HW:dw RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Planning Services Contract with Coffman Associates Inc. for a Master Plan for Lubbock International Airport, attached herewith, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. BOX 2000 to as the SPONSOR LUBBOC& TEXAS 79457 AND: COFFMAN ASSOCIATES INC. hereinafter referred to 11022 N. 28TH DRIVE SUITE 240 as the CONSULTANT PHOENIX, ARIZONA 85029 FOR THE PURPOSE of providing the following planning services: MASTER PLAN FOR LUBBOCK hereinafter referred INTERNATIONAL AIRPORT, LUBBOCK, TEXAS to as the PROJECT DO HEREBY, Mutually agree as follows: ARTICLE 1 - CONSULTANT'S SERVICES AND RESPONSIBILITIES 1.1 Employment of the Consultant. The Sponsor hereby agrees to engage the Consultant who in turn agrees to perform the technical and professional services necessary to accomplish the Project. Furthermore, it is expressly understood that the Federal Aviation Administration (FAA) has the right to approve the terms and conditions of this Agreement as well as the proposed scope and costs of the technical and professional services to be conducted as a part of the Project. In addition, this Agreement is contingent upon issuance of an FAA Grant for the purpose of providing the Federal share of the cost of the Project. 1.2 Scope of Services. The Consultant shall do, perform and carry out in a satisfactory and proper manner, as determined by the Sponsor, and FAA, the services generally outlined below and specifically indicated in Exhibit A - Scope of Services, attached and incorporated by reference hereto. 1.3 Notice to Proceed. The official notice to proceed will be issued by the Sponsor. The Consultant can proceed with work elements associated with this project prior to the issuance of a Notice to Proceed at his own risk if he so desires. The Sponsor will not be liable for claims for services performed until the official Notice to Proceed has been issued. -1- 1.4 Time of Performance. The services of the Consultant shall be undertaken and completed - in the sequence shown in Exhibit C - Project Schedule, attached and incorporated by reference hereto. Total time of performance shall not exceed twelve (12) months exclusive of governmental reviews and/or approvals. 1.5 Responsibility of the Consultant. The Consultant shall be responsible for the professional quality, technical accuracy and the coordination of all services provided by the Consultant under this contract. The Consultant shall, without additional compensation, correct or revise any errors or deficiencies in any documents prepared in association with this Project. 1.6 Responsibility of the Sponsor. The Sponsor shall cooperate with the Consultant by making a diligent effort to provide everything reasonably necessary for the Consultant to be able to provide its services, including all previous plans, drawings, specifications and design and construction standards; assistance in obtaining necessary access to public and private lands; legal, accounting, and insurance information required for various projects; necessary permits and approval of governmental authorities or other individuals; publication of public notices, transcripts and/or minutes of all meetings, and providing locations for committee and public meetings. 1.7 . Subcontracts. Parkhill, Smith & Cooper, Inc. will be a subconsultant to Coffman Associates for this project. At the time additional subcontracted services are anticipated, the Consultant shall notify the Sponsor of the nature of and need for such services and identify the proposed subcontracting firm. The Consultant must receive approval in writing from the Sponsor prior to utilization of a subcontractor. ARTICLE 2 - COMPENSATION AND METHOD OF PAYMENT 2.1 Compensation. It is expressly understood and agreed that the total compensation to be paid to the Consultant shall be a firm fixed price amount of One Hundred Thousand dollars ($100,000.00) for the services specified in Exhibit A - Scope of Services. Such sum shall constitute full and complete compensation for the Consultant's services, as identified in Exhibit B - Cost Summary, attached and incorporated by reference hereto. 2.2 Method of Pant. The Sponsor shall pay to the Consultant no more than the fixed price amount set out in Article 2.1 above. Payments shall be at monthly intervals subject to receipt of requisitions for payments from the Consultant specifying that he has performed the work and is entitled to the amount requisitioned under the terms of this Agreement. 2.3 Consultant Responsibilities for Compensation. The Consultant shall prepare monthly invoices and progress reports which clearly indicate the progress to date and the amount of compensation due by virtue of that progress. All requisitions for payment shall be for work completed unless otherwise agreed to by the Sponsor. 