of Lubbock that the Legislature of the State of Texas is considering measures
which would abolish the doctrine of governmental immunity; and,

out should not be subject to ordinary restrictions which might tend to lessen
effective service; and,
WHEREAS, the governmental units affected, particularly the cities,
have limited resources of income and no means of increasing such income
in the amounts necessary to both supply growing needs and face the terrific
insurance burden which the abolition of governmental immunity would entail;
and,

of pricing our most vital governmental services out of existence; NOW
