BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Grant Appli-
cation and associated documents to be submitted to the Texas Department of
Housing and Community Affairs and is to be in the amount of ONE HUNDRED
NINETY-EIGHT THOUSAND FIFTY-TWO AND NO/100 DOLLARS ($198,052.00) for the
purpose of administering programs under the Community Services Block Grant
to relieve the effects of poverty in Lubbock County, attached herewith,
which shall be spread upon the minutes of the Council and as spread upon
the minutes of this Council shall constitute and be a part of this
Resolution as if fully copied herein in detail.

This form must be completed and signed by the appropriate individuals in
order for a grant application to be evaluated and approved by the City
Manager.
1. State as clearly as possible, the goals and objectives of the propose
project for which a grant is being sought.
The primary responsibility of the Community Services Block Grant is t
assist low-income families and to help them help themselves by
providing information, training, and supportive services. Promotion
of services and self-help programs is enhanced by working with
neighborhood associations and representatives on the Community
Services Commission.
A. Is this the fulfillment of an identifiable community (Lubbock)
goal? If so, list the source of the identified goal.
Yes. 2005 Committee goal, United Way of Lubbock Community Needs
Assessment
B. Is this the fulfillment of an identifiable community (Lubbock)
need? If so, please provide quantifiable data (studies, etc.)
that illustrate the community need and how this grant will meet
that need:
Yes. Estimates are that approximately 12% of the citizens live
below the poverty guideline within Lubbock community. This gran
will be able to assist individuals within those guidelines with
emergency assistance.

Yes. Individuals within Lubbock County who are low-income and
are in need of basic human needs (food, shelter, and/or clothing

within the system, the City has been designated as the lead
agency in Lubbock County.

Personnel - Includes salary and fringe benefits for seven full
time employees
Supplies - Includes cost for xerox material, postage, office
supplies and vehicle fuel
Dues, Training, and Travel - Training seminars for staff
(primarily in town)
Services Includes printing and updating of the Human Services
Directory
Emergency assistance (food vouchers, utility
assistance, and bus passes)

This grant is not for capital outlay or a capital project.

This grant is for an operating program; however, the
continuation of this grant is contingent upon federal
appropriation. The percentages of funding may vary from
year to year.

expense, after grant funding has expired? If so, how long
will the City be obligated to expend local funds, and in
what areas? Be specific.
No funding is required from the City of Lubbock after this
grant expires.
9. Is the grant a one -.time grant, a one-time grant with an option i
renew the grant, or an on -going grant? If the grant is on-goinc
how many years has the grant been provided to the City, and whai
year does the upcoming period represent (2nd year, 5th year,
etc.). If the grant has an option to renew, how often can it be
renewed, and what are the terms of renewal? Please explain.
- This is the 16th year of this grant being administered by the
City. Grant period is for 12 months. (Grant periods are
dependent on the availability of allocated federal funds).
- Renewal of grant required the South Plains Association of
Government's approval.
10. Are indirect costs reimbursed by the grant?
Indirect cost is reimbursable by the Texas Department of Housinc
and Community Affairs; however, the City has recommended 100% of
the funding be utilized for the operations, of the Community
Services Department.

11. Are grant audit costs reimbursed by the grant?
Yes, currently = $2,000
12.' What is the immediate (twelve-month) impact'of the grant program
on City employee allocation and utilization?, How will this
affect their work hours, productivity, etc. on City programs and
activities?
No impact. The grant authorizes the funding of seven full-time
employees whose responsibilities are dedicated to grant
authorized activities.
13. What is the long-term (five-year) financial and manpower impact
of the grant program both on the community and on the City
organization?
The FY 1994 grant will provide $198,052 to the Community ServiceE
Department with which to provide social services to Lubbock
County. Funding of this grant allows the City to meet the needs
of low-income families through emergency assistance, as well as
to continue to be the nucleus of social services through their
information and referral 24,hour service. Non -renewal of this
grant after FY 1994 would mean loss of basic needs being met to
people with lack of resources.

