Jo on City Secretary APPROVED AS TO CONTENT: ua -1. hawKIrrs Di r ctor of Water Utilities APPROVED AS TO FORM: umaia u. vanoiver First Assistant City Attorney DGV:dp\Agenda D3\TTU.Res November 1, 1993 Resolution No. 4309 November 11, 1993 Item #12 PROFESSIONAL SERVICES AGREEMENT THE STATE OF TEXAS § AGREEMENT FOR ARCHAEOLOGICAL CURATION COUNTY OF LUBBOCK § WHEREAS, the CITY OF LUBBOCK, hereinafter called "City," and TEXAS TECH UNIVERSITY, hereinafter called "University," desire to contract for curation services for the Lake Alan Henry Collection by the Museum of Texas Tech University; and WHEREAS, such ARCHAEOLOGICAL materials currently are being collected by Prewitt and Associates in Austin; and WHEREAS, it is desirable to have such a highly significant collection for this region permanently housed at a location within this region and nearer to the site of collection; and WHEREAS, the University, through its Museum and Department of Anthropology have the capability to provide proper curation services for such materials; NOW THEREFORE: WITNESSETH: 1) SERVICES OF UNIVERSITY. As is more fully set forth in the proposal by the University of February 3, 1993, a copy of which is attached hereto as Exhibit A and made a part hereof for all intents and purposes, the University hereby agrees to provide appropriate curation services meeting or exceeding the U.S. Department of the Interior Curation Guidelines, Corps of Engineers Curation Guidelines, and the Council of Texas Archae- ologists Guidelines. Such services shall include, but not be limited to the following: Artifactual Specimen Curation - computerize and verify incoming inventory - accessioning the Collection - evaluating the different types of materials for their stability or conservation needs recleaning materials if necessary - individually cataloging each specimen and cross checking each with the field data - packaging each individual specimen in state-of-the-art museum cabinetry - producing a specimen location inventory, and maintenance records. - computerizing the catalog, location inventory, and maintenance records. Those specimens needing stabilization work will be identi- fied and have pretreatment documentation, recommended measures, and photodocumentation completed. Work during treatment will be documented. After stabilization, post -treatment documenta- tion and photodocumentation will be completed. Curation Work for Documentation - computerizing and verifying the incoming inventory - accessioning the materials - cross-indexing the materials with recorded sites - cross-checking the photodocumentation with the paper documentation - cataloging the photodocuments - interleaving the paper documentation with acid -free buffered tissue sheets - inserting each black & white photography or negative strip in polyethylene holders - inserting color slides in acid -free lignin-free holders - placing the paper documentation in acid -free lignin-free folders or envelopes - placing the photodocumentation in acid -free lignin-free boxes AGREEMENT FOR ARCHAEOLOGICAL CURATION TEXAS TECH UNIVERSITY ---- PAGE 2 - installing the paper documentation in state-of-the-art vertical files or flat files - installing the photodocumentation in a controlled - environment refrigerated unit - producing a documents location inventory and maintenance record - computerizing the catalog, location inventory, and maintenance records. Curation Work for Geological Materials - computerizing and verifying the incoming inventory - accessioning the materials - cross-indexing the materials with recorded sites - cross-checking the materials with the field data - packaging the materials in appropriate archival materials - reboxing the materials in standardized archival boxes - installing the boxes in state-of-the-art museum shelving - producing a materials location inventory - computerizing the location inventory 2) PAYMENT FOR CURATION SERVICES. The City hereby agrees to pay the University a maximum of $72,539.00 for the perfor- mance of the services set forth herein and as is specified in detail in Exhibit A hereto. This amount shall control over any provision to the contrary contained in the proposal attached hereto as Exhibit A. 3) TRANSPORT OF COLLECTION. The City will insure that the collection is boxed and inventoried to the specifications of the University and will endeavor to insure that the University begins receiving materials as soon as possible after execution of this agreement. Box 2000 Lubbock, Texas 79457 Dear Dan: F E B 2 Y 10-93 February 22, 1993 As per your request, we have inspected the Lake Alan Henry Collection currently at Prewitt and Associates in Austin and have revised the curation budget appropriately. Enclosed is the revised curation cost for the processing and housing of these materials at the Museum of Texas Tech University. The revised cost is based on a reduction in our time as well as the addition of a contingency category to cover projected rising costs. We understand that the collection will not be available for another 18 months to 2 years. Receiving the collection any time before that period, even a part of the collection, would help keep costs in line with the budget figures as we could order all the cabinetry needed sooner. We have reduced our time needed to process the materials based on the understanding that Prewitt and Associates personnel will box and inventory the Collection to our specifications. If they cannot, then our time and costs would be higher. Copies of inventory forms and an instruction sheet are enclosed for your information. The Collection is as large as, if not larger than, we envisioned. The curation work for the artifactual specimens includes: • computerizing and verifying the incoming inventory • accessioning the Collection • evaluating the different types of materials for their stability or conservation needs • recleaning materials if necessary • individually cataloging each specimen and cross checking each with the field data • packaging each individual specimen in state-of-the-art museum cabinetry • producing a specimen location inventory and maintainance record • computerizing the catalog, location inventory, and maintainance records An Affirmative Action Institution Those specimens needing stabilization work will be identified and have pretreatment documentation, recommended measures, and photodocumentation completed. Site collection documents are housed together in the adjoining Documents Room, indexed by site number and accession number with the site collection materials. All of the sites and documents from the reservoir project would be accessioned and known as the Lake Alan Henry Collection and housed in labelled, adjoining cabinetry in a specific place in the Archaeology Collections Room or Documents Room. The Museum is accredited by the American Association of Museums. Our standard care of archaeological materials not only meets but exceeds the U.S. Department of the Interior Curation Guidelines, Corps of Engineers Curation Guidelines, and the Council of Texas Archeologists Guidelines currently in place. The Lake Alan Henry Collection would be part of the Anthropology Division's Core Archaeology Collections. Access to the Lake Alan Henry Collection would be made available to all qualified researchers once the Collection is properly inventoried, accessioned, cataloged, organized, and housed. The Lake Alan Henry Collection is a highly significant one for this region. We look forward to further discussions and hopefully, receiving the Collection at the Museum of Texas Tech University. PAYMENT FOR SERVICES: Total payment of $72,539 for this fixed price agreement shall be made by the City of Lubbock to Texas Tech University within 60 days of the beginning of the project. Begin numbering with box number 1 and number consecutively. It is not necessary to begin at number 1 for each material type box. Do not package different material types in one box. Like materials from more than one site can be packaged together. Type of Material. List either "Artifact," "Geologic," or "Document". Site Number(s). List all the site numbers of material contained within each box. Date Generated. The date that any artifact was excavated, a document generated, a sample taken, etc. Document Invento Type of Document. e.g. paper, photographic, etc. Description. e.g. site map, profile drawings, field notes, slides, negatives, etc. # of Items & Count. e.g. a box of 24 slides would be recorded as Number of Items = 1 and Count = 24. The count category may not be relevant in all cases. Page Numbers. Complete for ail documents which have pages or sheets. For single page documents or sheets, give page numbers as "l ". Artifact Inventory Provenience/Location. Give the most precise vertical and horizontal provenience information that is available. Description of Artifact. Be as precise as possible, e.g. burned rock, chert flake, bison humerus etc. Number & Count. e.g. a vial of 400 gastropoda would be written as Number = 1, Count = 400. The Count category may not be relevant in all cases. Geological Sample Inventory Directions as for the Artifact Inventory.
