RESOLUTION
WHEREAS, the City Council of the City of Lubbock has heretofore in
Resolution No. 4151 enacted on May 13, 1993, provided that the City Manager
of the City of Lubbock be empowered to approve routine contracts for goods
and services involving an expenditure of $10,000 or less that are executed
on standard City contract forms or on forms approved by the City Attorney;
and
WHEREAS, Senate Bill No. 226 enacted by the 73rd Legislature to be
effective September 1, 1993, provides that cities in Lubbock's population
bracket do not have to seek competitive bids on expenditures not exceeding
$15,000; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Manager of the City of Lubbock or his designee is
hereby authorized and directed to approve routine contracts for goods and
services involving an expenditure of $15,000 or less that are executed on
standard City contract forms or in a form approved by the City Attorney.

Resolution #4256
Consider a resolution authorizing and directing the City Manager or his designee to
approve routine contracts for goods and services involving an expenditure of $15,000 or
less that are executed on standard City contract forms or in a form approved by the City
Attorney,
Massengale: Mr. Mayor, this is simply bringing our purchasing policy in line with state law.
Currently we are at $10,000; state law was passed in the last legislature that
brought this up to $15,000.
Patterson: I would like to move on this, Mr. Mayor.
Mayor: I have a motion by Councilman Patterson to approve this resolution. Do I have a
second?
Aderton: Second.
Mayor: Second by Councilman Aderton. Any further discussion on this item.
Ince: Mr. Massengale, other than being consistent with what the state law allows, what
do you see as the advantages of raising this?
Massengale: The primary advantage is that it will allow us to react quicker on any little
purchases of less than $15,000. We will continue to take bids, but we will not
have to bring them to Council, which adds generally adds four weeks. You have
to advertise them for two weeks and then put it on the agenda.
Ince: Any other words, many of these will still go through the bid process, if not all of
them, so we will have that background information and data if we need to go and
review those on any occasions?
Massengale: Our policy is that everything goes through the bid process except architects and
engineers.
Ince: And that's no change in policy? Call for the question.
Mayor: Question has been called. All in favor respond by saying "aye." Any opposed by
"nay." Item passes 7-0.