with the current year or the first year this grant will be in

ACTIVITIES DESCRIPTION
Contractor shall:
1. Comply with 42 U.S.C. Section 9904(c) (3) and maintain an advisory
board which shall be so constituted that:
* 1/3 of the members are elected public officials currently holding
office or their representatives.
* at least 1/3 of the members are chosen in accordance with democratic
selection procedures adequate to assure they are representatives of
the poor in the area served.
* the remainder of the members are officials or members of business,
industry, labor, religious, welfare, education, or other major
community groups and interests.
2. Through comprehensive agency assistance I unduplicated low-income
persons will make the transition out of poverty. client files must
document all activities and/or assistance provided to household.
Persons must sustain an income level above the current CSBG poverty
guidelines for at least 90 days prior to being reported on the MFFPR.

ts. Carwtsh told the Board she has been interested in opening a senior

told her that the City would provide for her the information that she wanted

Funds. Mr. Nash added that anyone also present with similar questions about

Ms. Bounds told COAC members that E. Emory, E. Duke, Niter and E. Irskihe
Streets all were dirt roads in poor repair. Deep mud has Made them difficult
at left times and impassible at other times to travel, She Complained that

that for the past three years be had been trying to get areas of Mulberry and
Bates streams paved. Mr. McCafferty said he had used a paving project on
Olive Street to make an estimate of SIXIM0 to St00,000 to pave the streets of
the area wrier discrossion with a stogle ply blacktop. This action would 'oak*
these folks real happy.'
Mr. Spires asked Mr. McCafferty if he thought a 2-1 inch raise is the mad

Oscar Sharpe, Executive Oiroctor of the Mousing Authority of the City of
Lubbock then asked COAL Members for S60,000 one-time grant to assist with the
construction of cwl-de-sacs In conjunction with the construction of a fence
around the Green Fair Housing Complex. Tho purpose of the fence would-be to
protect the residents of Green Fair, predominantly single mother families,
from drug dealers enuring the complex from the surrounding neighborhood. Mr.
Sharpe said he believed the fence would reduce drug activities by about 73
percent. By doing this, he said M felt the surrounding neighborhood would
benefit as well.
To Install the fence, Mr. Sharpe explained that four streets would have to be
closed and cut -de -sacs created to allow traffic to turn around. The cost per
cul-de-sac would be SIS,000 for a total cost of $60.000. This is what the
COBG funds would be used for. Mr. Sharpe said HIM has budgeted 5922,532 Of
its own funds for creation of the fence itself but said the spending of it was
contingent on CDBG's ability to contribute.
Stephanie Hill asked Mr. Sharpe a question about the appearance of the fence
and hoe it would affect public transportation. Mr. Sharpe replied the fence
would be wrought iron hire mounted between brick columns and that buses would
have to be rerouted to maintain access to the community.
Stan Martin of 4210 E. Municipal Drive then addressed the CDAC about problems
with unpaved roads to his arms. He said M was a 1S year resident of Lubbock
and asked that the ISO het of Municipal Olive northeast of Olive Drive to the
City limits be paved. He guessed there were approximately 230 residehts in
the area and estimates 37 cars use the roadway each morniag. The saim
concerns with the unpaved road were damages to vehicles, collisions, Caused by
rg deep mud and poor access to oneoncy vehicles during times of lactitbent
weather. In response to his csll for a show of hands for people present at
the hear inngq and concerned with this roadway about SO people in the audience
raised thstr hands. He also presented the COAC a petition from residents in
his area requesting the roadway be pared. In response to a question from Mr.
Nash, Mr. Martin said that strip paving would be acceptable and that curb and
ou gutter paving on the Strait wld hot be practical. Mr. Martin then noted the
strut is in the area of the nee prison and that the poor quality of it could
perhaps souse problems If there was in emergency out there.
Mr. S, Robert Sanchez of 4210 Municipal Drive V then road a letter to COAC
members from a Lubbock area physical therapist who complained she was having
difficulty reaching a six -year -old patient who lived on the street. The
patient, a boy suffering from cerebral palsy, needed regular therapy which was
continually interrupted by poor road conditions.
The mother of the child, Marlon Oeforrost of e210 E. Municipal Drive 09, then
spoke to the COAL saying that this prables was particelarly bad list spring

She feared that this has causal a regression is his condition. She also added
that when her car gets stuck in the mud m the roadway that he cannot walk out
