HomeMy WebLinkAboutResolution - 4270 - Grant Application - TDOHCA - Community Services Block Grant - 10_14_1993Resolution No. 4270 October 14, 1993 Item #17 111#1111 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Grant Appli- cation and associated documents to be submitted to the Texas Department of Housing and Community Affairs and is to be in the amount of ONE HUNDRED NINETY-EIGHT THOUSAND FIFTY-TWO AND NO/100 DOLLARS ($198,052.00) for the purpose of administering programs under the Community Services Block Grant to relieve the effects of poverty in Lubbock County, attached herewith, which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. State as clearly as possible, the goals and objectives of the propose project for which a grant is being sought. The primary responsibility of the Community Services Block Grant is t assist low-income families and to help them help themselves by providing information, training, and supportive services. Promotion of services and self-help programs is enhanced by working with neighborhood associations and representatives on the Community Services Commission. A. Is this the fulfillment of an identifiable community (Lubbock) goal? If so, list the source of the identified goal. Yes. 2005 Committee goal, United Way of Lubbock Community Needs Assessment B. Is this the fulfillment of an identifiable community (Lubbock) need? If so, please provide quantifiable data (studies, etc.) that illustrate the community need and how this grant will meet that need: Yes. Estimates are that approximately 12% of the citizens live below the poverty guideline within Lubbock community. This gran will be able to assist individuals within those guidelines with emergency assistance. A25-2 page 3 of 8 2. List at least three measures by which City Staff and City Counci might be able to evaluate the program in order to determine that it has reached the goals and objectives described in Question 1. - Individuals receiving bus passes, for medical or employment purposes - Clients receiving comprehensive services through Case_ Management - Students involved in the Peer Action Committee - Number of participants attending Neighborhood Association Meetings 3. Will this program benefit the Lubbock community as a whole? If not, please provide a detailed profile of the individuals or groups that will benefit from the program. Yes. Individuals within Lubbock County who are low-income and are in need of basic human needs (food, shelter, and/or clothing 4. Are other agencies (other than the City of Lubbock) available to administer this program? Yes. If so, list the agencies: 1) , Although there are'a wide variety of:agencies that provide social services, the State of Texas has designated the City of Lubbock to administer this grant. 2) The servicesprovided through the Community Services Department.are unduplicated' within Lubbock County. There are similar programs administered throughout the State by the Community Action Agencies; however, due to the resources within the system, the City has been designated as the lead agency in Lubbock County. 6. Is the program or activity provided by this grant required by state or federal law or required as a condition of other ongoing state or federal programs? Please explain: 7. Yes. This grant is used as the operating grant for other funded grants through the same funding sources, including: Other State Grants * Energy Crisis Program * Emergency Homeless Grant Other Funding * Eldercare, Inc. Programs * Neighborhood Development * Youth Leadership Developmen * House Bill 7 (Information and Referral) * Project HELP, Inc. Does the grant require a local match? Please describe specifically what the funds will be used for (personnel, supplies, services, capital outlay, capital projects, etc.) Operating programs. Personnel - Includes salary and fringe benefits for seven full time employees Supplies - Includes cost for xerox material, postage, office supplies and vehicle fuel Dues, Training, and Travel - Training seminars for staff (primarily in town) Services Includes printing and updating of the Human Services Directory Emergency assistance (food vouchers, utility assistance, and bus passes) - Tri-Agreement with the Texas Department of Human Services and the South Plains Food Bank - Outreach Services - Neighborhood Development A. If the grant is for capital outlay or a capital project, will it result in ongoing City operational costs? If so, explain in detail. This grant is not for capital outlay or a capital project. B. If the grant is for an operating program or programs, is it a one-time grant which will result in ongoing City expenses, if the program is to be continued in the future? This grant is for an operating program; however, the continuation of this grant is contingent upon federal appropriation. The percentages of funding may vary from year to year. A25-5 page 6 of 8 C. Does the grant require continuation of the program, at Cit expense, after grant funding has expired? If so, how long will the City be obligated to expend local funds, and in what areas? Be specific. No funding is required from the City of Lubbock after this grant expires. 9. Is the grant a one -.time grant, a one-time grant with an option i renew the grant, or an on -going grant? If the grant is on-goinc how many years has the grant been provided to the City, and whai year does the upcoming period represent (2nd year, 5th year, etc.). If the grant has an option to renew, how often can it be renewed, and what are the terms of renewal? Please explain. - This is the 16th year of this grant being administered by the City. Grant period is for 12 months. (Grant periods are dependent on the availability of allocated federal funds). - Renewal of grant required the South Plains Association of Government's approval. 10. Are indirect costs reimbursed by the grant? Indirect cost is reimbursable by the Texas Department of Housinc and Community Affairs; however, the City has recommended 100% of the funding be utilized for the operations, of the Community Services Department. A25-6 page 7 of 8 11. Are grant audit costs reimbursed by the grant? Yes, currently = $2,000 12.' What is the immediate (twelve-month) impact'of the grant program on City employee allocation and utilization?, How will this affect their work hours, productivity, etc. on City programs and activities? No impact. The grant authorizes the funding of seven full-time employees whose responsibilities are dedicated to grant authorized activities. 13. What is the long-term (five-year) financial and manpower impact of the grant program both on the community and on the City organization? The FY 1994 grant will provide $198,052 to the Community ServiceE Department with which to provide social services to Lubbock County. Funding of this grant allows the City to meet the needs of low-income families through emergency assistance, as well as to continue to be the nucleus of social services through their information and referral 24,hour service. Non -renewal of this grant after FY 1994 would mean loss of basic needs being met to people with lack of resources. A25-7 Page 8 of 8 14. Provide, in as much detail as possible, a 5-year Revenue and Expenditure Projection for the grant related program beginning with the current year or the first year this grant will be in effect. Show any ongoing costs to the City, even if the grant only for one year. Carwtsh told the Board she has been interested in opening a senior :it IIsms group home care center Is the City of Lubbock for the past five years but has had difficulty obtefatrg the information she roads for this from the .sty. Tho purpose of the fence would-be to protect the residents of Green Fair, predominantly single mother families, from drug dealers enuring the complex from the surrounding neighborhood. Mr. Sharpe said he believed the fence would reduce drug activities by about 73 percent. By doing this, he said M felt the surrounding neighborhood would benefit as well. To Install the fence, Mr. Sharpe explained that four streets would have to be closed and cut -de -sacs created to allow traffic to turn around. The cost per cul-de-sac would be SIS,000 for a total cost of $60.000. This is what the COBG funds would be used for. Mr. Sharpe said HIM has budgeted 5922,532 Of its own funds for creation of the fence itself but said the spending of it was contingent on CDBG's ability to contribute.
