HomeMy WebLinkAboutResolution - 011168A - Congress Urged To Enact Legislation Providing Guidelines For Highway Planning - 01_11_1968IGas:Ew OJ11� RESOLUTION WHEREAS, the citizens of the City of Lubbock have long recognized the econo�} mic value of the highway program to the community, state, and nation.;, and, +I WHEREAS, the City of Lubbock has worked with and actively supported the Texas Highway Department in the development of local highway systems by contri butions of local funds to land acquisition for highway purposes; and, WHEREAS, the citizens of the City of Lubbock feel there is a need for a con- tinuing highway program growing with the growing needs of an expanding commun ity, state and nation; and WHEREAS the American Association of State Highway Officials, a dedicated body of highway administratols and the most knowledgeable persons in the field of highway needs and administrative procedure, has presented to the Ninetieth Cong- ress on June 7, 1967 at a hearing before the House Committee on Public Works, a recommended plan. for the continuation of the highway program after 1972, at which time the Interstate Highway program will be essentially complete; and, WHEREAS, in view of the fact -that the planning and development of such a supplemental system requires several years tinie, the City Council of the City of Lubbock recognizes an urgency for immediate action implementing a continuation of a well planned and promptly executed highway program: NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: SECTION 1. THAT Congress be urged to enact legislation providing neces- sary guidelines for future highway planning, construction and maintenance and for the supplementation of the national system of interstate and defense highways beyond the currently authorized program to meet the needs of the nation. SECTION 2. THAT in enacting such legislation, Congress be urged to con- sider with a view to adoption the proposed legislation recommended by the Amer: Association of Highway Officials as presented to the House Committee on Public Works, Ninetieth Congress, June 7, 1967. SECTION 3. THAT copies of this resolution be sent to Lyndon B. Johnson, President of the United States; George Mahon, our Congressman, Senator Ralph Yarborough, Senator John Tower, to the Secretary of the Department of Trans- portation, the Federal Highway Administrator, and to the Texas Highway Commis- sion. Passed by the City Council this _day of January , 1968. , ATTEST: 0 is Lowe, City Secretary -Treasurer APPROVED: =dam RESOLUTION WHEREAS, it has come to the attention of the City Council of the City of Lubbock that the Legislature of the State of Texas is considering measures which would abolish the doctrine of governmental immunity; and, WHEREAS, although the City of Lubbock recognizes that the liability imposed upon it in the exercise of proprietary functions is a valid cost of doing business, the immunity for the carrying out governmental functions is a no less valid public policy; and, WHEREAS, those functions properly recognized as governmental are those which are done only by authority of the State' and are the basic services which some governmental unit must provide for civilized living; and WHEREAS, these functions are so important that those carrying them out should not be subject to ordinary restrictions which might tend to lessen effective service; and, WHEREAS, the governmental units affected, particularly the cities, have limited resources of income and no means of increasing such income in the amounts necessary to both supply growing needs and face the terrific insurance burden which the abolition of governmental immunity would entail; and, WHEREAS, the concern of this body has been aroused by the prospect of pricing our most vital governmental services out of existence; NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbo oppose d to the -polition of the doctrine of governmental immunity. ---..� /, L venia Lowe, City Secretary -Treasurer APPROVED: Fred O.
