Box 1580 Albequerque, New Mexico Subject: Letter proposal as basis for negotiation of CSP contract ATTENTION: Civil Defense Support Unit The City of Lubbock proposes to develop a community shelter plan (CSP) for the City of Lubbock and Lubbock County including the Cities of Abernathy, Idalou, Shallowater, Slaton and Wolfforth. The proposed CSP is to' be a part of the Office of Civil Defense (OCD) national CSP program. It is understood that the City of Lubbock will be paid for its services by the Corps` of Engineers in accordance with` the terms of the formal con- tract to be negotiated upon the basis of this proposal. We propose to use the general process outlined in part D, chapter 3, appendix 1, annex 3, of the Federal Civil Defense Guide in developing the CSP. We will also utilize, as appropriate, guidance and information provided by the local civil defense agency, State civil defense agency, State planning agency, Region 5, Office, of Civil Defense, and the U.S. Army' Corps of Engineers in meeting the necessary planning requirements. Specifically, we propose to complete the following steps of•the CSP and to submit progress reports to the Corps of Engineers as well as to the State civil defense agency and OCD region 5, as indicated below:, STEP IA Preliminary Analysis A summary will be prepared, after coordination with the local civil defense agency, presenting a general estimate of the total avail- able shelters and their distribution in relation to relevant day and night population distributions (or a combination thereof), by standard loca- tion, using the national fallout shelter survey (NFSS) as the basic source. This summary will be included as part of the required report on Steps IA and I B. STEP IB Basis for CSP (Planning Factors and Policies) Five(5) copies of a report on Steps IA and IB will be prepared. The Step IB report will include recommended planning factors and policies to be used as a basis for the Step I shelter capability allocation plan. These factors and policies will conform to requirements set forth in Federal CD Guide, part D, chapter 3, appendix 1, as to the use, if and as necessary, of all surveyed.space. After coordination. with the local civil defense agency and verbal or written concurrence by local government, three (3) copies of this report will be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and to OCD region 5, for review and approval before proceeding to Step IC. The report will include a letter specify- ing approval of the planning factors and policies by local government officials as a basis for further CSP work on the shelter capability allocation plan. STEP IC General Shelter Allocation Five (5) copies of a report on Step IC will be prepared and, after coordination with the local civil defense agency, three (3) copies will be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and to OCD Region 5, for review and approval. This report will include map(s) and tabulations compris- ing a general allocation of population, by small areas, to areas of shelter concentration.. Also included will be a preliminary comparison of street capacities and populations for those drainage areas that will use vehicu- lar travel. STEP ID Specific Shelter Allocation Five (5) copies of a report on Step ID will be prepared and, after coordination with the local civil defense agency, three (3) copies will ME be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and OCD region 5, for review and approval. This report will include map(s) and tabulations comprising a precise allocation of the population in small areas to specific shelter facilities or groups of facilities. Where vehicular travel is utilized, " specific movement routes will be designated, based upon capacity of streets and the availability of parking. This will be a shelter cap- ability allocation plan, based .on use of the best protected space cur- rently available. STEP II Emergency Information Readiness Five (5) copies of a report on Step II will be prepared and, after coordination with the local civil defense agency, three (3) copies will be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and to OCD region 5, for review and approval. This report will include a model or facsimile of the CSP individual information package (OCD-furnished general emergency information material, plus locally prepared CSP maps and information --including shelter allocations, travel routes, and parking areas as applicable), as well as detailed plans for; (1) a public information campaign to be carried out at the time of initial distribution of the CSP information package; (2) distributing the CSP information package; (3) communicating CSP information to the public An a period of increased international tension; and (4) marking previously unmarked shelters in a period of increased international tension. STEP III Identification of Shelter Deficits A tabulation will be prepared identifying precisely, by both quantity and geographical location, present and predicted future (1970 and 1975) deficits in the CSP area of shelter meeting standard criteria and within established movement times of the population. The standard shelter criteria include 10 square feet of ventilated or 500 cubic feet of unventilated space in facilities (capacity over or under 50) affording fallout protection factors of 40 or better. The established movement times are 30 minutes in urban or suburban areas and 60 minutes in rural areas. We will also prepare a summary containing appropriate narrative, maps, graphs, and tables, to depict both the current and future (1970 and 1975) deficit of shelter using standard shelter criteria and established movement times. -4- STEP IV Procedures for Development of Shelter Five (5) copies of a report on Steps III and IV will be prepared and after coordination with the local civil defense agency, three (3) copies will be submitted to the Corps of Engineers as well as' one (1) copy each to the State civil defense agency and to OCD region. 5, for review and approval. The Step IV report will include a "PVK plan" S based on the use of packaged ventilation kits to make use of ventil- able space both available and needed, including a listing of the facil- ities and the number of spaces, by facility, for which PVK's are needed. It will also include detailed local responsibilities to encourage incorporation of fallout shelter in new public and private construction, together with a proposed local ordinance on incorporation of shelter in new public buildings. The Step IV report will include a detailed assessment of deficit areas where it is not deemed feasible to make up shelter deficits'by incorporation of shelter in new construction, together with a detailed description of local action proposed to solve or attempt to solve such deficits. It will include detailed plans and procedures for periodically updating the Step I shelter capability allocation plan, utiliz- ing appropriate local agencies. STEP V Directive(s) for Updating Local CD Emergency Plans Five (5) copies of a report on Step V will be prepared and, after coordination with the local civil defense agency, three (3) .copies will be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and to OCD region 5, for _review and approval. This report will include copies of planning directives for updating the local civil defense emergency plans of all jurisdictions in the CSP area which maintain or are required to maintain such plans, to base them on the Step I shelter capability allocation plan. STEP VI Official Adoption or Approval of CSP All necessary action required to insure local consideration of Steps I through V will be taken, with the aim of securing local action required by State statute or local ordinance officially to adopt or ap- prove all preceding steps of the CSP. This action will include pre-- paration of a draft final report. After coordination with the local civil defense agency, three (3) _copies will be submitted to the Corps of Engineers as well as one (1) copy each to the State civil defense agency and to OCD Region 5, for review and approval. We will edit and revise the final report in accordance with comments and recommendations made .r r by the Corps of Engineers and contracting officer. Twenty (20) copies of the final report will be prepared and, after coordination with the local civil defense agency, ten (10) copies will be submitted to the. Corps of Engineers, as well as five (5) copies each to the State civil defense agency and to OCD region 5. Throughout the CSP work, detailed records will be kept, insofar as possible, of all assumptions, worksheets, charts, and maps used to com- plete each phase. These records will be made available to the Corps of Engineers, and to State civil defense and OCD Region 5 representatives, upon request. CSP reporting forms as prescribed in Federal CD Guide, part D, chapter 3, appendix 1 will be used for all reports. The estimated work schedule for the CSP is outlined below: Start -work .
