RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Letter of
Approval to the Brazos River Authority with regard to the letting of the
construction contract for Lake Alan Henry Dam to Granite Construction Com-
pany, attached herewith, which shall be spread upon the minutes of the
Council and as spread upon the minutes of this Council shall constitute and
be a part of this Resolution as if fully copied herein in detail.
Passed by the City Council this 10th day of January > 1991.

Dear Larry:
The WATER SUPPLY AGREEMENT BY AND BETWEEN BRAZOS RIVER AUTHORITY
AND CITY OF LUBBOCK provides for the City's review of bids
received for any construction and approval of the letting of any
contract for such construction. The AGREEMENT also states that
bonds to finance construction will only be issued at the specific
request of the City.
Enclosed please find a summary of bids received by the Authority
for construction of Lake Alan Henry Dam and a copy of the Bond
Resolution by which our Board of Directors will authorize the
issuance and sale of bonds to finance construction of Lake Alan
Henry Dam. Also enclosed is a copy of a letter from Mr. Hobby
McCall to Mr. Robert Massengale, of your staff, which indicates
the necessary actions of the City Council regarding the approval
of the Authority's Bond Resolution. Approval by the City of the
Resolution attached to Mr. McCall's letter, will authorize the
Authority's Board to sell the bonds.
The construction bids have been reviewed by Freese and Nichols,
Inc. They have recommended that the contract be awarded to
Granite Construction Co., the lowest responsible bidder. This
recommendation has been considered by the Water Resource
Development Committee of the Authority's Board of Directors and
the Committee has recommended that the Board award the contract
to Granite Construction Co. pending approval of such action by
the Lubbock City Council.
In addition to documentation of official City Council action on
the Resolution supplied to Mr. Massengale by Mr. McCall, I am
requesting that you return one copy of this letter to me,

executed appropriately below, as an indication that the Lubbock
City Council does approve the letting of the construction
contract for Lake Alan Henry Dam to Granite Construction Co.
Please contact me if I need to provide additional information
with regard to this matter.