2.4 Sponsor Responsibilities for Compensation. The Sponsor agrees to pay the Consultant's invoices net upon receipt. At no time will payment of requisitions exceed thirty (30) days from the date of receipt of the invoice without notification to the Consultant. It is expressly understood that -2- the payment process outlined above builds in provisions for the Consultant to carry Project costs for no more than sixty (60) days to minimize interest overheads and provide more planning man-hours for each Project dollar. It is also expressly understood that the Sponsor has the right to withhold payment on any invoice if he feels that the Consultant has not performed, the requisi- tioned work efforts in a satisfactory manner. If the Sponsor does decide to withhold payments to the Consultant for any reason, he must provide written notification and an explanation to the Consultant within ten (10) days of the date of the invoice. ARTICLE 3 - CHANGES TO THE SCOPE OF SERVICES The Sponsor may, at any time, and by written order, make changes in the services to be performed under this Agreement. If such changes cause an increase or decrease in the Consultant's cost or time required for performance of any services under this contract, an equitable adjustment shall then be made and the contract shall be modified in writing accordingly. Any claim of the Consultant for adjustment under this clause must be submitted in writing within thirty (30) days from the date or receipt by the Consultant of the notification of change. No services for which an additional cost or fee will be charged by the Consultant shall be furnished without the prior written authorization of the Sponsor. ARTICLE 4 - TERMINATION OF THE AGREEMENT The Sponsor may, by written notice to the Consultant, terminate this contract in whole or in part at any time, at its sole discretion with or without cause. Upon receipt of such notice, the Consultant shall: (1) immediately discontinue all services affected (unless the notice directs otherwise) and (2) deliver to the Sponsor all data, drawings, reports, estimates, summaries and such other information - and materials as may have been accumulated by the Consultant in performing this contract, whether .completed or in process. Upon termination of this agreement by the Sponsor, Consultant shall be paid the reasonable value, based on Exhibit B, of all work satisfactorily performed by the Consultant prior to termination. ARTICLE 5 - ASSURANCES 5.1 Compliance with Regulations. The Consultant shall comply with the Regulations relative to nondiscrimination in federally assisted programs of the Department of Transportation (hereinafter, DOT) Title 49, Code of the Federal Regulations, Part 21, as they may be amended from time to time, (hereinafter referred to as the Regulations), which are herein incorporated by reference as a part of this contract. 5.2 Nondiscrimination. The Consultant, with regard to this work performed during the con- tract, shall not discriminate on the grounds of race, color, or national origin in the selection and retention of subcontractors, including procurements of materials and leases of equipment. The -3- Consultant shall not participate either directly or indirectly in the discrimination prohibited by Section 21.5 of the Regulations in any employment practices. 5.3 Solicitations for Subcontractors, Including Procurements of Materials and Equipment: In all solicitations either by competitive bidding or negotiation made by the Consultant for work to be performed under a subcontract, including procurements of materials or leases of equipment, each potential subcontractor or supplier shall be notified by the Consultant of the Consultant's obligations under this contract and the Regulations relative to nondiscrimination on the grounds of race, color, or national origin. 5.4 Sanctions for Noncompliance. In the event of the Consultant's noncompliance with the nondiscrimination provisions of this contract, the Sponsor shall impose such contract sanctions as it, or FAA may determine appropriate, including, but not limited to --_ (a) withholding of payments to the Consultant under the contract until the Consultant complies and/or (b) cancellation, termination, .or suspension of the contract, in whole or in part. 5.5 Information and Reports. The Consultant shall provide all information and reports required by the Regulations and directives issued pursuant thereto and shall permit access to its books, records, accounts, other sources of information, and its facilities as may be determined by the Sponsor or FAA to be pertinent to ascertain compliance with such Regulations, orders, and instructions. Where any information required of a Consultant is in the exclusive possession of another who fails or refuses to furnish this information, the Consultant shall so certify to the Sponsor or FAA as appropriate, and shall set forth what efforts it has made to obtain the information. 