South Plains
Regional Narcotics Task Force and hereby authorizes the City Manager to act as the City's chief
executive officer and authorized representative in all matters pertaining to the City's participation
in the grant project; and
WHEREAS, it is in the public interest and welfare that said resolution be passed;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAMESA,
TEXAS, that the City Council of the City of Lamesa hereby approves an interagency agreement
between the City of Lamesa and the City of Lubbock with respect to a joint grant application with
the Criminal Justice Division of the Office of the Governor for the South Plains Regional
Narcotics Task Force to combat narcotics and illegal substances trafficking and hereby authorizes
the City Manager to act as the City's chief executive officer and authorized representative in all
matters pertaining to the City's participation in the grant project. The City Council hereby agrees
to fund 25% of the Project, as required by the State of Texas in order to be eligible to receive
such State and Federal assistance; and
THAT in the event of loss or misuse of funds of the State of Texas, Office of the
Governor, Criminal Justice Division, provided pursuant to said joint application for grant funding,
this Council assures that the funds will be returned to the Criminal Justice Division.
Upon being put to a vote, the resolution was Passed, Approved, and Adopted this 15 1h day
of December, 2003 by a majority vote and ordered to be spread upon the minutes of the City
Council of the City of Lamesa, Texas and recorded in the resolution book thereafter.
