RESOLUTION
WHEREAS, the City Council has recognized the need to upgrade the
wastewater system of the City of Lubbock; and
WHEREAS, there also exists a need for long range planning for
Lubbock's wastewater disposal system; and
WHEREAS, it is necessary to insure compliance with all federal and
state regulations pertaining to wastewater disposal; and
WHEREAS, the City Council is in need of the advice of a citizens
advisory group regarding the most appropriate improvements and the best
method of financing for said improvements; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT a Wastewater Improvements Advisory Committee is hereby created to
be composed of eleven (11) members who shall be appointed by the City
Council, including a chairman who shall be designated by the Mayor.
THAT the Committee is to be charged with the following
responsibilities:
1. An evaluation of potential wastewater improvements.
2. An evaluation of various financing methods for proposed
improvements.
3. An evaluation of the impact that the financing of such
proposed improvements will have on the City's overall
bonding capacity.
4. A recommendation regarding proposed sewer service rates
for these improvements.
THAT the Wastewater Improvements Advisory Committee shall be required
to complete its analysis and to make the recommendations requested by the
City Council no later than November 15, 1988. The City Council may ask the
committee to continue to serve if, in its discretion, the City Council feels
that oversight and review of the proposed capital program is in order.
THAT appointments as chairman and members of the committee shall be
for the duration of the activation of said committee.

THAT the City Manager shall appoint members of his staff to act as
secretary and liaison to the committee and shall provide all possible
assistance to the committee.