5.6 Incorporation of Provisions. The Consultant shall include the provisions of the above paragraphs 5.1 through 5.5 in every subcontract, including procurements of materials and leases of equipment, unless exempt by the Regulations or directives issued pursuant thereto. The Consultant shall take such action with respect to any subcontract or procurement as the Sponsor or FAA may direct as a means of enforcing such provisions including sanctions for non-compliance. Provided, however, that in the event the Consultant becomes involved in, or is threatened with, litigation with a subcontractor or supplier as a result of such direction, the Consultant may request the Sponsor to enter into such litigation to protect the interests of the Sponsor and, in addition, the Consultant may request the FAA to enter into such litigation to protect the interests of the United States. 5.7 Disadvantage Business Enterprise (DBE) Assurances. It is the policy of the Department of Transportation (DOT) that disadvantage business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds, if any, under this Agreement. The Consultant agrees to ensure that disadvantage business enterprises as defined in 49 CFR Part 23 have the maximum opportunity to participate in the performance of contracts and subcontracts financed in whole or in part with any Federal funds provided under this Agreement. In this regard, the Consultant shall take all necessary and reasonable steps in accordance with 49 CFR Part 23 to SI ensure that disadvantage business enterprises have the maximum opportunity to compete for and perform contracts. The Consultant shall not discriminate on the basis of race, color, national origin, or sex in the award and performance of DOT -assisted contracts. 5.8 Examination of Records. The Consultant agrees that duly authorized representatives of the Sponsor or the Comptroller General of the United States shall, until the expiration of five (5) years after final payment under this contract, have access to and the right to examine any directly pertinent books, documents, papers, and records of the Consultant involving transactions related to this contract. 5.9 Ownership of Documents and Other Data. Original documents, such as tracings, plans specifications, maps, basic survey notes and sketches, charts, computations, and other data prepared or obtained under the terms of this Agreement are instruments of service and generally should remain in the property of the Consultant unless otherwise agreed to by both parties. Reproducible copies of the drawings and copies of other pertinent data will be made available to the Sponsor upon request. An original set of reproducible drawings (Airport Layout Plan Set) will be provided to the Sponsor at the completion of the project. ARTICLE 6 - SUSPENSION OF WORK The Sponsor may order the Consultant, in writing, to suspend all or any part of the work for such period of time as he may determine to be appropriate for the convenience of the Sponsor. If the performance of all or any part of the work is, for any unreasonable period of time, suspended or delayed by an act of the Sponsor in the administration of this contract, or by its failure to act within the time specified in this contract (or if no time is specified, within a reasonable time), an adjustment shall be made for any increase in cost of performance of this contract necessarily caused by such unreasonable. suspension or delay, and the contract modified in writing accordingly. However, no adjustment shall be made under this clause for any suspension or delay to the extent (1) that performance would have been suspended or delayed by any other cause, including the fault or negligence of the Consultant, or (2) for which an equitable adjustment is provided for or excluded under any other provision of this contract. ARTICLE 7 - INTERESTS AND BENEFITS 7.1 Interest of Consultant. The Consultant covenants that he presently has no interest and shall not acquire any interest, direct or indirect, which would conflict in any manner or degree with the performance of services required to be performed under this Contract. The Consultant further covenants that in the performance of this Contract, no person having any such interest shall be employed. 