RESOLUTION
WHEREAS, the City of Lubbock, Texas, desires to nominate the Broadway
Streetscape as a project for the Statewide Transportation Enhancement Program
provided for by the Intermodal Surface Transportation Efficiency Act (ISTEA);
and
WHEREAS, such nomination requires a Resolution as documentary evidence
of a commitment by the City of Lubbock to provide a local match of funds; and
WHEREAS, the City Council of the City of Lubbock highly recommends
that the candidate project submitted by the City of Lubbock be considered for
enhancement funding; and
WHEREAS, this project is consistent with the long range transportation
plan for the area, the Lubbock Urban Transportation Plan; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City of Lubbock hereby documents its commitment to provide
$672,000 in local match for the Broadway Streetscape nomination as a project
for the Statewide Enhancement Program provided for by the Intermodal Surface
Transportation Efficiency Act in the event such project is selected by the
Texas Transportation Commission; and
THAT the City Council of the City of Lubbock hereby highly recommends
the selection of the Broadway Streetscape project for funding and certifies
that the project is consistent with the long range transportation plan of the
City of Lubbock, and
THAT a copy of this Resolution be forwarded to the Texas Department of
Transportation as "ATTACHMENT 3. C ICATION OF FUNDING COMMITMENT.

PART II. PROJECT SPECIFIC INFORMATION
A. PROJECT DESCRIPTION. On a separate sheet, provide a clear and concise description
of the proposed project, Including all work to be performed, right-of-way, easements required, or
other property interests, special land uses planned, and any relationship between the project and
any other work. The description should consist of one 8"2" x 11 " sheet with a of a maximum of
one page of single-spaced text. This sheet must be labeled, "ATTACHMENT 1. PROJECT
DESCRIPTION."
B. PROJECT IMPLEMENTATION PLAN. On a separate 8112" x 11" sheet, include a one -
page, single-spaced schedule of project activities and budget, indicating any circumstances likely
to affect commencement of work or time required to complete project. Project budget should
indude all proposed local financing. This sheet should be labeled, "ATTACHMENT 2. SCHEDULE
AND BUDGET."
This information should be accompanied by documentary evidence of a committment to provide
for a local match. The documentary evidence should be in the form of an official action by a duly
constituted governing body. The document from this body may consist of a one -page letter in the
form of a resolution, a minute order, or commissioner's court order that provides for a committment
of local match of funding. The letter should include a recommendation that the candidate project
be considered for enhancement funding. The nominating entity may provide this certification if it
Is a public authority. Where appropriate, the letter should show the consistency of the project with
long-range transportation plans for the area. This letter should be labeled, "ATTACHMENT 3.
CERTIFICATION OF FUNDING COMMITTMENT."
For projects within an MPO, provide a letter from the MPO stating that the project will be included
in the local Transportation Improvement Plan (TIP), if approved for funding. This letter should be
labeled, "ATTACHMENT 4. INTENT FOR TiP PLACEMENT."
C. PROJECT LOCATION INFORMATION. Attach a map delineating the project location.
Indicate project limits, areas of major work and all existing and proposed transportation facilities
and rights -of -way. As appropriate, indude original photographs of the existing project site, a site
plan of proposed construction, and illustrations of proposed work. Documentation of the project
location should not exceed five 8112" x 11 " pages. The map and any accompanying documentation
should be labeled, "ATTACHMENT 5. PROJECT LOCATION INFORMATION."
D. LAND ACQUISITION INFORMATION. If land will be acquired or other property

E. CONSTRUCTION INFORMATION. tr construction will be required, briefly discuss below how It will be
accomplished. Include cost estimates.
The completion of the Broadway Streetscape should take approximately 24 months. If this project is
selected, the environmental and engineering design phase will take sic (6) months to complete and
receive all necessary approvals. The construction documentation, including specifications and estimates,
will take six (6) months to write and prepare drawings. An additional three (3) months will be needed for
the Texas Department of Transportation to review the construction plans and go throught the contract
letting process. The construction phase of the project will be the last and final portion and will take
approximately nine (9) months to complete.
Construction of this project will be continuous and will include the entire length of the project. The drip
irrigation and electrical wiring will be installed first followed by the construction of medians, sidewalks, the
gateway fence and arbor, and the pedestrian bridge. The installation of landscaping and placement of
site furnishings will complete the project.

