HomeMy WebLinkAboutResolution - 5502 - Agreement - PMK Consulting Group Inc - Progessional Services, Automate EID - 06_12_1997Resolution No. 5502 Item #21 June 12, 1997 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Professional Services Agreement with PMK Consulting Group, Inc., to define requirements to automate the City of Lubbock Environmental Inspection Department. Said Agreement is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. Passed by the City Council this 12th day of June , 1997. STATE OF TEXAS § COUNTY OF LUBBOCK g Inds Agxeemem is between the MY OF LUBBOCK (heroin called "City") and PMK Cotuulting Group, Inc-, (herein called "Contraetor'l. vHEREAS, City is in need of professional services in support of City of Lubbock Information Services; and WHEREAS, PMX Consulting Group, Inc. has bad previous experience N7th preparation of a requirements definition; and WHEREAS, the City desires to contract with ?MX Consulting noup, Inc. to define the functivnsl and technical requirements to automate the City of Lubbock Eavirontamml Inspection department; NOW THEREFORE, It is agreed between the parties as follows: •'_ • 1�1 Contractor will define the Amcdonal aad technical requirements for an integrated syst m that will serve the nods of the Envisarmental Inspection Department of the City of Lubbock (the depar=ent? in the following areas: abandoned mm removal; weed and trash control; health reluted inspections and permits; and ether discrete areas within the department's Trsptmsmbility. B. CContra or's Responsibilities. Contractor will be responsible for performing the foilowing tasks: 1. Analyze existing computer systems now used by the depamrent. 2. Identify processes and requirements that are not now computerized. 3. Assess the requtrements to provide laptop computers or other portable devices for field use by the inspectors and address the issue of providing on line versus batch access to city databases. 4. Tdentify requireme= to access other city d=bascs such as the property description file, occupant data from Lubbock Power and Light, and the GIS database. 5. Identify requirements for automated printing of fee notices, permits, and similes documents. 6. Identify needs for linkages with the eity's accounting system to process fees. 7. Determine management reporting mcf iremcats. 8. Identify requirements to access data from other departments, existing city databases, and outside agencies. 9. Prepare a draftreport to be circulated for coatments and suggestions, then a final report containing funcrional and tmhnical specifications in a format similar to the City's standard RFP format which contains a list and defmition of functions and data elements required. 0 May__30-97_11:24A CITY OF LUBBOCK 749-0835 P.03 1. City agrees to pay Contractor at the rate of S 150.00 per hoes and the z=al costs of expcoscs incutrt d while working on this agreement In no case, shall the total of the deliverable and expenses exceed the sum of twenty thousand dollars (S2.0,000.00). 2. Payments under this agreement shall be in three pasts as outlined below: a) A retainer of $6,000.00 upon execution of this agreement. b) A payment of S9,000.00, plus accumulated expenses, upon compietion of site review, data gathering and preliminary report. c) A final payment will be made following acceptance of the Functional and Tccbaical Requittmtent Minition. 3. City agrees to provide appropriate work place accommodations, access to available data, and necessary access for personnel.
