AND DECLARING RESULT OF BOND ELECTION
THE STATE OF TEXAS
CITY OF LUBBOCK
COUNTY OF LUBBOCK
ON THIS the 8th day of May, 1969, the City Council of the City of Lubbock,
Texas, convened in regular session, being open to the public, at the regular
meeting place thereof in the City Hall, there being present and in attendance the
following members:
W. D. ROGERS, JR. MAYOR
JAMES H. GRANBERRY, D. D. S. )
LONNIE F. HOLLINGSWORTH )
DEATON RIGSBY ) COUNCILMEN
MORRIS W. TURNER )
and
W. R. BLACKWELL CITY MANAGER

(MRS.) LAVENIA LOWE CITY SECRETARY
also being present; and with the following absent: Hone
, constituting a quorum; at which time the following,
among other business was transacted:
WHEREAS, there was held in the City of Lubbock, Texas, on the Oth day of
May, 1969, an election at which there was submitted to the duly qualified resi-
dent taxpaying electors of said City, a proposition to issue $10, 200, 000 revenue
bonds for the purpose of making permanent public improvements, to wit:
extending and improving the City's Electric Light and Power System; and,
WHEREAS, upon consideration of the returns of said election, it appears tha
the same was in all respects legally held, after due notice had been given, and
that the said returns were duly legally made; and,
WHEREAS, it appears from said returns that in respect to the proposition
"THE ISSUANCE OF $10, 200, 000 REVENUE BONDS FOR ELECTRIC LIGHT
AND POWER SYSTEM IMPROVEMENTS AND EXTENSIONS AND PLEDGING
THE REVENUES OF SAID SYSTEM TO THE PAYMENT THEREOF" there were
cast 2785 votes "FOR" the proposition and 9233 votes "AGAINST"
the proposition; therefore, _—votes
BE IT RESOLVED AND ORDERED BY THE CITY COUNCIL OF THE CITY
OF LUBBOCK, TEXAS:
SECTION 1. That the aforesaid election was duly and legally called and
notice thereof given in accordance with the laws of the State of Texas and the
ordinance ordering such election; that said election was held in strict conformity
with the Constitution and laws of the State of Texas, and the returns thereof
have been properly made to the officials of the City entitled to receive same;
that only resident qualified property taxpaying electors, who owned taxable
property in said City, and who had duly rendered the same for taxation, were
permitted to vote at said election, and further that said election properly
represents the desires of those qualified to vote as aforesaid.
SECTION 2. That the proposition to issue $10, 200, 000 revenue bonds of
said City for the purpose of making permanent public improvements to wit:
extending and improving the City's Electric Light and Power System, was not
sustained by a majority of the resident qualified electors of said City voting at
said election, who owned taxable property in said City and who had duly ren-
dered the same for taxation, and that the City Council of said City is not
authorized to issue said bonds and to provide for the payment of the principal
of and interest on said bonds in the time and manner prescribed by law.
-` The above resolution and order, having been read in full, it was moved by
Councilman Turner that any rule prohibiting the passage of
resolutions and orders on the day on which introduced, unless declared as an
emergency measure, be suspended for the reasons set forth and defined in the
preamble thereto. The motion was seconded by Councilman Hollingsworth
and carried by the following vote:
AYES: Mayor Rogers and Councilmen Granberry, Hollingsworth,
Rigsby and Turner.
NOES: None.
Councilman Rigsby then moved the resolution and order be
finally passed as an emergency measure to take effect immediately from and
after its passage. The motion was seconded by Councilman Turner
and carried by the following vote:
AYES: Mayor Rogers and Councilmen Granberry, Hollingsworth,
Rigsby and Turner.
NOES: None.
The Mayor then announced the final passage and immediate effect of the
resolution and order as an emergency measure.
