Said Policy is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. Public Service Projects must continue to provide services to clients as their Community Development allocation decreases. Projects will not receive initial funding without a plan for increasing funding from other sources. The maximum percentage of CDBG funds to total public service programs or activities will be limited to: ~ First Year Funding: 75% of program costs ~ Second Year Funding: 55% of First Year Funds ~ Third Year-Funding: 35% of First Year Funds ~ Fourth Year Funding: 15% of First Year Funds ~ Fifth Year Funding: None Subrecipients must be able to demonstrate that their level of service will be maintained as CD funding decreases. This encourages agencies to seek other sources of funding for their programs. By limiting the number of years that an agency can receive assistance, the policy also encourages the funding of new programs and agencies. Funding of public service programs or activities for Year 1 will not imply commitment for subsequent year's funding Requests for additional years' funding will be evaluated based upon subrecipient's demonstrated service to low income residents, ability to demonstrate self-sufficiency of clientele, positive impact to the community, compliance with record keeping requirements for prior CDBG funding, and the actual allocation of funds from HUD to the City of Lubbock In the case that there are not enough qualified applications for this type of program, the public service policy would be waived. This will give the Board the flexibility to fund sub- recipients at a higher rate than may be allowed under the existing four-year funding cycle. This will ensure that 20% of the public service funds will go to childcare. In this case, childcare will be defined as any provider that meets the requirements to be certified by the Work Source Child Care Services (WSCCS). 27 A provider is defined by WSCCS as any licensed or registered provider of childcare in Texas that meets the following requirements: ~Requirement 1: Licensing and Registration • Have a.current license from the Texas Department of Protective and Regulatory Services (PRS) as a child care center or group day home or registered family home. ~Requirement 2: Liability Insurance • Maintain $300,000 or more occurrence of general liability insurance. • Maintain liability insurance that covers children while they are in the facility, on the playground and at field trip locations; • Carry an appropriate commercial transportation liability insurance that covers children while they are being transported in a facility-owned or operated vehicle; and • Send the Child Care Contractor documentation of the insurance policy. ~Requirement 3: Abiding by Terms of the Provider Agreement • Sign a Child Care Contractor Provider Agreement, Which 1s also signed by a Representative of the Child Care Contractor, • Agree to abide by the terms of the Child Care Provider Agreement, and • Agree to followprocedures outlined in this Child Care Provider Manual. 28
