. � WHEREAS, the City Commission of the City of Lubbock believes that the
best governed are those who govern themselves, and

WHEREAS, the City Commission further believes that it is the duty and re-
sponsibility of a government under, by and for the people, to make, in so far as
{1 humanly possible, all laws serve the interest of public order, safety and welfare,
and
WHEREAS., in order to best fulfill this duty and responsibility of government
j, on a local level, the City Commission is of the opinion that at this time there is a
il need for study to determine what will promote the best interest of public order,
1 safety and welfare of all citizens of the City of Lubbock, and
WHEREAS, it is the further opinion of the -City Commission that such study
should be conducted by a representative citizens committee which may serve the
cooperation of all citizens of the City of Lubbock, NOW THEREFORE,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LUBBOCK
THAT, a committee to be known and designated as the "Lubbock Inter-
racial Committee" be and is hereby created.

THAT, such Committee be composed of 13 members, each of whom shall
1 be responsible resident citizens of Lubbock, to be appointed by the Mayor of the
11 City of Lubbock, acting on advice and consent of the City Commission.

i THAT, the members of this committee shall hold office for a term of three
jI years;except that five of the members first selected shall hold their office for a
term of three years, four of the members first selected shall hold office for a ter ,
of two years and the remaining four members first selected shall hold office for a
term of one year, the term of each to be determined by lot. Vacancies for any
cause shall be filled by appointment by the Mayor as hereinabove provided for
I original membership of this committee and the appointment to fill and unexpired
�j term shall be only for such unexpired term.

THAT, at the first meeting which will be at the call of the Mayor the com-
mittee shall appoint one of its members as chairman and one as secretary, and
I� shall adopt its own rules for procedure and conduct of meetings.
ITHAT the committee be requested to study and consider situations dealing
with interracial problems within the City of Lubbock specifically in the area where
conditions indicate any unfair treatment or lack of opportunities where the citizens
or business `leaders of our City can and should take action. That after due con-
sideration of any problems which may be found to exist or which may hereafter
I develop within the. scope of these areas the committee make all efforts to secure
cooperation of the citizens, or business, or city organizations involved in order
to aleviate or correct any such problems. That in the event a satisfactory -solutio
i cannot be obtained through such efforts then the committee is requested to make
written recommendations to the City Commission as to the action which it is of
the opinion should be taken by the City Commission.