F. FACILITY OPERATION AND MAINTENANCE PLAN. Routine operations and maintenance costs
are not allowable enhancement costs. If a facility Is being proposed, discuss below how it will be operated and maintained.

After construction and development of the Broadway Streetscape, the ongoing operation and maintenance

lighting repair and upkeep will belong to Lubbock Power and Light Company, a city owned utility.

PART III. PROJECT BENEFITS, IMPACTS, AND PUBLIC SUPPORT.
A. PROJECT USE AND BENEFITS. Describe below the benefits of the proposed projea
Description should Include expected use of any facilities Involved and should compare current use with expected
use and projected demand for use of the those facilities.
The overall goal of the project is to reinforce Broadway as a major corridor by developing a
beautified "parkway' that will be an area of activity and development. The project will create a
sense of a visual corridor linking the central business district with Texas Tech University on the
west and the Canyon Lakes and East Lubbock on the east.
Broadway, today, remains as one of Lubbocks most distinctive streets as it integrates some of the
most historical buildings in the area. The completion of the Broadway Streetscape Project would
enhance this corridor and make it a more pedestrian -oriented facility. Benefits of the project
include the revitalization of the central business district, a beautified link between Texas Tech
University and the eastern portion of the city, as well as the comingling of pedestrians, bicyclists,
transit riders, and vehicular traffic.
B. COMMUNITY INVOLVEMENT. Provide evidence below of community Involvement and public
participation In project development. Include a description of any opportunities for public participation In the
process of selecting candidate projects.
Numerous candidate projects were submitted by different agencies during the preparation of the
FY 1994 Transportation Improvement Program. Many projects, however, did not meet the final
rules for eligibility. The Broadway Streetscape Project evolved in 1985 by a citizen advisory goals
committee ("Lubbock: 2005") that suggested the need for a beautified corridor down Broadway.
Since this time, there have been a number of agencies involved in the preparation of the project
as well as the general public who overwhelmingly passed a large portion of the local funding in
the capital bond election held in May, 1993.
The preliminary design for this project has been presented to the following boards and
committees during this call for projects:

Broadway Streetscape
Project Description
HISTORY/BACKGROUND:
Broadway, a principal arterial route, provides access to many businesses, churches, governmental entities, and
Texas Tech University. The idea of a Broadway Streetscape project was set forth by the "Lubbock: 2005" goals
committee in 1985. Objective number 12.3 of the recommended goals was to 'Extend a beautified "Broadway
Corridor" from Texas Tech University to Quirt Ave. (Dr. Martin Luther King, Jr. Boulevard) as a visual and physical
link between east and west Lubbock".
Since this goal was established, there have been several businesses that have landscaped and beautified their
property along Broadway. These include United Methodist Church, First National Bank, the Broadway Plaza, the
Lubbock County Courthouse, and other private businesses. Currently under construction is the Downtown
Transfer Plaza for Citibus (the local transit organization). This new facility has also been designed to coordinate
with the Broadway Corridor and will include landscaping and the installation of antique style lights.
PROPOSED PROJECT:
The Broadway Streetscape project will be approximately 2.9 miles in length and will generally consist of
landscaping and beautification of the corridor in making it a more people -oriented area. The landscaping will
include the installation of trees and tree grates along both sides of the roadway. Drip irrigation systems will
provide the moisture needed for the survival of the plant material. Antique -style light poles will be installed to
enhance pedestrian lighting and, therefore, provide for a safer environment. The light poles will be unique to
Broadway and will distinguish the corridor from other streets within the central business district. The project will
provide for the construction of an arbor located at Broadway Street and Ave. Q and, with the construction of a
perimeter fence, will complete the Broadway Plaza. Other improvements will include the construction of a
landscaped median for approximately one block east of Ave. Q and an entrance to Mackenzie Park, one of the
largest and most scenic parks in Lubbock.
It is also proposed that park benches and waste receptacles be placed at strategic points to draw more pedestrian
traffic. Of particular importance will be placing benches near the established bus stops located along Broadway.
The current plan includes the construction of 5,700 linear feet of sidewalk with the construction of a pedestrian
bridge in order to provide continuous pedestrian access for the length of the project. The proposed sidewalk will
connect to a system of hike and bike trails that extends from Canyon Lake 1 to Canyon Lake 6. Once completed,
it will consist of approximately six (6) miles of continuous trails separated from vehicular traffic.
There will be no right-of-way acquisition required or easements needed for this project. The improvements made
will be constructed within the existing public right-of-way.
SUMMARY:
This project is supported by the majority of downtown business owners and the Lubbock community. The
completion of this goal established in 1985 would improve the quality of an infrastructure that was formed many
years ago and would have a tremendous impact on the revitalization of the central business district.

