BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock an Amendment to Agreement for
Environmental Engineering Services, attached herewith, by and between the City of Lubbock
and Compliance Services Group, Inc., and any associated documents, which Amendment to
Agreement shall be spread upon the minutes of the Council and as spread upon the minutes of
this Council shall constitute and be a part of this Resolution as if fully copied herein in detail.
Passed by the City Council this 9th day of October _, 1997.

AMENDMENT TO AGREEMENT FOR
ENVIRONMENTAL ENGINEERING SERVICES
This Amendment to Agreement for Environmental Engineering Services (the
"Amendment"), dated this 9th day of SAep�mVer, 1997, is entered into by the City of
Lubbock, a Texas Home Rule Municipal Corporation (the "City"), and Compliance
Services Group, Inc. ("CSG").
RECITALS
WHEREAS, by Resolution dated November 16, 1995, the City and CSG entered
into that certain Agreement for Environmental Engineering Services (the "Contract")
providing for, among other things, the investigation of certain sites, and the development
of assessment reports regarding said investigation (the "Investigation Activities"); and
WHEREAS, although the Contract contemplates the Investigation Activities, the
cost for such Investigation Activities was unknown, and subject to negotiation, at the time
of the entering into of Contract; and
WHEREAS, the City and CSG now desire that the Contract be amended in certain
respects; and
WHEREAS, the City and CSG have agreed upon the following terms and
conditions to modify the Contract.
NOW, THEREFORE, KNOW ALL MEN BY THESE PRESENTS:
THAT for and in consideration of the mutual covenants contained herein and
other good and valuable consideration, the City and CSG hereby agree, each to the other,
as follows:
1. As of the date hereof, Items No. 5 & 6, on page 9 of the Contract are
deleted in their entirety and replaced for all intents and purposes by the materials
described on Exhibit "A" attached hereto.
2. As of the date hereof, Items No. 5 & 6, on page 11 of the Contract, are
deleted in their entirety and replaced for all intents and purposes by the materials
described on Exhibit "A" attached hereto.
3. As of the date hereof, any and all of the terms and provisions of the
Contract, except as modified and amended hereby, remain in fill force and effect.
EXECUTED on the dates as indicated below, but effective for all purposes as of
the date of the Resolution of the City Council of the City of Lubbock authorizing the
execution of this Amendment.

EXHIBIT A
PROPOSAL for ENVIRONMENTAL SERVICES
for the CITY OF LUBBOCK, TEXAS
Each of the items described are continuing work proposed under Items 3, 5 and 6 on page 9
of the existing Agreement for Environmental Engineering Services between the City of
Lubbock and Compliance Services Group, Inc., dated November 16, 1995.
ITEM #1- SOIL SAMPLING at City of Lubbock Airport Crash / Fire / Rescue (CFR) Training Site
I. Report / Review Meetings. Attend meetings with the City of Lubbock environmental staff and
with the TNRCC. (Estimated Cost $1,200)
II. Site Investigation
(a) Place an individual upwind pilot soil boring and obtain samples for laboratory analyses
to establish background soil chemical levels. (Estimated Cost - $5,300)
(b) Complete the placement of four (4) two (2) feet deep borings at Pits #1 - #3 and Engine
Pit #4, and perform soil sampling at depths of two feet, with samples individually analyzed for
volatile organic compounds (VOC's) (EPA 8240), total metals (EPA 6010), total recoverable
petroleum hydrocarbons (TRPHC) (EPA 418.1), benzene, toluene, ethyl -benzene, and xylenes
(BTEX) (EPA 6020), poly -aromatic hydrocarbons (PAH), polychlorinated biphenyls (PCBs),
polychlorinated dibenzo-p- dioxins (PCDDs), and polychlorinated dibenzofurans (PCDFs) (EPA
8270, 8080A, and 8290). (Estimated Cost - $17,500)
Ill. Assessment Report. Develop contaminant profiles for chemicals which might be considered
hazardous to public health, identify further sampling requirements necessary to adequately
conduct a health -based risk assessment and/ or recommend remedial actions for review by
the TNRCC, and issue a technical report of findings, as directed by City Legal Counsel.
(Estimated Cost $5,200)

1. Basic Services. Attend meetings with the City of Lubbock environmental staff and with the
TNRCC. (Estimated Cost $1,200)

Spill, Heater -Treater, and Truck Pits, and perform soil sampling at depths of one and two feet,
with samples individually analyzed for volatile organic compounds (VOC's) (EPA 8240), total
metals (EPA 6010), total recoverable petroleum hydrocarbons (TRPHC) (EPA 418.1), benzene,
toluene, ethyl -benzene, and xylenes (BTEX) (EPA 8020), poly -aromatic hydrocarbons (PAH),
polychlorinated biphenyls (PCBs), polychlorinated dibenzo-p-dioxins (PCDDs), and
dibenzofurans (PCDFs) (EPA 8270, 8080A, and 8290). (Estimated Cost - $17,500)

ITEM #3 - WATER SAMPLING at City of Lubbock Fire Training Academy Site
I. Basic Services. Attend coordination meetings with the City of Lubbock environmental staff
and with the TNRCC. (Estimated Cost $1,200)
II. Site Investigation. Perform water well sampling for ten (10) site irrigation or monitoring. Prior
to sampling, each well is to be purged of three well volumes with measurements conducted
for well depth (feet) and depth -to -water interface (feet). Each well is to be sampled for the
presence of Phase Separated Hydrocarbons (PSH) with laboratory analyses completed for pH,
temperature, and the presence of EPA Appendix IX constituents including volatiles (SW
8260A), semivolatiles (SW 82706), organochlorine pesticides / polychlorinated biphenyls
(PCB) (SW 8081), organophosphorous pesticides (SW 8141A), chlorinated herbicides (SW
8151), and metals (SW 6010, SW 7470). All groundwater purged from sampling wells will be
cycled through a mobile carbon bed filtration system designed to safety manage organic
constituents prior to surface discharge. (Estimated Cost - $36,500)
Ill. Assessment Report. Develop contaminant profiles for chemicals which might be considered
hazardous to public health, identify further sampling requirements necessary to adequately
conduct a health -based risk assessment and/ or recommend remedial actions for review by
the TNRCC, and issue a technical report of findings, as directed by City Legal Counsel.

PROPOSED FEE STRUCTURE
Estimated services are based on hourly rates in Compliance Services Group, Inc. - Schedule of Rates
for Engineering and Scientific Services, dated March 1993, as a part of the original Agreement for
Services with the City of Lubbock (see page 6 of Agreement).
