WHEREAS. Texas has changed from a predominantly rural population to a opulation now nearly 80 per cent urbanized, with more metropolitan centers than ny other state; and WHEREAS, Texas cities are fine places to live, with the years of the tatets greatest growth yet to come --with nearly all of that growth coming in the ities of Texas; and WHEREAS, it has now. --become critically apparent that the rapidly expandil eeds of Texas cities call for additional sources of revenue at the local level to me ze multiplying demands for growth, expansion, and capital improvements; and WHEREAS, the financial needs of Texas cities cannot any longer be met olely through the non -discretionary reliance on the ad valorem property tax; and WHEREAS, it is the desire of Texas cities to solve their financial pro- ms at the local level rather than turning more and more to the State and Federal ernments; NOW THEREFORE: IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT by this Resolution the City Council of the City of Lubbock supports Aslation-authorizing cities to impose a municipal sales tax of one per cent (1%) a permissive basis, applicable to the same items of tangible personal property on which the State sales tax is imposed, to be collected by the State and returned the cities when collected, after approval of a majority of the qualified voters of city.