A schematic for this project has already been prepared and presented to the Lubbock City Council along
with several interested Boards and Committees. There is no purchase of right-of-way involved, therefore,
the City would be ready to begin work on the necessary environmental documentation as soon as the
Texas Department of Transportation would allow. With preliminary environmental investigations having
already been completed, the environmental assessment for this type of project should not be time
consuming. It is expected that the environmental documentation and the preparation of plans,
specifications, and estimates will take one (1) year. The contract letting and construction of the project
should be complete within one (1) year for a total of two (2) years or 24 months.

Intent for TIP Placement
The Broadway Streetscape Project has been presented before the
Policy Advisory Committee of the Lubbock Urban Transportation Study
(Metropolitan Planning Organization) on this day, October 27, 1993.
The City of Lubbock has put together a project that would best
utilize local revenue to complete a project that has been in the
planning stages for many years.
With the project having received endorsements from many local
organizations, and, noting that the project is consistent with the
Long -Range Transportation Plan, the Lubbock Urban Transportation
Study hereby certifies that the Broadway Streetscape Project will
be included in the Transportation Improvement Program if the Texas
Department of Transportation approves the project for funding.
This project has been reviewed by the Policy Advisory Committee and
has received a rating, which makes it a high priority for
the Lubbock Urbanized Area.
We respectfully request that the project receive full consideration
for funding.

SUBJECT: APPLICATION FOR STREETSCAPE IMPROVEMENTS
Gentlemen:
Following a review of proposed plans and cost estimates by City of Lubbock staff
members, the Executive Committee of Lubbock CenterCorp, Inc. has unanimously
agreed to support an application for federal funds to the Statewide Transportation
Enhancement Program.
The RTKL Redevelopment Plan for Central Lubbock adopted in 1989, and the
Broadway Corridor Plan subsequently prepared in 1990, both strongly recommend
streetscape improvements on Broadway as an integral part of the revitalization
program. The additional financial assistance proposed would enable extensive
improvements to be made in the redevelopment target area. Such a commitment will

Dear Sir:
City of Lubbock staff presented a proposed landscaping plan for Broadway
from University Avenue to Martin Luther King Boulevard to the Lubbock
Urban Design and Historic Preservation Commission on September 16. The
concept of a Broadway Streetscape project has been ongoing for some time
but, due to a lack of funding for a major project, has not proceeded as
quickly as the community had hoped. The Urban Design and Historical
Preservation Commission recommends that this project be submitted for
Transportation Enhancement funds and gives its full support to the
project.

to develop and implement the Broadway Streetscape project.
Furthermore, the Parks Board is aware of your application
for Federal Funds from the Statewide Transportation
Enhancement Program and would like to endorse your request

The Parks and Recreation Board is responsible for providing
a balanced recreation and open -space program for the City.
This includes planning, construction and maintenance of all
parks, buildings, and facilities necessary to provide this

Broadway Streetscape
The Broadway Streetscape is a landscaping and beautification
project. This project will enhance the principal arterial route that
provides access to many businesses, churches, governmental enti-
ties, and Texas Tech University. The visual and physical link between
east and west Lubbock will consist of landscaping with trees, lighting,
park benches, waste receptacles and planters along both sides of
the right of way.
Drip irrigation systems will provide the moisture needed for
survival of the plant material. Antique style light poles will be installed
to enhance pedestrian lighting and therefore provide a safer environ-
ment. The light poles will be unique to Broadway and will distinguish
the corridor from other streets within the central business district. The
project will provide for the construction of an arbor and brick fence
located at Broadway and Avenue Q. Other improvements will include
the construction of a landscaped median for approximately one block
east of Avenue Q, and the entrance to Mackenzie Park, one of the
largest and most scenic parks in Lubbock.
