HomeMy WebLinkAboutResolution - 5586 - Created Citizen Advisory Committee - 08_14_1997RESOLUTION NO.5586 Item #30 August 14, 1997 RESOLUTION WHEREAS, City Councils have received valuable contributions from the Citizen Advisory Committees in the past in studying capital improvement programs for the City of Lubbock; and WHEREAS, the services of a Citizen Advisory Committee continue to be a valid method of determining needed capital improvements for the City's vitality; and WHEREAS, it is beneficial for a Citizen Advisory Committee to make recommendations to the Council for capital improvement needs for a 5-year period, including methods of financing these projects; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT a Citizen Advisory Committee (CAC) is hereby created to be composed of a Chairman, appointed by the Mayor and 45 members who shall be appointed by the City Council. The membership of the Citizen Advisory Committee shall be organized as follows: 1. The Citizen Advisory Committee shall be divided into five (5) subcommittees to study the capital improvements indicated: Transportation: Streets, Transit, Airport, Traffic Signals, and Street Lighting Community and Municipal Facilities: Parks and Recreation, Library, Civic Center, and Municipal Buildings Public Health and Safety: Fire, Police, Health, Animal Shelter, and Solid Waste Utilities: Electric, Water, and Sewer Finance: 2. Each subcommittee shall consist of nine (9) members as follows: Transportation: Airport Board Chairman, Citizen's Traffic Commission Chairman, Transit Advisory Board Chairman, Planning and Zoning Commission Chairman and five (5) members by Council appointment Community and Municipal Facilities: Parks and Recreation Board Chairman, Civic Center Board Chairman, Library Board Chairman and six (6) members by Council appointment Public Health and Safety: Health Board Chairman and eight (8) members by Council appointment Utilities: Electric Utilities Board Chairman and eight (8) members by Council appointment Finance: nine (9) members by Council appointment 3. The Mayor shall appoint subcommittee chairmen from among the members appointed to each subcommittee. THAT an Executive Committee of the Citizen Advisory Committee is established, to be composed of the Chairman of the Citizen Advisory Committee and the Chairman of each subcommittee. The Executive Committee shall review reports from the subcommittees, and make a report to the City Council in such form and depth to clearly identify recommended capital improvement projects needed for a 5 year period, including recommended financing, to assist the Council in the study of proposed capital improvement programs for the City of Lubbock. The Executive Committee shall also consider and recommend appropriate methods to properly inform the public of needed capital improvements that may result in bond issues for financing the projects. The Citizen Advisory Committee, or any of its subcommittees, may from time to time invite interested citizens and elected or appointed officials of the City,of Lubbock to participate in discussion concerning the Committee's work. The Citizen Advisory Committee shall be activated for the period of time required to complete the study and make the recommendations requested by the City Council. Appointments as Chairman and members of the Committee shall be for the duration of the activation of the Citizen Advisory Committee. The Citizen Advisory Committee shall abide by the calendar as established by the City Council and by the CIP Rules and Procedures as established by the City Manager's Office. The City Manager shall appoint a member of his staff to act as secretary of the Citizen Advisory Committee, other staff to act as liaison(s) for the subcommittees, and shall provide assistance to the Committee, as needed to help them carry out their duties in a timely manner. 2 Passed by the City Council the 14th day of August, 1997. City Council passes resolution creating CAC and appoints CAC Finance Subcommittee members; Mayor appoints CAC Chairman. Managing Director for Financial Services works with CAC Finance Subcommittee and develops report on future bonding capacity. 8/15/97 City Manager staff conveys CIP Project Request Forms and trend projections to all departments, conducts staff briefings, and designates staff liaisons. 8/15 - 9/1/97 City staff reviews all Group I capital project needs set out in their strategic plans, master plan(s), or multi -year capital project plans. 8/15 - 10/15/97 City staff reviews all Group II capital project needs set out in their strategic plans or master plan(s). 8/14/97 Staff meet with CAC Chairman to review calendar and CIP process. 9/1/97 City Manager reviews all Group I capital projects. 9/14/97 City Council reviews and approves Group I CIP projects. 10/15/97 CIP Group H Prioritized Department Project requests due to Managing Directors. 1998-2003 Capital Improvements Program 08/01/97 11/1/97 CIP Prioritized Division requests due to City Manager. Page 2 12/15/97 City Management Team finalize staff CIP recommendations. 1/8/98 Staff presents preliminary CIP to City Council. 2/12/98 City Council approves preliminary CIP and appoints remaining CIP subcommittee members. 2/ 12 - 2/ 19/98 CAC subcommittee orientation. 2/19 - 4/8/98 CAC subcommittees reviews project requests. 2/12 - 3/26/98 Conduct public opinion surveys, meetings and hearing on preliminary CIP and adjust CIP as needed. 4/8/98 CAC subcommittees report recommendations to Executive Committee. 4/8 - 5/7/98 CAC Executive Committee meets to review projects and recommend five-year CIP. 5/7/98 City Attorney reviews bond election date options. 5/21/98 CAC Executive Committee reports to City Council on recommended five-year CIP; City Council hold work sessions to discuss CAC recommendations. 6/25/98 City Council calls election and submits CIP to Justice Department for pre -clearance. 7/1/98 Form CIP Public Information Committee 11/98 CIP Election date. Nbw: 1. Council previously committed to participation in the North Panhandle Project (CRMWA). $23M in revenue bonds will be sold August -September 1997. 2.
