HomeMy WebLinkAboutResolution - 112668B - Council, Highway Commissions, TX Municipal League Oppose DOT Regulation - 11_26_1968RESOLUTION WHEREAS, the United States Department of Transportation has heretofore, by directives dated October 13, 1967 and March 15, 1968, proposed various regu- lations relating to the determination of highway routes and locations, together with multitudinous requirements by which Public Hearings regarding such highway plan- ning would be governed; and WHEREAS, the Department of Transportation, acting through the Federal Highway Administrator, has now promulgated through introduction into the Federal Register, the establishment of a new Part 3 to Title 23 of the Federal Regulations, which are offered in the guise of pern#ttina-the citizens of Texas greater opportun- ity to express their wishes as concerns highway matters, but which would in realit eliminate the prerogative of the Texas Highway Commission in exercising its au- thority concerning the location, design and construction of highways; and WHEREAS, the proposed regulations promulgated by the Department of Trans portation would destroy the orderly process of highway planning, design and con- struction within the State of Texas; and WHEREAS, the Texas Highway Commission, by Resolution dated November 1, 1968, has expressed its opposition to such proposed regulations by the United States Department of Transportation; and WHEREAS, the 56th Annual Conference of the Texas Municipal League, by Resolution dated November 12, 1968, joined the Texas Highway Commission in expressing its opposition to such proposed regulations; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock hereby joins the Texas Highway Commission and the Texas Municipal League in expressing opposition to the pro- posed regulations of the United States Department of Transportation relating to the determination of highway routes and locations; and BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the Texas Highway Commission, and to each United States Senator and Congress- man from Texas.
