HomeMy WebLinkAboutResolution - 4209 - Modification Of Contract - RAFB - Water Supply Contract - 07_22_1993Resolution No. 4209 July 22, 1993 Item #20 RESOLUTION WHEREAS, Reese Air Force Base has requested additional water utility service to its water system by the City of Lubbock; and WHEREAS, the City Council believes that it would be in the best interest of the City of Lubbock and Reese Air Force Base to provide such increase service; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Modification of Contract to the water supply contract with Reese Air Force Base, which Modification of Contract is attached herewith and which shall be spread upon the minutes of the Council and as spread upon the minutes of this Council shall constitute and be a part of this Resolution as if fully copied herein in detail. M PAGE STATEMENT OF WORE' CONNECTION CHARGE TO PROVIDE WATER SERVICE SW - 1 SCOPE: Work: required to provide requested water service shall include providing all engineering services, labor, materials, equipment, and transportation necessary to install 12." water line from 4th St, and Quitsna Ave. to 4th St. and Wausau Ave. Work: shall also include the installation of e-tens•ion service taps (Tee, valve and valve box), water meter taps, and service lines, including water meter, to the locations indicated in paragraph SW-2. This project is a modification to the current utility contract with the City of Lubbock:, Texas. This modification shall include a fifteen (15) year refund contract. Refund contract shall be issued by the City of Lubbock, Texas to the United States Government, Reese AFB, Texas, and shall be in accordance with City of Lubbock:, Texas, Waters and Sewers ordinance, Article IV, Section 28-158. Refund contract shall be executed, approved, signed and delivered to the Reese AFB Contracting Officer not later than the completion dote of this project. Those costumers connected to new 12." water main will become retail costumers of the city of Lubbock:, Texas. SW - 2 LOCATION: All work: shall be performed at the locations indicated as follows: Installation of 12" water main: 4th St. and Quitsna Rd to 4th St. and Wausau Ave. Installation of water meter taps, residential service lines, including water meter, one meter at each location. (Estimated meter size): 1. 9417 W 4th St., (1 1/2") 9415 W4th St. , (•'/4" ) Z. 9413 W 4th St., (1") Installation of 10"::12" TEE, valve and valve box, complete in place: Install one each at 1/2 mile intervals (Half Section Lines) from Wausau Ave. and 4th St. to FM 179 and 4th St. Extension service taps will utilize to extend water service north of 4th St. Insure taps are aligned in the correct direction. SW - 3 WORKING HOURS: Normal duty hours at Reese AFB are Monday through Friday, except on Government holidays, 7:30 a.m. to 4:15 p.m. Inform Contracting Officer in writing 72 hours prior to working at times other than normal duty hours, for any work: which may be required on the premises of Reese AFB, TX. SW - 4 SAFETY: Contractor shall comply with, applicable OSHA and City of Lubbock:, and locally established safety requirements. SW - S DELIVERY OF MATERIALS: NOT USED. SW - G EQUIPMENT SPECIFICATIONS: All piping materials and equipment shall conform to the written specif icat ions of the Department of Water Utilities, City of Lubbock:, Texas. Written certification of con°ormance shall be provided by the City of Lubbock:, Texas to _ R:==ese "PFS Contracting Officer nc later than the completion date of this project. SW - 7 PROCEDURE: Contractor shall become familiar with site' conditions prior to performing work:. Contractor shall perform all work: in accordance with the written specifications and drawings of the Department of Water Utilities, City of Lubbock:, Texas. Work shall be performed in phases: each 0.5 miles shall be one phase. Work: shall be started at intersection of 4th St. and Quitsna Rd. and continue Eastward for approximately 27.5 miles to the intersection of 4th St. and Wausau Ave. A valve and valve box shall be installed at the end of each 0.5 mile interval (phase). At the end of each phase, water line shall be properly tested and inspected before work: on following phase is started. Phase I shall include installation of water meter taps, service lines, including meters to the locations along 4th St. as indicated in paragraph SW Performance time for design, bidding process and award of project will be approximately 70 days, and performance time for construction of this project will be 90 days. Project will begin no later than 15 Aug. 9•?. I EqD -IqGE S STATEMENT OF WORK CONNECTION CHARGE TO PROVIDE WATER SERVICE SW - 1 SCOPE: Work required to provide requested water service shall include providing all engineering services, labor, materials, equipment, and transportation necessary to install 121 water line from 4th St. and Quitsna Ave. to 4th St. and Wausau Ave. Work: shall also include the installation of extension service taps (Tee, valve and valve box), water meter taps, and service lines, including water meter, to the locations indicated in paragraph SW-2. This project is a modification to the current utility contract with the City of Lubbock:, Texas. This modification shall include a fifteen (15) year refund contract. Refund contract shall be issued by the City of Lubbock:, Texas to the United States Government, Reese AFB, Texas, and shall be in accordance with City of Lubbock:, Texas, Waters and Sewers ordinance, Article IV, Section 28-158. Refund contract shall be executed, approved, signed and delivered to the Reese AFB Contracting Officer not later than the completion date of this project. Those costumers connected to new 12'' water main will become retail costumers of the city of Lubbock:, Texas. SW - 2 LOCATION: All work: shall be performed at the locations indicated as follows: Installation of 12" water main: 4th St. and Quitsna Rd to 4th St. and Wausau Ave. Installation of water meter taps, residential service lines, including water meter, one meter at each location. (Estimated meter size): 1. 9417 W 4th St., (1 1/2") 2. 9415 W 4th St., (3 /4" ) 3. 9413 W 4th St. , (1") Installation of 10"x12" TEE, valve and valve box, complete in place: Install one each at 1/2 mile intervals (Half Section Lines) from Wausau Ave. and 4th St. to FM 179 and 4th St. Extension service taps will utilize to extend water service north of 4th St. Insure taps are aligned in the correct direction. SW - 3 WORKING HOURS: Normal duty hours at Reese AFB are Monday through Friday, except on Government holidays, 7:30 a.m. to 4:15 p.m. Inform Contracting Officer in writing 72 hours prior to working at times other than normal duty hours, for any work: which may be required on the premises of Reese AFB, TX. SW - 4 SAFETY: Contractor shall comply with applicable OSHA and City of Lubbock:, .and locally established safety requirements. SW - 5 DELIVERY OF MATERIALS: "SOT USED. SW - 6 EQUIPMENT SPECIPICATIONS: All piping materials and equipment shall conform to the written specifications of the Department of Water Utilities, City of Lubbock, Texas. Contractor shall perform all work in accordance with the written specifications and drawings of the Department of Water Utilities, City of Lubbock:, Te:tas. Work shall be performed in phases: each 0.5 miles shall be one phase. Work: shall be started at intersection of 4-.h St. and Quitsna Rd. and continue Eastward for approximately 2.5 miles to the intersection of 4th St. and Wausau Ave. A valve and valve bo:r shall be installed at the end of each 0.5 mile interval (phase). At the end of each phase, water line shall be properly tasted and inspected before work: on following phase is started. Phase I shall include installation of water meter taps, service lines, including meters to the locations along 4th St. as indicated in paragraph SW-2. Performance time for design, bidding process and award of project will be approximately 70 days, and performance time for construction of this project will be 90 days.
