RESOLUTION
A RESOLUTION AMENDING A RESOLUTION PASSED BY THE CITY
COUNCIL ON THE 22ND DAY OF JULY, 1965 WHICH ESTABLISHED A PRO-
CEDURE FOR APPOINTMENT OF MEMBERS TO THE BOARD OF CITY DEVEL --
MENT BY AMENDING SECTION 4 THEREOF TO PROVIDE FOR FOUR KINDS OF
BALLOTS IN ORDER FOR ALL NOMINEES TO BE LISTED NEAR THE TOP OF
SOME OF THE BALLOTS,
WHEREAS, the City Council of the City of Lubbock has found from
experience that a great many people tend to vote for names near the top of the
ballot; and,
WHEREAS, the Council feels that this results in unfair advantage to
those candidates at the top of the ballot; and,
WHEREAS, the Council desires to eliminate this factor from influencin
the choice of members for the Board of City Development; and,
WHEREAS, the Council has by resolution established procedures
which are not in accord with this policy; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Resolution passed on the twenty-second day of July, 1965
and contained in Minute Book 24, Page 766 of the minutes of the City of Lubbock
and catalogued therein as Item 65-24--292-766, which Resolution established a
procedure for appointment of Members to the Board of City Development, be and
the same is hereby amended by amending Section 4 thereof to read as follows:
"SECTION 4. Ballot
"After it has been determined that twenty individuals are
willing to serve if appointed, the Committee shall proceed to
prepare a ballot by drawing for ballot positions for each
nominee which ballot shall be referred to as the "original
order". The name of the individual nomineets business
firm together with his business address shall be listed
immediately below such individual's name on the ballot.
The ballot shall carry instructions for voting and date of
the election. The Committee shall designate a printer
who will be provided a copy with layout and design for
preparing printed ballots in a quantity to equal the number
of Chamber of Commerce members. The printer shall
be instructed to print one fourth of needed quantity with
the nomineest positions listed in original order as drawn;
one-fourth of the ballots with the 2nd fourth of the original
list of nominees on the first ballots moved to top of the
ballots; one--fourth of the ballots with the 3rd fourth of the
nominees on the 1st ballots moved to top of the ballot; one-
fourth of the ballots with the 4th fourth of the nominees on
the 1st ballot moved to the top of the ballot. To more
graphically illustrate this method of printing, reference is
made to Exhibit "A" attached hereto. The printer shall be
required to certify the exact number of ballots printed and
delivered to the Chamber of Commerce office prior to
the election, "