7.2 Interest of Members of Sponsors and Others. No officer, member or employee of the Sponsor and no member of its governing body, who exercises any functions or responsibilities in -5- the review or approval of the undertaking of carrying 'out of the services to be performed under this Contract, shall participate in any decision relating to the contract which affects his personal interest or have any personal or pecuniary interest, direct or indirect, in the Contract or the proceeds thereof. ARTICLE 8 - ASSIGNABILITY The Consultant shall not assign any interest in this contract, and shall not transfer any interest in the same without the prior written consent of the Sponsor thereto: provided, however, that claims for money due or to become due to the Consultant from the Sponsor under this contract may be assigned to a bank, trust company, or other financial institution without such approval. Notice of any such assignment or transfer shall be furnished promptly to the Sponsor. IN WITNESS WHEREOF, the Sponsor and the Consultant have executed this AGREEMENT as of the date first written. Guidelines provided by the City of Lubbock and those drawn from the FAA will be integrated into the Scope of Work. Draft copies of the work program will be typed, printed and delivered to the City of Lubbock for comments. The final product of this task will be the Scope of Work which will be attached and made a part of the project contract documents. Charts of the project work flow will also be included. Each task to be performed will be evaluated to estimate the number of man -days necessary to accomplish the work efforts and the cost per man -day based on the billing. classifications of the planning professionals assigned. Expenses for travel, subsistence, materials, computer time, repro- duction and printing, and miscellaneous study -related costs will also be estimated. When estimated man -days have been established, they will provide input to the development of a project schedule iden- tifying allowable time frames for major phases of the study. This schedule will also identify mile- stones at which time each element will be submitted to the City of Lubbock. A detailed element - by -element itemization of project man -days and costs with a final project time schedule in graph form will be attached to all copies of the final work scope. Task 1.2 Establish Public Information Procedures Procedures directed toward the involvement of the public in all phases of the study will be established. A Planning Advisory Committee (PAC) composed of members of the. City staff and others will be identified and asked to serve on the PAC. The PAC will advise the Airport Management and the Consultant on the conduct and recommendations of the study through meetings and review of working papers. Additionally, procedures related to the scheduling and conduct of Public Information Meetings (PIM) will be defined and clarified. The Consultant will assist the City of Lubbock in the selection of PAC members and provide general procedures and guidance for Public Information Meetings. Task 1.3 Prepare Planning Advisory Committee Workbooks Provide up to thirty (30) standard three-ring notebooks for distribution to the Planning Advisory Committee for the members' use during the Master Plan study. A workbook cover will be designed A-1 and the workbook format will be developed with sections for inserting working papers (draft chapters), notes, and other pertinent information. Task 1.4 Initial Planning Advisory Committee (PAC) An initial meeting will be held with the PAC to outline the study process and explain the role of the PAC members in the study effort. Special emphasis will be placed on identifying specific issues relating to, or influencing the airport which will require extra attention during the preparation of the study. ELEMENT 2 - INVENTORY The purpose of this study element is to assemble and organize relevant information and data pertaining to Lubbock International Airport, the .City of Lubbock, Lubbock County, and the . surrounding area. A series of inventory efforts are necessary to collect and organize a variety of specific historical, technical, legal, financial, and planning data as described in the following tasks. Task 2.1 Obtain Aerial Photographs and Mapping Existing aerial photography of Lubbock International Airport and the surrounding area will be obtained for the purpose of preparing new base maps. The base maps will be needed for a variety of planning analyses; therefore, the photography must be of quality and sufficient clarity to allow for enlargement of isolated areas on the airfield. In addition, existing topographic mapping will be obtained for base mapping. At a minimum, USGS topographic mapping will be utilized. Task 2.2 Inventory Airport Physical Facilities The consultant will perform inventories of physical facilities and existing land use within the present boundaries of Lubbock International Airport. These inventories will identify and describe existing facilities as to age, quality, type, condition and adequacy and will include the following items, as a minimum: • Airfield - Runways - Taxiways - Aprons - Lighting - Navaids • Terminal Complex - Terminal Building - Administration Building - Fixed Base Operators and Specialty Shops - Hangars and Other Buildings - Other Airport Tenants A-2 • Support - Maintenance - Utilities - Fire