HomeMy WebLinkAboutResolution - 030371A - Approving Feasibility Of Relocation, Gaudalupe Tex A-14(C) Urban Renewal Area - 03_03_197103037/f}- RESOLUT ION RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LUBBOCK APPROVING THE FEASIBILITY OF RELOCATION FOR THE �GUADALUPE TEX A-14(C) URBAN RENEWAL AREA WHEREAS the Local Public ,Agency has prepared and submitted a :program for the relocation of families and individuals that may be displaced as a result of carrying out the Project in accordance with the Urban Renewal Plan; and WHEREAS there has also been presented to the Governing Body infor- mation and data respecting the relocation program which has been prepared by the Local Public Agency as a result of studies, surueys, and inspections in the Project area and the assembling and analysis of the data and informa- tion obtained from such studies, surveys, and inspections; and WHEREAS the members of the Governing Body have general knowledge of the conditions prevailing in the Project area and of the availability of proper housing in the locality for the relocation of families and individuals that may be displaced from the Project Area and, in the light of such know- Iedgm of local housing conditions, have carefully considered and reviewed such proposals for relocation; and WHEREAS the Governing Body of the Local Public Agency has approved said Relocation Plan; and WHEREAS there was presented to this meeting of the City Council of Lubbock, Texas, for its consideration and approval,,,a copy of a Relocation Plan for the GUADALUPE NDP project area consisting of 23 ,pages and 4 exhibits; and WHEREAS Title VI of the Civil Rights Act of 1964 prohibits discrim- ination on the basis of race, color or national origin under any program or activity receiving Federal financial assistance and Executive Order 11063 prohibits discrimination -on basis of race, color, creed, or national origin in sale, lease or other disposition of residential. property (including land intended for residential use) or in the use or occupany thereof: NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: 1. That it is hereby found and determined that the program for the proper relocation of families and individuals displaced in carrying out the Project in decent safe, and sanitary dwellings in conformity with acceptable standards is feasible and can.be reasonably and timely effected to permit the proper prosecution and completion of the Project.; and that such dwellings or dwelling units available are to be made available to such.displaced families and individuals are at least equal in number to the number of displaced families and individuals are not:: generallyless desireable in regard to public utilities and public and commercial facilities than the dwellings of the displaced families :and individuals in the project area, are available at rents or -prices within the financial means of the displaced families and individuals, and are reasonably accessible to their places of employment. 2. That the United States of America and the Secretary of Housing and Urban Development be, and they hereby are, assured of full compliance by the Local Public Agency with regulations of the Department of Housing Urban Development effectuating Title VI of the Civil Rights Act of 1964 and applicable Executive Orders. Body of the LPA; and WHEREAS there was presented to this meeting of the Governing body of the LPA, for its consideration and approval, a copy of a Relocation Plan for the GUADALUPE NDP project area consisting of 23 pages and 4 exhibits and a set of conditions under whlch.the LPA will make Relocation -Payments, -which ; set of conditions is set forth in the Relocation Plan; and WHEREAS Title VI of the Civil Rights Act of 1964 prohibits discrim- ination on the basis of race, color or national origin under any program or - activity receiving Federal financial assistance and Executive Order 11063 prohibits discrimination on basis of race, color, ereed,.or'national origin in sale, lease or other disposition of residential property (including land Intended for residential use) or in the use or occupancy thereof: NOW, THEREFORE BE IT RESOLVED BY THE !S.OARD.-OF'.COMMISSiONERS URBAN RENEWAL AGENCY OF THE,CITY OF_LUBDOCiC: = No Text
