(Chief) Twitty, An Outstanding Municipal Staff - 03_25_1965 t�ga5trs� RESOLUTION WHEREAS, The City of Lubbock was saddened by the loss of one of its outstanding citizens and devoted municipal staff members, W. E. (Chief) Twitty; and WHEREAS., "Chief' Twitty came to the area to farm, but sensing a need for professional, full-time firemen, joined the volunteer fire de- partment of Lubbock fifty-five years ago. He alternated as fire chief until 1919 when he took over the past of fire chief of the professional, full-time fire department, which he held until 1950. At that time he was named fire marshall, continuing in this capacity until October, 1954, when he was designated as fire prevention consultant, a title he carried until his unexpected death; and WHEREAS, "Chief" Twitty:all during his association with the Lubbock Fire Department was instrumental in a multitude of improvements and in the continuing modernization of the fire department; and WHEREAS, "Chief" Twitty believing always in the further education of firemen was present and aided in the organization of the first Texas Firemants Training School at Texas A & M which today is one of the leading Training Schools in this field; and WHEREAS, "Chief" Twitty actually developed and invented much of the modern equipment used today in the City of Lubbock and throughout the State of Texas. One of his inventions was the forerunner of the sleek booster panel truck that extinguishes more than 90 per cent of Lubbock's blazes today. Another of"Chief" Twittyts innovations was the use of the 1 - 1/2 inch hose in firefighting; and, V-11BREAS,"Chief" Twitty is survived by his wife, the former Elba Moore f and, WH"EM), The City of Lubbock feels deeply the loss of one who has always done more than his part to improve that lives of those around himt NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council representing the citizens of the City of Lubbock as well ss the Catty Administration extend condolence to "Chief" TwIttyls widow and famUy and that, copies of this resolutton be given to his family with our apprectaiton of his life of service to others and with our sincere regards.