and Rescue Facilities Fueling Facilities • Additional On -airport Land Uses In addition, all available plans, specifications, maps, photographs, drawings, and other data, including the previous Airport Master Plan, FAA Form 5010-1, ALP, and NOS Obstruction Charts, will be obtained, if available. Task 2.3 Inventory Air Traffic Activity Air traffic activity data for the airport will be assembled and organized from various sources. Relevant data on scheduled air carrier, commuter, air taxi, general aviation and military activity for Lubbock International Airport will be collected. Data will be obtained from the City, the FAA Regional Office, FAA tower statistics, the ATA, individuals airlines, Fixed Base Operators, and the. military. The assembled data will include, as available: a) Historical (annual: 5 years, monthly; 2 years) airline and commuter activity, including passengers, origins/destinations, operations, aircraft type, cargo, mail, etc. b) General aviation passengers, operations, cargo, fuel training activities, and aircraft type, as available. c) Freight and cargo activity, operations, aircraft type, origins/destinations, etc., as available for past five years. d) Military operations, aircraft type, etc., for past five years. Task 2.4 Inventory Airspace and Air Traffic Control Review and perform inventories of airspace and air traffic procedures and operations at Lubbock International Airport. Conduct interviews with airport officials, FAA representatives, pilots, and others as required or appropriate to develop a complete description of airspace and air traffic procedures at Lubbock International Airport. Task 2.5 Inventory Socioeconomic Data Obtain statistical data on historical and forecast socioeconomic factors for the Lubbock area. These factors will include employment, income, population age group and housing characteristics, with emphasis placed upon identification of specific socioeconomic characteristics of the developed areas in the local environs as well as trends that have been established for future development and habitation. A-3 Task 2.6 Inventory Local Plans and Land Use Regulations Review existing local, regional, and state planning and land use regulations in order to (1) ensure that the resultant Airport Master Plan Update will be compatible with local, regional, and state long-range planning goals, objectives, and policies; and (2) determine the strengths and weaknesses of local regulatory control with regard to ensuring compatibility of the surrounding area with Lubbock International Airport. Task 2.7 Prepare Working Paper Prepare a working paper which will provide up-to-date information in tabular, narrative and graphic form. This will include information on the airport facilities, applicable air traffic activity, access and parking data, present planning efforts and land use controls, an overview of airspace, air traffic characteristics and an operations data summary describing aircraft. activity for use in ensuing analyses. This task involves the use of existing data for the airport and does not include the development of original information. ELEMENT 3 FORECASTS This study element is intended to determine an estimate of future levels of air traffic by quantity and by characteristics that will identify the demand that can be expected by Lubbock International Airport and by the surrounding airport environs. The work tasks to be carried out as part of the element are: Task 3.1 Review Regional and Airport Area Socioeconomic Forecasts Review and analyze current local and regional socioeconomic forecasts obtained in the inventory element. In consultation with state, regional, and local planning agencies and other local agency participants, select the forecasts which seem most representative of expected future trends. Task 3.2 Develop Aviation Demand Forecasts Using the information and data acquired or developed as a result of Tasks 2.3 and 2.5, evaluate the historical significance and interrelationship of the area wide economy, air traffic activity (movements of people, aircraft, cargo, etc.), and the economics of those communities that have a common air interest with the airport service area. Based on such evaluation, update forecasts of aircraft activity relative to future aviation activities at Lubbock International Airport. All forecasts which are developed will be compared with those developed in the most current SASP and NPIAS. The forecast update shall result in estimates of aviation demand for 1995, 2000 & 2010 including: • Annual and peak hour commercial service passenger volumes. • Based Aircraft Volume and Mix of Aircraft. • Annual and Peak Hour General Aviation Passenger Volumes. • Annual and Peak Hour Volume and Mix of Aircraft Operations. • Air cargo volumes and aircraft operations. A-4 In addition an analysis will be conducted which will examine the potential for Lubbock International Airport to serve as a "Hub" facility for both airline and air cargo activity. Task 3.3 Prepare Forecasts Working Paper A working paper detailing the results of the forecasts will be compiled. Since this data will become an important parameter for input into the remaining elements of the study, it will be submitted to representatives of the airport, local planning agencies, Texas Department of Aviation (TDA), and the FAA for review before dependent tasks will be finalized. Task 3.4 Planning Advisory Committee Meeting #2 A PAC meeting will be conducted to review ,the process and results of the Study to date. The primary purpose of the meeting will be to review the forecasts and begin to formulate alternatives for meeting future airport needs. ELEMENT 4 - FACILITY REQUIREMENTS The purpose of this study element is to determine the practical capacities of various facilities at Lubbock International Airport and identify the facilities that will be needed to meet the projected aviation demands over the next twenty (20) years. Task 4.1 Determine Airfield Capacity and Delay Using the FAA's airfield capacity/delay models, estimate current and future levels of airfield capacity and delay for Lubbock International Airport. These analyses will be based on the existing airfield configuration, aviation demand forecasts, and an analysis of airspace capacity potentials and constraints, and will involve the investigation of management and operational procedures in order to optimize the .use of the airside components. In addition, the capacity of the existing terminal facilities will be examined to identify those features which may impose constraints on the total airport. Task 4.2 Identify Preliminary Airport Facility Requirements Identify physical facility planning criteria for evaluating the adequacy of various airport facilities to meet forecast demands. This criteria shall be based upon the latest FAA requirements and standards as they apply to the level of activity identified and the future role of the airport. Using the results of the demand/capacity studies, as well as relevant information from other tasks, determine and prepare a preliminary list of facility requirements for Lubbock International Airport. These facility requirements will be used in later comparative evaluations and will be based upon both the airport physical planning criteria and the aviation forecasts. Facility requirements to meet aviation demands will include (but not be limited to:) Runways and Taxiways (both size and strength) Passenger Terminal Complex and Ramp Requirements General Aviation Facilities A-5 • Access and Parking Facilities • Airport Utilities and Support Facilities (FBO, Fuel, ARFF, etc.) These facility requirements will be developed in the form of gross areas and basic units and will be compared to those that presently exist to identify the future development items needed to maintain adequate service, function, operations, and safety of the airport. Task 4.3 Prepare Facility Requirements Working Paper A working paper will be prepared which will set forth airport demand/capacity and describe the airside and landside facility requirements for the Lubbock International Airport. Graphic illustrations will be utilized to clearly outline the various facilities that could be required by 1995, 2000, and 2010. ELEMENT 5 - FACILITY ALTERNATIVES The purpose of this study element will be to formulate, evaluate and refine alternatives for providing the future aviation needs. This is accomplished through creative development of alternatives, evaluation of the advantages and disadvantages and refinement of the best alternatives for even more detailed evaluation. Task 5.1 Evaluate Airport Development Alternatives Formulate and examine potential alternative plans and concepts for the development of Lubbock International Airport. Evaluate in detail up to five (5) alternatives that have the greatest potential for meeting aviation demands and the development of adequate airport facilities. Emphasis will be placed on developing all layouts and cost factors in a format conducive to direct comparison to other alternatives. Items of specific concern include the following: • Relocation of General Aviation Facilities currently on the east side of the airport. • Closure of existing Runway 17L/35R. • Location and development of a new north -south parallel air -carrier runway. • Consolidation of existing fuel facilities into a single fuel farm location. • Evaluation of future airport land uses (i.e., Industrial Development, Hotel, etc.) In addition, an evaluation will also be conducted as to the airport operating as a separate authority versus a city department. This evaluation will be conceptual in nature and will include the. advantages and disadvantages of an authority, specific applications to Lubbock International Airport, and alternative financial arrangements for establishing an authority. Task 5.2 Recommended Master Plan Concept Utilizing the information developed in the previous tasks, prepare a detailed comparative evaluation and the supporting rationale that systematically identifies that alternative with the greatest potential and establishes a single recommended program for development of adequate airport facilities. The recommendation for the most prudent and feasible master plan concept will become the basis for the final refinement of concepts, costs, environmental evaluation, and scheduling. A-6 Task 5.3 Prepare Working Paper A working paper will be prepared which will outline the process of eliminating alternative proposals in favor of one which best meets the airport physical planning criteria and demand forecasts. This paper will be in a format which provides an organized discussion of the rationale behind the elimination process and in building the rationale for the decision to establish the Master Plan recommendation. Task 5.4 Planning Advisory Committee Meeting #3 A PAC meeting will be conducted to review the process and results of the Study to date. The primary purpose of the meeting will be to reach agreement on the airport development and select a development alternative for continued planning and evaluation. Task 5.5 Public Information Meeting #1 A Public Information meeting following the Planning Advisory Committee meeting will be held to publicly present the recommendations of the Airport Master Plan study for the Lubbock International Airport to date and to allow for input from interested parties_ ELEMENT 6 - ENVIRONMENTAL EVALUATION The purpose of this study element is to provide an overview of various environmental factors associated with the future airport development. Task 6.1 Prepare Airport Environmental Evaluation Working Paper An environmental evaluation will be prepared for the purpose of assuring that the environmental factors which may be affected by development and/or operations at the airport are properly evaluated and considered in any future development of the airport. The environmental analyses will include the development of existing and future noise impacts on existing and planned land uses in the airport area. All other environmental impact categories as identified in FAA order 1050.1C "Policies and Procedures for Considering Environmental Impacts," and FAA Order 5050.4A "Airport Environmental Handbook" will be assessed to the degree necessary to ensure that airport proposals outlined in the Plan will not have a significant adverse impact on the environment. Preparation of a formal Environmental Assessment (EA) or Environmental Impact Statement (EIS), if needed, is beyond the scope of this project. ELEMENT 7 - AIRPORT PLANS The purpose of this study element is to compile a set of Airport Plans for Lubbock International Airport. All plans are prepared in a format that is readily acceptable to the FAA and can be utilized by the City of Lubbock staff in carrying out implementation. In addition, all plans will be produced using Autocadd or other compatible software. A narrative is also included in the report to better describe the intended functions of the proposed development items. FMJ Task 7.1 Update Airport Lavout Plan After approval by the appropriate airport representative, refine or modify the recommended Airport Master Plan concept. Plan refinements will provide the basis for final planning analyses and preparation of the Airport Layout Plan (ALP). Projected. changes in the airfield or the areas set aside for terminal and other facilities will be depicted on the ALP which will also include all basic data tables and wind information.. The ALP, will be sent to the FAA for their review and approval. Task 7.2 Prepare Terminal Area Plan Prepare the Terminal Area Plan as part of the ALP set of drawings. This plan will show the terminal and operational areas of the airport in greater detail than the Airport Layout Plan drawing. Ground access routes to the airport will be delineated as will any interior access , road within the airport boundaries. Task 7.3 Prepare Part 77 Airspace Plan Prepare the Airspace Plan according to FAR Part 77 criteria and FAA guidelines so as to illustrate all imaginary surfaces of the airspace structure associated with and surrounding Lubbock International Airport. Task 7.4 Prepare Approach and Clear Zone Plan Prepare an Approach and Clear Zone Plan for Lubbock International Airport in conformance with (1) Federal Aviation Regulation (FAR) Parts 77 and 152; and (2) Airport Approach Zone Regulations as set forth in any existing zoning ordinances, or in the standard FAA model height and safety zoning ordinance. Task 7.5 Prepare Land Use Plan Using guidelines established in previous land use tasks of this study, prepare a recommended Land Use Plan for Lubbock International Airport. Categories of compatible and incompatible land use areas will be clearly defined in the airport environs area. Projected aircraft noise contours for the year 2010 will be shown for clarity in defining certain compatible land uses. The plan will not be limited to off -airport land use. Surplus property on the airport will also be planned and depicted to make the best use of the surplus property. Task 7.6 Prepare Working Paper and Plans A working paper that encompasses the evaluations and recommendations of the Airport Layout Plan and associated drawings will be prepared. Additionally, a complete set of workable airport plans in compliance with Federal Aviation Administration standards will be prepared for preliminary review. When completed, one set of reproducible mylars will be submitted to the City of Lubbock. or: ELEMENT 8 FINANCIAL MANAGEMENT AND DEVELOPMENT PROGRAMS The purpose of this element is to analyze the costs that may be associated with the recommended development plan as well as determine and set out the assumptions, terms, and conditions by which agreed -upon programs can be financially implemented for Lubbock International Airport. Task 8.1 Prepare Airport Development Schedules Prepare the airport development schedule associated with the selected Master Plan concept for Lubbock International Airport, thereby ensuring that logical staging of improvements receives proper consideration in the development of a financial plan and capital improvement program. Task 8.2 Perform Financial Analysis of Recommended Airport Master Plan Based on the projected cost estimates derived in the previous tasks, estimate the amount of funds available from federal, state, and other possible grant-in-aid programs to determine the net amount of capital funds required by the City of Lubbock to accomplish each proposed stage of improvement at Lubbock International Airport. In addition, estimate annual revenues and expenses of airport operations to determine the cash flow that might be available to assist in the financing of proposed projects. Task 8.3 Prepare Airport Capital Improvement Program and Financial Plan Develop a recommended 20 year airport capital improvements program and a condensed financial plan suitable for Lubbock International Airport. Task 8.4 Prepare Working Paper A working paper will be prepared which will outline the financial programs and project scheduling. This paper will be in a format which provides an organized discussion of the various analyses and rationale behind all recommendations. Task 8.5 Planning Advisory Committee Meeting_#4 A PAC meeting will be conducted to review the process and results of the Study to date. The primary purpose of the meeting will be to discuss the Environmental Evaluation, Airport Plans, and Financial Plan and solicit any final comment prior to printing the master plan report. Task 8.6 Public Information Meeting #2 A Public Information meeting following the Planning Advisory Committee meeting will be held to publicly present the recommendations of the Airport Master Plan study for Lubbock International Airport to date and to allow for input from interested parties. A-9 ELEMENT 9 - PREPARATION AND PRINTING OF MASTER PLAN REPORT The purpose of this element is to prepare and print the Lubbock International Airport Master Plan Report. Task 9.1 Prepare Final Master Plan Report Following a reasonable review period, evaluate any final comments received concerning the various elements of the Master Plan. Modify the Airport Master Plan working papers (Draft Chapters) as necessary prior to final printing of One Hundred and Fifty (150) copies of the document. The following disclaimer will be affixed to the final Master Plan Report and the Airport Layout Plan set: "The preparation of this document was financed in part through a planning grant from the Federal Aviation Administration as provided under Section 505 of the Airport and Airway Improvement Act of 1982, as amended. The contents do not necessarily reflect the official views or policy of. the FAA. Acceptance of this report by the FAA does not in any way constitute a commitment on the part of the United States to participate in any development depicted therein nor does it indicate that the proposed development is environmentally acceptable in accordance with appropriate public laws." Task 9.2 Prepare Master Plan Summary Report Based upon materials developed as a result of the Master Plan, prepare a composite summary report in appropriate narrative and graphic form which clearly describes the agreed upon Lubbock International Airport Master Plan. Designed to function as an attractive brochure that can be readily distributed, this summary will contain sufficient text to describe the Master Plan in concise, understandable terms.
